However, although much has changed, much remains unresolved or not changed at all. Moreover, threats to peace may grow along North-South and South-South axes. An example of such a threat is the rapid growth in size and sophistication of military arsenals in the South. The contributions to this volume make it clear that the problems of East and West, North and South are inter- twined. Security can be gained only through cooperation. The contributors, who come from widely differing geographical, cultural and political backgrounds, all share the Pugwash tradition of scientific objectivity.

Book excerpt: The government's first Cooperative Threat Reduction (CTR) programs were created in 1991 to eliminate the former Soviet Union's nuclear, chemical, and other weapons and prevent their proliferation. The programs have accomplished a great deal: deactivating thousands of nuclear warheads, neutralizing chemical weapons, converting weapons facilities for peaceful use, and redirecting the work of former weapons scientists and engineers, among other efforts. Originally designed to deal with immediate post-Cold War challenges, the programs must be expanded to other regions and fundamentally redesigned as an active tool of foreign policy that can address contemporary threats from groups that are that are agile, networked, and adaptable. As requested by Congress, Global Security Engagement proposes how this goal can best be achieved. To meet the magnitude of new security challenges, particularly at the nexus of weapons of mass destruction and terrorism, Global Security Engagement recommends a new, more flexible, and responsive model that will draw on a broader range of partners than current programs have. The White House, working across the Executive Branch and with Congress, must lead this effort.

This book shares some of the research, debates and findings from a NATO Advanced Research Workshop (ARW); Building Trust to Enhance Maritime Security, held in Geneva, Switzerland, in November 2014. The chapters in the book deal extensively with lessons learned by NATO from a wide range of policies, operations and situations. This maritime experience has been amassed from the Atlantic and Mediterranean to the Baltic and the Black Sea, and even into the Indian Ocean, as well as from the four decades spent defending NATO allies on the high seas during the Cold War. The single most profound lesson learned over the years has concerned the importance of efficient coordination. Structures and mechanisms have been created, not least in recent counter piracy operations, which enable a vast array of actors to work together in an efficient way, and which could prove invaluable in future efforts to counter terrorism and aggression worldwide. Book excerpt: Conflict among nations for forty-five years after World War II was dominated by the major bipolar struggle between the United States and the Soviet Union. With the end of the Cold War; states in differing legions of the world are taking their affairs more into their own hands and working out new arrangements for security that best suit their needs. This trend toward new &"regional orders&" is the subject of this book, which seeks both to document the emergence and strengthening of these new regional arrangements and to show how international relations theory needs to be modified to take adequate account of their salience in the world today. Rather than treat international politics as everywhere the same, or each region as unique, this hook adopts a comparative approach. It recognizes that, while regions vary widely in their characteristics, comparative analysis requires a common typology and set of causal variables. It presents theories of regional order that both generalize about regions and predict different patterns of conflict and cooperation from their individual traits. The editors conclude that, in the new world of regional orders, the quest for universal principles of foreign policy by great powers like the United States is chimerical and dangerous.
