Book excerpt: "These proceedings contain a summary of the Transportation Research Board conference on U.S. and international approaches to performance measurement for transportation systems that was conducted on September 9-12, 2007, at the Arnold and Mabel Beckman Center of the National Academies in Irvine, California. The theme for this third in a series of international conferences, Better Decisions and Better Communication, was selected to highlight opportunities for and experiences in using performance measurement as a strategic tool to better communicate goals and objectives and results to a wide range of stakeholder groups. Presentations highlighted cases in which performance measures have proved useful in guiding resource allocation decisions, improving day-to-day operations, establishing and demonstrating agency competency and accountability and, in some instances, making the case for more resources. The conference consisted of five plenary sessions, each followed by a series of corresponding, concurrent breakout sessions. The topics of the five plenary sessions were Performance Measures as an Organizational Management Tool to Establish Accountability, Communicating Performance Results Effectively to Your Customers, Data and Tools, Hot Topics (addressing the use of performance measures to gauge the effectiveness of tolling and congestion pricing and other innovative transportation strategies to address sustainability and safety issues), and Performance-Based Contracting and Measuring Project Delivery. Three resource papers were developed for the conference. The conference attracted 180 participants from Canada, Denmark, Germany, Italy, Japan, Mexico, Sweden, the United Kingdom, and the United States and featured 70 transportation specialists offering real-world expertise, from the application of performance metrics to case studies drawn from six countries. This range of experiences provided attendees with a comprehensive overview of the performance measurement techniques and approaches being applied to transportation systems in the United States and abroad."--Pub. desc.

Book excerpt: In 2005, traffic collisions killed 3,201 people with almost 29,000 seriously injured on British roads. Although the level of road crash fatalities and injuries has fallen over successive decades and Britain has one of the safest road environments in the world, the numbers still remain far too high and many of these casualties might have been avoided if there was a higher level of compliance with traffic law. The Committee's report examines the road casualty problem, focusing on the role of roads policing and the contribution which enforcement can make to casualty reduction. It considers how technology is influencing the policing and enforcement of particular offences, relating to speeding, drink and drug driving, driving whilst using a mobile phone and driving while impaired by fatigue. The report finds that, despite progress made by the Department for Transport against its 2010 casualty reduction targets, the Home Office has continued to deny traffic law enforcement issues the priority it requires and must explicitly adopt the targets as a key part of its future national policing plans. Investment and research into new technological equipment, such as roadside breath testing equipment and time-distance cameras, and a higher profile and more visible traffic enforcement effort would bring important casualty reductions. However, the efficiencies which technology can bring should not be seen as a opportunity to cut the number of roads police officers, as technology alone cannot carry out the multitude of functions undertaken by roads police officers.

Book excerpt: An intelligent transportation system (ITS) offers considerable opportunities for increasing the safety, efficiency, and predictability of traffic flow and reducing vehicle emissions. Sensors (or detectors) enable the effective gathering of arterial and controlled-access highway information in support of automatic incident detection, active transportation and demand management, traffic-adaptive signal control, and ramp and freeway metering and dispatching of emergency response providers. As traffic flow sensors are integrated with big data sources such as connected and cooperative vehicles, and cell phones and other Bluetooth-enabled devices, more accurate and timely traffic flow information can be obtained. The book examines the roles of traffic management centers that serve cities, counties, and other regions, and the collocation issues that ensue when multiple agencies share the same space. It describes sensor applications and data requirements for several ITS strategies; sensor technologies; sensor installation, initialization, and field-testing procedures; and alternate sources of traffic flow data. The book addresses concerns related to the introduction of automated and connected vehicles, and the benefits that systems engineering and national ITS architectures in the US, Europe, Japan, and elsewhere bring to ITS. Sensor and data fusion benefits to traffic management are described, while the Bayesian and Dempster–Shafer approaches to data fusion are discussed in more detail. ITS Sensors and Architectures for Traffic Management and Connected Vehicles suits the needs of personnel in transportation institutes and highway agencies, and students in undergraduate or graduate transportation engineering courses.

Available in PDF, EPUB and Kindle. Book excerpt: The tool kit will vary among jurisdictions depending on basic legal constraints, community attitudes, road system and traffic characteristics, and resources. The Transportation Research Board (TRB) undertook a study to identify the sources of safety improvements in other countries. Researchers do not have a complete understanding of the underlying causes of long-term trends in crashes and fatalities. Differences among countries are in part attributable to factors other than government safety policies. To identify keys to success, the TRB study committee examined specific safety programs for which quantitative evaluations are available and relied on the observations of safety professionals with international experience. The committee's conclusions identify differences between U.S. and international practices that can account for some differences in outcomes. The committee recommendations, which are addressed to elected officials and to government safety administrators, identify actions needed in the United States to emulate the successes that other countries have achieved. The recommendations do not comprehensively address all aspects of traffic safety programs but rather address areas of practice that are highlighted by the international comparisons and for which credible evidence of effectiveness is available."--Pub. desc.

This book was released on 2010 with total page 68 pages. Available in PDF, EPUB and Kindle. Book excerpt: In recent years, significant effort and money have been invested through research and implemented safety projects to enhance highway safety in Virginia. However, there is still substantial room for improvement in both crash frequency and severity. As there are limits in the available funds for safety improvements, it is crucial that allocated resources for safety improvement be spent at highway locations that will result in the maximum safety benefits. In addition, intersection crashes play a significant role in the safety conditions in Virginia. For example, crashes at intersections in Virginia for the period 2003 through 2007 account for 43.8% of all crashes and 26% of fatal crashes. Therefore, identifying intersections for safety improvements that will give the highest potential for crash reduction when appropriate safety countermeasures are implemented will have a significant impact on the overall safety performance of roads in Virginia. The Federal Highway Administration (FHWA) has developed a procedure for identifying highway locations that have the highest potential for crash reduction (ITT Corporation, 2008). A critical component of this method is the use of safety performance functions (SPFs) to determine the potential for crash reductions at a location. An SPF is a mathematical relationship (model) between frequency of crashes by severity and the most significant causal factors on a specific highway. Although the SafetyAnalyst User's Manual presents several SPFs for intersections, these were developed using data from Minnesota. FHWA also suggested that if feasible, each state should develop its own SPFs based on crash and traffic volume data from the state, as the SPFs that are based on Minnesota data may not adequately represent the crash characteristics in all states. SPFs for intersections in Virginia were developed using the annual average daily traffic as the most significant causal factor, emulating the SPFs currently suggested by SafetyAnalyst. The SPFs were developed for both total crashes and combined fatal plus injury crashes through generalized linear modeling using a negative binomial distribution. Models were also developed for urban and rural intersections separately, and in order to account for the different topographies in Virginia, SPFs were also developed for three regions: Northern, Western, and Eastern. This report covers Phases I and II of the study, which includes urban and rural intersections maintained by VDOT. Statistical comparisons of the models based on Minnesota data with those based on the Virginia data showed that the specific models developed for Virginia fit the Virginia crash data better. The report recommends that VDOT's Traffic Engineering Division use the SPFs developed for Virginia and the specific regional SPFs suggested in this report to prioritize the locations in need of safety improvement.
