Book excerpt: The Northeast Asia Economic Forum (NEAEF) is a regional nongovernmental organization created in 1991 to sponsor and facilitate research, networking, and dialogue relevant to the economic and social development of Northeast Asia. The Forum is also committed to promoting understanding and relations among the peoples of Northeast Asia, North America, and Europe. NE AEF's main objective is to conduct research and conference activities aimed at functional economic cooperation such as cross-border energy, transportation and logistics infrastructure development, and capital mobilization. The Forum holds annual conferences, workshops, and seminars for planning, facilitating, coordinating, and implementing international and interdisciplinary solutions to common policy problems. It is the only nongovernmental regional organization in which all the nations of Northeast Asia and the US are consistent and active participants. Fo r the year 2016, NEAEF in collaboration with the Korea Institute for International Economic Policy (KIEP), carried out activities aimed at building a Northeast Asian economic community. NEAEF has established the basis of a strong network for functional cooperation, for example, regular discussions among stakeholders on financing cross border infrastructure development. For the year 2016, the goal was to take more concrete steps toward a Northeast Asian economic community including efforts to increase dialogue with North Korea, with a view to future functional cooperation. NEAEF has continued to maintain a cooperative networking approach and exchanges with North Korea regarding the Tumen River Area and North Korean special economic zones. Th is year's volume titled, Consensus Toward a Northeast Asian Economic Community presents the results of a project implemented in 2016 that includes the planning meeting discussions as well as the presentations and summaries of the 2016 NEAEF Annual Conference in Changchun, China.

In collaboration with the Korea Institute for International Economic Policy (KIEP), in 2015 NEAEF carried out activities on building a Northeast Asian Economic Community based on lessons learned from NEAEF's previous work on financing cross-border functional economic cooperation. For the first year of this collaborative project the focus was on regional cooperation and strategies in Northeast oriented toward North Korea--this work focused on functional economic cooperation in cross-border resources, energy supplies, infrastructure construction, capital mobilization, and institutional development. This volume is the first part in a series of proceedings titled Building a Northeast Asian Economic Community. It contains presentations and summaries from the NEAEF Beijing Special Meeting and the related activities that took place under this project. The aim of the project is to contribute to and encourage activities and efforts toward regional economic integration in Northeast Asia.

Book excerpt: Since the end of the Cold War, Northeast Asia has been one of the most dynamic and dangerous parts of the world. Encompassing Japan, the People’s Republic of China, and North and South Korea, the region has undoubtedly acquired a greater global geopolitical and economic significance in recent years. Now home to two of the three largest economies in the world, with the exception of North Korea, all of the countries in the region experienced rapid economic development which has resulted in Northeast Asia accounting for one-fifth of world production, one-sixth of world trade, and one-half of the world’s foreign currency reserves. This great economic dynamism is complemented by the tremendous political forces that animate the region, such as China’s ascendency to a global power challenging the United States and the European Union, tensions over nuclear weapons on the Korean peninsula, and Japan’s desire to validate itself as a legitimate international force with a permanent seat on the UN Security Council. All of these modern issues faced by the region are matters of international law. Northeast Asian Perspectives on International Law: Contemporary Issues and Challenges contends that international law is not only poised to take a bigger role in bringing about a resolution to these questions, but international lawyers of the region are working to bring about greater regional cooperation and integration as seen in other regions in the world. This edited volume was inspired by the first joint international academic conference of international lawyers from the Chinese Society of International Law, Japanese Society of International Law, and Korean Society of International Law which took place in Seoul, Korea on July 3, 2010. With a range of timely topics including, but not limited to, North Korean human rights, the South China Sea, and Japan’s efforts in UN peacekeeping operations, the esteemed contributors to Northeast Asian Perspectives on International Law: Contemporary Issues and Challenges examine how international law can promote peace and justice in Northeast Asia. Legal scholars, students of international law and international relations, policymakers and historians will find Northeast Asian Perspectives on International Law: Contemporary Issues and Challenges to be an invaluable resource.

Available in PDF, EPUB and Kindle. Book excerpt: The book intents to locate the process and effectiveness of cooperation in East Asia, to regard the construction of the East Asian community as the ideal, to see the contradictions and difficulties in construction as the reality, and to identify the actual development and achievement as the choice and effort between the two. The year of 1997 saw the Asian financial crisis, which turned out to be a disaster but also opened up an opportunity for East Asia to establish cooperation mechanisms. Starting with the crisis, this book examines the origin and development of the East Asian cooperation movement. More importantly, it investigates the obstacles and resistance, and provides insights into the cooperation within East Asia in the context of unstable political environments. Specifically, it expounds the East Asian Free Trade Area, monetary cooperation, as well as the cooperation within Northeast Asian and Asia-Pacific regions.

Available in PDF, EPUB and Kindle. Book excerpt: Complexity, Security and Civil Society in East Asia offers the latest understanding of complex global problems in the region, including nuclear weapons, urban insecurity, energy, and climate change. Detailed case studies of China, North and South Korea, and Japan demonstrate the importance of civil society and ‘civic diplomacy’ in reaching shared solutions to these problems in East Asia and beyond. Each chapter describes regional civil society initiatives that tackle complex challenges to East Asia’s security. In doing so, the book identifies key pressure points at which civil society can push for constructive changes¯especially ones that reduce the North Korean threat to its neighbors. Unusually, this book is both theoretical and practical. Complexity, Security and Civil Society in East Asia presents strategies that can be led by civil society and negotiated by its diplomats to realize peace, security, and sustainability worldwide. It shows that networked civic diplomacy offers solutions to these urgent issues that official ‘complex diplomacy’ cannot. By providing a new theoretical framework based on empirical observation, this volume is a must read for diplomats, scholars, students, journalists, activists, and individual readers seeking insight into how to solve the crucial issues of our time.
