Available in PDF, EPUB and Kindle. Book excerpt: In Calculating Race, Benjamin Wiggins analyzes the historical relationship between statistical risk assessment and race in the United States. He illustrates how, through a reliance on the variable of race, actuarial science transformed the nature of racism and helped usher racial disparities in wealth, incarceration, and housing from the nineteenth century into the twentieth. Wiggins begins by tracing how the life insurance industry utilized race in its calculations at the end of the nineteenth century, focusing particularly on Prudential and its aggressive battles with state regulators to discriminate against clients and adjust rates on the basis of race. He then turns his focus to the collection of racial statistics in the Illinois state penitentiary system in the late nineteenth century and the state's subsequent development of predictive sentencing and parole formulas in the 1920s that weighed race as a key factor. Next, he investigates the role of race in the state-sponsored mortgage insurance program of the Federal Housing Administration between the start of the New Deal and the beginning of the Cold War and its prolonged effects on mortgage lending. Wiggins concludes with an analysis of the use of race in the statistical risk assessments across financial institutions and government programs during the post-civil rights movement era, and how that practice has been transformed in the twenty-first century through "proxy" variables which stand in for the now taboo category of race. Offering readers a new perspective on the historical importance of actuarial science in structural racism, Calculating Race is a particularly timely contribution as Big Data and algorithmic decision making increasingly pervade our lives.

Book excerpt: Many racial and ethnic groups in the United States, including blacks, Hispanics, Asians, American Indians, and others, have historically faced severe discriminationâ€"pervasive and open denial of civil, social, political, educational, and economic opportunities. Today, large differences among racial and ethnic groups continue to exist in employment, income and wealth, housing, education, criminal justice, health, and other areas. While many factors may contribute to such differences, their size and extent suggest that various forms of discriminatory treatment persist in U.S. society and serve to undercut the achievement of equal opportunity. Measuring Racial Discrimination considers the definition of race and racial discrimination, reviews the existing techniques used to measure racial discrimination, and identifies new tools and areas for future research. The book conducts a thorough evaluation of current methodologies for a wide range of circumstances in which racial discrimination may occur, and makes recommendations on how to better assess the presence and effects of discrimination.

Book excerpt: From bestselling author and beloved New Yorker writer Calvin Trillin, a deeply resonant, career-spanning collection of articles on race and racism, from the 1960s to the present In the early sixties, Calvin Trillin got his start as a journalist covering the Civil Rights Movement in the South. Over the next five decades of reporting, he often returned to scenes of racial tension. Now, for the first time, the best of Trillin’s pieces on race in America have been collected in one volume. In the title essay of Jackson, 1964, we experience Trillin’s riveting coverage of the pathbreaking voter registration drive known as the Mississippi Summer Project—coverage that includes an unforgettable airplane conversation between Martin Luther King, Jr., and a young white man sitting across the aisle. (“I’d like to be loved by everyone,” King tells him, “but we can’t always wait for love.”) In the years that follow, Trillin rides along with the National Guard units assigned to patrol black neighborhoods in Wilmington, Delaware; reports on the case of a black homeowner accused of manslaughter in the death of a white teenager in an overwhelmingly white Long Island suburb; and chronicles the remarkable fortunes of the Zulu Social Aid & Pleasure Club, a black carnival krewe in New Orleans whose members parade on Mardi Gras in blackface. He takes on issues that are as relevant today as they were when he wrote about them. Excessive sentencing is examined in a 1970 piece about a black militant in Houston serving thirty years in prison for giving away one marijuana cigarette. The role of race in the use of deadly force by police is highlighted in a 1975 article about an African American shot by a white policeman in Seattle. Uniting all these pieces are Trillin’s unflinching eye and graceful prose. Jackson, 1964 is an indispensable account of a half-century of race and racism in America, through the lens of a master journalist and writer who was there to bear witness. Praise for Jackson, 1964 “Trillin’s elegant storytelling and keen observations sometimes churned my wrath about the glacial pace of progress. That’s because to me and millions of African-Americans, the topics of race and poverty—and their adverse impact on the mind and spirit—are, as Trillin acknowledges, not theoretical; they’re personal.”—Dorothy Butler Gilliam, The New York Times Book Review (Editor’s Choice) “These pieces . . . will continue to be read for the pleasure they deliver as well as for the pain they describe.”—The New York Times “With the diligent clarity, humane wit, polished prose and attention to pertinent detail that exemplify Trillin’s journalism at its best . . . Jackson, 1964 drives home a sobering realization: Even with signs of progress, racism in America is news that stays news.”—USA Today “These unsettling tales, elegantly written and wonderfully reported, are like black-and-white snapshots from the national photo album. They depict a society in flux but also stubbornly unmoved through the decades when it comes to many aspects of race relations. . . . The grace Trillin brings to his job makes his stories all the more poignant.”—The Christian Science Monitor “An exceptional collection [from] master essayist Trillin.”—Booklist (starred review)

Available in PDF, EPUB and Kindle. Book excerpt: Approximately 32.8 million persons of Hispanic descent live in the United States, half of whom were born outside the United States (Therrien and Ramirez, 2000). By the year 2050, it is expected that Hispanics will constitute more than 25 percent of the total U.S. population and approximately 15 percent of the U.S. labor force. These estimates and the fact that 90 percent of Hispanic American men and 60 percent of Hispanic American women participate in the U.S. workforce strongly suggest a need for occupational safety and health information in Spanish. The growing presence of Spanish-speaking workers and employers in the United States and the unprecedented 12-percent increase in the overall rate of workplace fatalities among Hispanic workers in 2000 highlights the need to better communicate occupational safety and health information in Spanish to both employees and employers. To address this need the National Institute for Occupational Safety and Health (NIOSH) is preparing a strategy for developing and disseminating Spanish-language occupational safety and health educational and technical material. To gather information necessary to create this strategic plan the National Research Council (NRC) was asked to host a workshop. The committee commissioned five white papers (see Appendices D-H) and organized a workshop on May 29-30, in San Diego, California. Safety is Seguridad: A Workshop Summary is a synopsis of the presentations and discussions at the workshop. It does not contain any conclusions and recommendations. The conclusions and recommendations in the white papers represent the views of the authors and not necessarily those of the committee or the NRC. It is intended as input to the NIOSH strategic planning in this area. Chapter 2 discusses the available information and identifies information gaps regarding risks and adverse events for Latino workers. Chapter 3 examines the available health and safety training resource materials for Latino workers, especially for those with little or no English capabilities; in particular, it discusses issues of the linguistic and cultural appropriateness of materials. Chapter 4 considers issues surrounding the assessment of existing materials and the development of new materials. Chapter 5 discusses the various means of conveying information to Spanish-speaking workers, again focusing on cultural appropriateness and ways of maximizing understanding. Chapter 6 summarizes the discussion in the prior chapters and presents some overarching issues raised by the workshop attendees.
