Book excerpt: In December 2007, the Bill & Melinda Gates Foundation gave MDRC a grant to conduct reconnaissance on promising strategies to reengage disconnected young people and improve their long-term outcomes. The primary objective of the grant was to identify key leverage points for future investment by government and foundations. MDRC consulted with researchers and policy experts, reviewed the results of completed and ongoing evaluations of youth programs, visited a number of innovative youth programs and cities with strong youth strategies, and hosted a meeting of youth practitioners. The goal of the paper's recommendations is to develop a menu of approaches for the heterogeneous population of disconnected youth--analogous in some ways to the multiple pathways that are being developed for high school students. The recommendations fall into two broad categories: building knowledge about mature, existing programs (to better understand whether they work, for whom, and why) and investment in developing and/or scaling up new programs that address areas of unmet need, such as efforts to restructure General Educational Development (GED) preparation programs so that they are more tightly linked with postsecondary programs, both occupational and academic; new "leg-up" strategies for older youth with very low basic skill levels, for whom a GED may not be a realistic goal; and new strategies to engage young people who are more profoundly disconnected and unlikely to volunteer for youth programs. More than a million kids drop out every year, around 7,000 a day, and the numbers are rising. Dropping Out offers a comprehensive overview by one of the country’s leading experts, and provides answers to fundamental questions: Who drops out, and why? What happens to them when they do? How can we prevent at-risk kids from short-circuiting their futures? Students start disengaging long before they get to high school, and the consequences are severe—not just for individuals but for the larger society and economy. Dropouts never catch up with high school graduates on any measure. They are less likely to find work at all, and more likely to live in poverty, commit crimes, and suffer health problems. Even life expectancy for dropouts is shorter by seven years than for those who earn a diploma. Rumberger advocates targeting the most vulnerable students as far back as the early elementary grades. And he levels sharp criticism at the conventional definition of success as readiness for college. He argues that high schools must offer all students what they need to succeed in the workplace and independent adult life. A more flexible and practical definition of achievement—one in which a high school education does not simply qualify you for more school—can make school make sense to young people. And maybe keep them there.

New managerialism in higher education seeks to understand the market forces in order to cater to the idiosyncratic, often self-promoting needs and interests of the few and seeks to respond with programs and policies aligned with those forces and interest. In Creating the Opportunity to Learn, Wade Boykin and Pedro Noguera help navigate the turbid waters of evidence-based methodologies and chart a course toward closing (and eliminating) the academic achievement gap. Turning a critical eye to current and recent research, the authors present a comprehensive view of the achievement gap and advocate for strategies that contribute to the success of all children. Boykin and Noguera maintain that it is possible to close the achievement gap by abandoning failed strategies, learning from successful schools, and simply doing more of what the research shows is most effective. Success is founded on equity, but equity involves more than simply ensuring students have equal access to education; equity also entails a focus on outcomes and results. If we want to bring about significant improvements in those outcomes, we have to do more to address the context in which learning takes place. In short, we must create schools where a child's race or class is no longer a predictor for how well he or she might perform.
