Book Synopsis Passing the Buck: Congress, the Budget, and Deficits by : Jasmine Farrier
Download or read book Passing the Buck: Congress, the Budget, and Deficits written by Jasmine Farrier and published by University Press of Kentucky. This book was released on 2004-01-01 with total page 298 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the past thirty years, Congress has dramatically changed its response to unpopular deficit spending. While the landmark Congressional Budget Act of 1974 tried to increase congressional budgeting powers, new budget processes created in the 1980s and 1990s were all explicitly designed to weaken member, majority, and institutional budgeting prerogatives. These later reforms shared the premise that Congress cannot naturally forge balanced budgets without new automatic mechanisms and enhanced presidential oversight. So Democratic majorities in Congress gave new budgeting powers to Presidents Reagan and Bush, and then Republicans did the same for President Clinton. "Passing the Buck" examines how Congress is increasing delegation of a wide variety of powers to the president in recent years. Jasmine Farrier assesses why institutional ambition in the early 1970s turned into institutional ambivalence about whether Congress is equipped to handle its constitutional duties.

Book Synopsis The Angry American by : Susan Tolchin
Download or read book The Angry American written by Susan Tolchin and published by Routledge. This book was released on 2018-07-03 with total page 222 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Clinton scandals. The Rise of militia and patriot groups. The proliferation of ?trash? TV. Record U.S. trade deficits. Isolated events, or is there some connecting thread? Susan Tolchin says it's anger?mainstream, inclusive, legitimate public anger?and it's not going to vanish until we as a polity acknowledge it and harness its power. How to tap into this pervasive political anger and release its creative energy without being swept away by its force is the dilemma of the 1990s for government leaders and citizens alike. The second edition of this acclaimed volume has been completed revised and updated to account for the ways in which recent events have contributed to the history, causes, and consequences of anger in American politics today. The book embraces positive solutions to problems we are all entitled to be angry about: economic uncertainty, cultural divisiveness, political disintegration, and a world changing faster than our ability to assimilate. Tolchin's solutions incorporate a renewed sense of community, enhanced political access, and responsive rather than reactive government.

Book Synopsis The Democratic Dilemma of American Education by : Arnold Shober
Download or read book The Democratic Dilemma of American Education written by Arnold Shober and published by Routledge. This book was released on 2018-04-19 with total page 167 pages. Available in PDF, EPUB and Kindle. Book excerpt: This compelling new book asks: How can American education policy be consistent with democratic ideals? Robust democracy is the combination of participation, self-rule, equality, understanding, and inclusion, but these norms can produce contradictory policy. Local control in education policy can undermine educational equality. Participation in teachers unions can improve working conditions but thwart self-rule by local taxpayers. The Democratic Dilemma of American Education draws on contemporary research in political science and education policy to offer remarkably balanced insights into these challenging issues. Expertly navigating through local, state, and federal layers of education policy, Arnold Shober examines contemporary controversies over education governance, teachers unions and collective bargaining, school funding, school choice, academic accountability, and desegregation. Shober describes the inherent practical dilemmas of current policy and the difficulties policymakers face in overcoming them to produce lasting educational reform in a democratic, federal system of government. Timely, engaging, and accessible, this is the ideal resource for courses in public policy as well as education and politics.
Download or read book Buck written by M.K. Asante and published by Random House. This book was released on 2014-05-13 with total page 274 pages. Available in PDF, EPUB and Kindle. Book excerpt: “A story of surviving and thriving with passion, compassion, wit, and style.”—Maya Angelou “In America, we have a tradition of black writers whose autobiographies and memoirs come to define an era. . . . Buck may be this generation’s story.”—NPR A coming-of-age story about navigating the wilds of urban America and the shrapnel of a self-destructing family, Buck shares the story of a generation through one original and riveting voice. MK Asante was born in Zimbabwe to American parents: his mother a dancer, his father a revered professor. But as a teenager, MK was alone on the streets of North Philadelphia, swept up in a world of drugs, sex, and violence. MK’s memoir is an unforgettable tale of how one precocious, confused kid educated himself through gangs, rap, mystic cults, ghetto philosophy, and, eventually, books. It is an inspiring tribute to the power of literature to heal and redeem us.
