While the first phase of the study examined various alternative education options throughout the state, this second phase focused on 23 higher performing continuation high schools in California selected based on multiple student outcome measures. This issue brief is specifically intended to reach the community of school-based practitioners and district level policymakers, seeking to better understand alternative schooling for over-aged and under-credited youth. During the first phase of the study, teachers discussed their struggle in balancing student engagement with academic rigor of instruction for this unique population of students. These teachers called out for increased research on the unique context and better practices of continuation high school instruction. To that end, this paper highlights creative work-arounds that successful continuation schools, principals, and teachers implement to serve this unique population of students, despite highly restricted state funding. In particular, this paper emphasizes the importance of operationally aligning these practices to balance competing objectives (e.g., vocational vs. college preparatory programs). Book excerpt: California's approximately 500 continuation high schools are estimated to serve more than 115,000 California high school students each year--a number that approaches almost 10 percent of all high school students and as many as one of every seven high school seniors. Continuation schools are, however, more racially and ethnically concentrated than the state's traditional comprehensive high schools. Hispanic students comprise 55 percent of all students in continuation schools, and although African American enrollments in continuation schools approximate those of comprehensive schools statewide, they tend to be overrepresented in many districts. California law contemplates more intensive services and accelerated credit accrual strategies so that students who are vulnerable to dropping out of school might have a renewed opportunity to graduate from high school with a regular diploma. Based on a statewide study of these schools, however, the authors conclude that, as a whole, they are failing to provide the academic and critical support services that students need to succeed. This report draws on the authors' two-phase study of continuation high schools in California. In Phase I, during the winter and spring of 2007, the authors' research team visited 26 school districts and 40 schools in nine southern, central and northern California counties. These schools differed in focus, student outcomes, size, and metropolitan status. In Phase II, researchers returned to three of the original nine counties (Santa Clara, Fresno, and San Diego) and visited 23 continuation high schools to explore more deeply the emerging "better practices" that characterize more successful continuation high schools. This report offers a bleak prologue of what the vast majority of the state's continuation high schools will offer those youth who find themselves falling behind but struggling to stay engaged in pursuit of a high school diploma. The authors offer several recommendations, drawn from the experience of the "beating the odds" schools they visited. (Contains 3 footnotes.) Book excerpt: In educational research, narratives exist about the unfulfilled promise of continuation schools as many of them are not living up to their full potential; many argue that continuation school students are not adequately being prepared beyond high school (Kelly, 1993; Ruiz de Velasco et al., 2008). This narrative poses threats to these environments by stigmatizing continuation schools, dehumanizing students for their failure, blaming educators for the lack of student success, with little attention to the institutional and structural barriers that might impede students from thriving personally and academically. To gain a deeper understanding of the school culture of a continuation school, this study examines Puente Baluarte Continuation High School, a continuation high school that serves a high proportion of racial/ethnic minority youth and has been deemed a model institution. This qualitative case study is framed within theories of cultural production which draws closer attention to how students and educators construct and make meaning of their identities in these cultural spaces (Foley, Levinson, & Hurtig, 2000). In addition, the Paradigm to Understand and Examine Dropout and Engagement in Society (PUEDES) which examines and interrogates the structure, culture, and individual agency of students and educators (Rodriguez, 2013). Drawing on multiple sources of data including: 1) ethnographic observations, 2) document analysis, and 3) semi-structured interviews with students (n = 33) and educators (n = 9), this study presents narrative profiles of three students and three educators as a form of analysis and interpretation of the findings. The focal narrative profiles document the assets and "imperfections" within the school structure and culture of Puente Baluarte (Lightfoot, 1983). For instance the findings demonstrate the agency and active involvement of continuation school youth in their communities and school. Furthermore, the experience of Black male students revealed some of the "imperfections" of the school, such as being harassed due to a school culture of control and hyper-surveillance. Despite these tensions, other students reported various sources of institutional support, specifically for foster youth and teen parents. Findings also demonstrate the importance of leadership and school structure, as educators described feeling supported by the school leadership and school district. In return, educators enacted their agency to expand opportunities to continuation youth in the classroom and strengthening their relationships with the community to build institutional capacity. Consequently, the educators in this study view continuation youth from an asset framework as they believe in providing a genuine alternative to the students they serve, opt to resist the social and academic stigma of continuation schools. The findings of this study have implications for policymakers, researchers, educators, as well as community agencies who work to intervene and provide the appropriate resources, programs, and support for this student population.

Chapter 1, "Introduction to the Study," outlines study organization and calendar scheduling plans. "Design of the Study," chapter 2, describes data obtained from interviews, surveys, databases, site visits, and California Assessment Program files. Chapter 3, "Academic Achievement in Year-round Schools," interprets achievement data. Compared to traditional schools, year-round schools most frequently serve lower socioeconomic communities and have twice as many limited and non-English-speaking students and a larger percentage of minority students. Many schools are not achieving at predicted levels, though single-track schools have the strongest performance. Chapter 4, "Cost Analysis," reveals that increased per-pupil costs compare with those of traditional programs. "Characteristics of the Year-round Education Program," chapter 5, discusses operations and survey results. Teachers experienced better quality instruction and preferred teaching year-round. Students had mixed feelings about school scheduling. Parents' overall satisfaction was positive. The final chapter, "Conclusions and Recommendations," indicates that year-round education is an acceptable alternative. Overcrowding is relieved, new school construction is avoided, and flexible curriculum planning and extended teacher employment are offered. Recommendations are provided to districts and state agencies. Twenty-one tables and 13 figures exhibit data findings; 5 appendices provide survey instruments. (CJH)
