Das Bundesland hat in den 1990er Jahren eine äußerst unerfreuliche Entwicklung erfahren. Während der Speckgürtel um Berlin herum (Berliner Umland) zunehmend von der Hauptstadt in Form von Zuzügen sozial höherer Schichten profitierte, sind die so genannten Berlin-fernen Regionen in immer stärkerem Maße strukturschwach geworden, was einen überproportional hohen Anstieg der Arbeitslosigkeit zur Folge hatte. Im Landtagswahlkampf 1999 sprach die damals noch oppositionelle brandenburgische CDU gar von einer Zweiteilung des Landes in Speckgürtel und Außenregionen. Nicht nur, aber insbesondere in diesen so genannten Außenregionen sah die Politik die Notwendigkeit, durch aktive Arbeitsmarktpolitik zu einer Reduzierung der Arbeitslosigkeit beizutragen. Das Prinzip „Arbeit statt Arbeitslosigkeit finanzieren“ hatte vor allem das Ziel, Arbeitssuchenden eine Beschäftigung im so genannten zweiten Arbeitsmarkt zu ermöglichen, um die Chancen, einen Arbeitsplatz im ersten Arbeitsmarkt zu finden, zu erhöhen. Die Praxis hat allerdings gerade in den 1990er Jahren gezeigt, dass diese aktive Arbeitsmarktpolitik nicht dazu beigetragen hat, die Arbeitslosigkeit zu senken und ihre Teilnehmer in nennenswertem Umfang langfristig wieder den Weg in den Arbeitsmarkt zurück zu ebnen. Viel mehr hat beispielsweise die Teilnahme an Arbeitsbeschaffungsmaßnahmen (ABM) in vielen Fällen sogar dazu beigetragen, die Chancen, einen Arbeitsplatz zu finden, zu verschlechtern. Diese Arbeit soll nun erörtern, weswegen die aktive Arbeitsmarktpolitik im Land zwischen Oder und Havel von lediglich recht bescheidenem Erfolg gekrönt war. Hierzu wird zunächst die aktuelle Arbeitsmarktsituation des Landes Brandenburg, sowie in der Stadt Brandenburg an der Havel in aller Kürze mit den wichtigsten Statistiken dargestellt. Anschließend folgt eine ausführliche Vorstellung der Arbeitsmarktpolitik in Brandenburg/Havel. Anfangs wird die Rolle der wichtigsten politischen Akteure (Treuhandanstalt und Bundesagentur für Arbeit) untersucht. Dabei handelt es sich um Akteure des Bundes, die erfahrungsgemäß die größten finanziellen Mittel zur Durchführung beabsichtigter Projekte haben. Die Darstellung wird aber auch zeigen, dass es neben Land und Kommune noch gewichtige Akteure außerhalb der Politik gibt (Arbeitgeber, Gewerkschaften usw.).

The development of conjoint analysis and its application to marketing and business research is noteworthy, both in its eclectic roots (psychometrics, statistics, operations research, economics) and the fact that its development reflects the efforts of a large variety of professionals -academics, market ing research consultants, industry practitioners, and software developers. Reasons for the early success and diffusion of conjoint analysis are not hard to find. First, by the early sixties, precursory psychometric techniques (e.g., multidimensional scaling and correspondence analysis, cluster analy sis, and general multivariate techniques) had already shown their value in practical business research and application. Second, conjoint analysis pro vided a new and powerful array of methods for tackling the important problem of representing and predicting buyer preference judgments and choice behavior-clearly a major problem area in marketing.
