La missione affidata a Churchill era semplice: consolidare il dominio degli inglesi sull’area con il minore dispendio possibile di risorse finanziarie. Per ottenere tale risultato, il ministro delle Colonie si avvalse, tra gli altri, di due esperti: il tenente colonnello Thomas Edward Lawrence (il famoso Lawrence d’Arabia) e l’archeologa Gertrude Bell, entrambi agenti dell’intelligence britannica sul territorio durante il conflitto mondiale. In dieci giorni di incontri venne dunque messa a punto la strategia di controllo dell’intera regione, con la creazione dell’Iraq e della Transgiordania, assegnando la guida dei nuovi Stati a dinastie locali e mantenendo cosí le promesse fatte agli arabi in tempo di guerra. Quanto alla Palestina, già segretamente «assegnata» ai britannici fin dal 1916, era legata in modo indissolubile anche alla popolazione ebraica, cui gli inglesi, tramite la Dichiarazione Balfour, avevano promesso, nel 1917, la creazione di un «focolare nazionale» nella zona. Con questa prospettiva, il man - dato della Palestina sarebbe stato diviso in due parti: una a ovest del fiume Giordano, nella quale si sarebbe favorita l’immigrazione ebraica, circostanza già accettata dall’emiro Faysal nel 1919, e l’altra a est, l’attuale Giordania, all’interno della quale i contenuti della Dichiarazione Balfour non sarebbero stati applicati. Quella scelta gettò i semi della futura questione israelo-palestinese, che perdura ancora oggi. Furono gli esperti riuniti nell’elegante Semiramis Hotel del Cairo, sotto la guida di Winston Churchill e alla presenza di Lawrence d’Arabia, a ridisegnare l’odierna mappa del Medio Oriente. «C. An influential civil servant and Britain's longest serving High Commissioner in Iraq at a time when the British empire was facing increasing challenges to its once dominant position, he describes the difficulties of governing first in India then in the formerly Ottoman Mesopotamia during WW1. Here, Dobbs had to devise administrative systems while often at odds with his superior, Sir Percy Cox. In the discussions that followed the Third Afghan War, Dobbs manoeuvred between the different views in London and Delhi with great dexterity to negotiate alone with the Amir of Afghanistan the enduring 1921 Anglo-Afghan treaty. Having accepted from the League of Nations the responsibility for taking the newly-created Iraq to sustainable independence in the aftermath of WW1, the cash-strapped British government came under great domestic pressure to abandon it. Key to British support continuing was Iraqi acceptance of the controversial 1922 treaty with Britain. This Dobbs achieved by disregarding the unhelpful approach recommended by London and, risking his career, he pressed on with his own wholly unauthorised tactics. In other initiatives, Dobbs ensured that Mosul province remained within Iraq. Dobbs consistently pressed for Iraq's early independence granted in 1932, the first territory in the former Ottoman Empire to gain it. An early advocate of self-determination Dobbs was frequently at odds with the more traditional imperial approach of his superiors. He always endeavoured to balance the aspirations and needs of overseas communities for whom he was responsible with the interests of Britain which he represented.

The authors analyze British humanitarianism and humanitarian intervention through the advice and policies of the Foreign Office and British government in London and the actions of Foreign Officers in the field. British understandings of humanitarianism at the time revolved around three key elements: good government, atrocity, and the refugee crises; this ideology of humanitarianism, however, was challenged by disputed policies of post-war politics and goals regarding the Near East. This resulted in limited intervention methods available to those on the ground but did not necessarily result in the forfeiture of the belief in humanitarianism amongst the local British officials charged with upholding it. This study shows that the tension between altruism and political gain weakened British power in the region, influencing the continuation of violence and repression long after the date most perceive as the cessation of WWI. The book is primarily aimed at scholars and researchers within the field; it is a research monograph and will be of greatest interest to scholars of genocide, British history, and refugee studies, as well as for activists and practitioners.
