More recently, the effects of terrorist acts on various aspects of the economy have been analyzed. These costs are surveyed and put in perspective. As economic consequences are only a part of the overall costs of terrorism, possible approaches for estimating the utility losses of the people affected are discussed. Results using the life satisfaction approach, in which individual utility is approximated by self-reported subjective well-being, suggest that people's utility losses may far exceed the purely economic consequences.

Though the historical occurrence of such attacks has been limited, recognition that maritime vessels and facilities may be particularly vulnerable to terrorism has galvanized concerns. In addition, some plausible maritime attacks could have very significant consequences, in the form of mass casualties, severe property damage, and attendant disruption of commerce. Understanding the nature of maritime terrorism risk requires an investigation of threats, vulnerabilities, and consequences associated with potential attacks, as grounded both by relevant historical data and by intelligence on the capabilities and intentions of known terrorist groups. These risks also provide the context for understanding government institutions that will respond to future attacks, and particularly so with regard to the U.S. civil justice system. In principle, civil liability operates to redistribute the harms associated with legally redressable claims, so that related costs are borne by the parties responsible for having caused them. In connection with maritime terrorism, civil liability creates the prospect that independent commercial defendants will be held responsible for damages caused by terrorist attacks. This book explores risks and U.S. civil liability rules as they may apply in the context of these types of attacks.

Given this increase, there are two evidence-based policy questions that are important to address: Is there evidence that any of these programs are effective – in other words, can they be shown to be linked to reducing terrorism, terrorist recruiting, or to improving the response and management of terrorist events? Do these interventions have secondary or collateral effects that may be costly, harmful, illegal, beneficial, or otherwise? As Lum and Kennedy discovered in an evaluation research on counterterrorism interventions, only a minuscule number of empirical studies of terrorism exist and there is an almost complete absence of evaluation research on counter-terrorism strategies. This is startling given the enormous increases in the development and use of counter-terrorism programs, as well as spending on counter-terrorism activity. Even more disconcerting was the nature of the evaluations we did find; some programs were shown to either have no discernible effect on terrorism or lead to increases in terrorism. The emphasis of the need for empirical research in evaluating interventions and informing policy cannot be overstated, and is the primary goal of Evidence-Based Counterterrorism Policy.

The authors set up a theory which shows that the impact goes not only from terrorism to trade. Higher trade with a partner might, in turn, increase the probability of terrorism acts and make security measures more costly for total welfare. To identify the true impact of terrorism, their theory allows for a strategy to condition out the latter mechanism. The authors show in particular how past incidents perpetrated in third countries (anywhere in the world except the origin or targeted country) constitute good exogenous factors for current security measures at the borders. Their tests suggest that terrorist incidents have a small effect on U.S. imports on average, but a much higher effect for those origin countries at the top of the distribution of incidents. In addition, the level of the impact is up to three times higher when the acts result in a relatively high number of victims, the products are sensitive to shipping time, and the size of the partner is small. The authors further show how terrorism affects the number of business visas given by the United States, thereby affecting significantly U.S. imports in differentiated products. These results suggest that security to prevent terrorism does matter for trade.

Some of the major events of the recent conflict centred on, emanated from, and were transformed by it, including the burning of the internment camp in 1974, the protests and hunger strikes of 1980-1981, the mass escape of PIRA prisoners in 1983, and the role of prisoners in facilitating and sustaining the peace process of the 1990s. Now, over a decade after the signing of the Belfast Agreement (1998), Long Kesh / Maze remains one of the most contentious remnants of the conflict and has become central to debates about what we do with such sites, what they mean, and how they relate to contemporary rememberings of the difficult recent past. The only independent archaeological investigation of Long Kesh / Maze prior to its partial demolition, this volume reveals the seminal role of material culture in understanding the prison. It moves from traditional uses of solely documentary and oral evidence to exploring the full range of material remains of the prison as they have been abandoned in situ or been dispersed and re-contextualized into wider society. Revolutionary developments in economics are rare. The conservative bias of the field and its enshrined knowledge make it difficult to introduce new ideas not in line with received theory. Happiness research, however, has the potential to change economics substantially in the future. Its findings, which are gradually being taken into account in standard economics, can be considered revolutionary in three respects: the measurement of experienced utility using psychologists' tools for measuring subjective well-being; new insights into how human beings value goods and services and social conditions that include consideration of such non-material values as autonomy and social relations; and policy consequences of these new insights that suggest different ways for government to affect individual well-being.
