FAO Malawi leads the implementation of the project in two targeted districts of Mwanza and Neno, targeting 2 400 farmers, some of them being beneficiaries of existing SP programmes. At community level, the project is implemented through the farmer field school (FFS) approach and delivered through 80 FFS groups located in 74 villages. To evaluate impacts of the project, we use a crossover design to compare the relative merits of its different components and combine various evaluation methods. This is a baseline report on the “Promoting coherence between disaster risk reduction, climate action and social protection in sub-Saharan Africa (Malawi)” project.

Book excerpt: The increased likelihood of adverse climate-change-related shocks calls for building resilient infrastructure in the Maldives. Fulfilling these infrastructure needs requires a comprehensive analysis of investment plans, including with respect to their degree of climate resilience, their impact on future economic prospects, and their funding costs and sources. This paper analyzes these challenges, through calibrating a general equilibrium model. The main finding is that there is a significant dividend associated with building resilient infrastructure. Under worsened climate conditions, the cumulative output gain from investing in more resilient technologies increases up to a factor of two. However, given the Maldives’ limited fiscal space, particularly after COVID-19, the international community should also step up cooperation efforts. We also show that it is financially convenient for donors to help build resilience prior to the occurrence of a natural disasters rather than helping finance the reconstruction ex-post.

Book excerpt: If not addressed in time, climate change is expected to exacerbate Nigeria's current vulnerability to weather swings and limit its ability to achieve and sustain the objectives of Vision 20: 2020. But there is a lot that can be done, starting now, to avoid such a damaging outcome. This is the overarching message of Toward Climate-Resilient Development in Nigeria. The likely impacts of climate change include the following: - Long-term reduction in crop yields of 20-30 percent - Declining productivity of livestock, with adverse consequences on livelihoods and pastoralism - Large increases in food imports - Worsening prospects for food security, particularly in the north and the southwest - Long-term decline in GDP of up to 4.5 percent The impacts may be worse if economic diversification away from agriculture happens more slowly than anticipated by Vision 20: 2020, or if there is too little irrigation to counter the effects of rising temperatures on rain-fed agriculture. Equally important, the study argues that investment decisions made on the basis of historical climate data may end up being wrong: projects that ignore climate change may be under- or over-designed, with economic losses of 20-40 percent of capital invested in irrigation or hydropower projects. For the past two years, the Federal Government of Nigeria and the World Bank have collaborated to analyze the specific challenges posed by climate change in agriculture and water resources management, with a view to identifying viable solutions for adaptation. This effort has brought together participants from government, academia, the private sector, and civil society. Toward Climate-Resilient Development in Nigeria spells out the technological and management options available to Nigeria for achieving climate resilience. In particular, the book explores--a first not just for Nigeria but also for Sub-Saharan Africa--the application of a robust decision-making approach to enhance the resilience of key sectors such as irrigation and hydropower. The study proposes 10 practical, short-term priority actions, as well as complementary longer-term initiatives, that could help to mitigate the threat posed by climate change. Building climate resilience will increasingly be central to Nigeria's efforts to achieve the aspirational goals the nation has set for itself in the Vision 20: 2020 documents. This study provides practical, evidence-based solutions to inform and nurture the debate and inform policy making for sustainable national development.

The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

Book excerpt: To sustain Africa’s growth, and accelerate the eradication of extreme poverty, investment in infrastructure is fundamental. In 2010, the Africa Infrastructure Country Diagnostic found that to enable Africa to fill its infrastructure gap, some US$ 93 billion per year for the next decade will need to be invested. The Program for Infrastructure Development in Africa (PIDA), endorsed in 2012 by the continent’s Heads of State and Government, lays out an ambitious long-term plan for closing Africa’s infrastructure including trough step increases in hydroelectric power generation and water storage capacity. Much of this investment will support the construction of long-lived infrastructure (e.g. dams, power stations, irrigation canals), which may be vulnerable to changes in climatic patterns, the direction and magnitude of which remain significantly uncertain. Enhancing the Climate Resilience of Africa 's Infrastructure evaluates -using for the first time a single consistent methodology and the state-of-the-arte climate scenarios-, the impacts of climate change on hydro-power and irrigation expansion plans in Africa’s main rivers basins (Niger, Senegal, Volta, Congo, Nile, Zambezi, Orange); and outlines an approach to reduce climate risks through suitable adjustments to the planning and design process. The book finds that failure to integrate climate change in the planning and design of power and water infrastructure could entail, in scenarios of drying climate conditions, losses of hydropower revenues between 5% and 60% (depending on the basin); and increases in consumer expenditure for energy up to 3 times the corresponding baseline values. In in wet climate scenarios, business-as-usual infrastructure development could lead to foregone revenues in the range of 15% to 130% of the baseline, to the extent that the larger volume of precipitation is not used to expand the production of hydropower. Despite the large uncertainty on whether drier or wetter conditions will prevail in the future in Africa, the book finds that by modifying existing investment plans to explicitly handle the risk of large climate swings, can cut in half or more the cost that would accrue by building infrastructure on the basis of the climate of the past.

Book excerpt: This report focuses on the risks of climate change to development in Sub-Saharan Africa, South East Asia and South Asia. Building on the 2012 report, Turn Down the Heat: Why a 4°C Warmer World Must be Avoided, this new scientific analysis examines the likely impacts of present day, 2°C and 4°C warming on agricultural production, water resources, and coastal vulnerability. It finds many significant climate and development impacts are already being felt in some regions, and that as warming increases from present day (0.8°C) to 2°C and 4°C, multiple threats of increasing extreme heat waves, sea-level rise, more severe storms, droughts and floods are expected to have further severe negative implications for the poorest and most vulnerable. The report finds that agricultural yields will be affected across the three regions, with repercussions for food security, economic growth, and poverty reduction. In addition, urban areas have been identified as new clusters of vulnerability with urban dwellers, particularly the urban poor, facing significant vulnerability to climate change. In Sub-Saharan Africa, under 3°C global warming, savannas are projected to decrease from their current levels to approximately one-seventh of total land area and threaten pastoral livelihoods. Under 4°C warming, total hyper-arid and arid areas are projected to expand by 10 percent. In South East Asia, under 2°C warming, heat extremes that are virtually absent today would cover nearly 60-70 percent of total land area in northern-hemisphere summer, adversely impacting ecosystems. Under 4°C warming, rural populations would face mounting pressures from sea-level rise, increased tropical cyclone intensity, storm surges, saltwater intrusions, and loss of marine ecosystem services. In South Asia, the potential sudden onset of disturbances to the monsoon system and rising peak temperatures would put water and food resources at severe risk. Well before 2°C warming occurs, substantial reductions in the frequency of low snow years is projected to cause substantial reductions in dry season flow, threatening agriculture. Many of the worst climate impacts could still be avoided by holding warming below 2°C, but the window for action is closing rapidly. Urgent action is also needed to build resilience to a rapidly warming world that will pose significant risks to agriculture, water resources, coastal infrastructure, and human health.
