The potential for e-commerce development is significant in Cambodia, promising to diversify the economy, provide new jobs, and increase financial inclusion, as well as contributing to improved lives and livelihoods. Cambodia is in a stage of development in which e-commerce is becoming visible, with an IT-hungry urban middle class that has emerged over the past 10 years, and with 60 per cent of the population below the age of 25. Consumers prefer traditional markets or retail stores and the financial market still relies on cash. The demand for e-commerce is currently limited to products that customers cannot find through regular retail outlets. There is nonetheless a real opportunity in Cambodia for small entrepreneurs buying products overseas to sell them online, mainly through Facebook or Instagram platforms. There is already a potential clientele of some 15,000 consumers for most current e-commerce ventures. E-commerce, however, remains limited compared to other ASEAN countries, and the potential for export development is relatively low. Despite recent progress, Cambodia ranked only 119 out of 137 in the UNCTAD B2C e-commerce index 2016.

Myanmar is currently best described as a country in the midst of a triple transition - from a military government to democratic governance, from a centrally directed economy to a market-oriented economy, and from 60 years of conflict towards peace in the region. Myanmar has been focusing on the many new opportunities opened by its reintegration in the global trade system and the introduction of the ASEAN Economic Community. At the same time, Myanmar is also undergoing a connectivity transition. All of this presents enormous economic opportunities as well as significant challenges. After liberalizing its telecommunications market in 2014, the country jumped straight to smartphones and data. The mobile penetration rate is closed to 100 per cent with smartphone penetration above 80 per cent. There is an unprecedented opportunity for Myanmar to do digital, as well as financial, leapfrogging: to use technology to accelerate change and development, and to use e-commerce to move from a cash-only to a cashless society.

Services matter both because they make a significant contribution to export diversification and growth and because they play the role of an enabler of other sectors of the economy in moving up the value chain and contribute to the economic diversification process. Information and communications technology (ICT) services are slowly becoming an important segment of the Lao economy, triggered by Lao's participation in international negotiating fora, because of its geographical position in the Association of Southeast Asian Nations (ASEAN) and the need to catch up with the development of digital economies at its borders. Despite this, the adoption of e-commerce both by firms and consumers has been limited, raising questions about the importance of persistent bottlenecks.

Intraregional trade in South Asia is still below its potential, and the region lags behind other parts of the world in activating the potential benefits from e-commerce. Adopting a novel yet practical approach, this report explores how e-commerce can be boosted to deepen intraregional trade in South Asia. It examines the main transacting models in the digital space and the channels through which e-commerce helps reduce transactions costs for firms and consumers. It considers the regulations, as well as the regulatory gaps, affecting private sector participation in e-commerce, focusing on data privacy, consumer protection, delivery, cybersecurity, market-access regulations, and digital payments. Finally, the report presents recommendations for regulatory reforms that could enhance e-trade, especially in a regional context and as a possible platform for greater global engagement by South Asian firms. The scale of these recommendations ranges from the modest, such as allowing cross-border payments and streamlining the customs regime, to the more ambitious, such as allowing the operation of regional e-commerce platforms and liberalizing related cross-border logistics services.
