Available in PDF, EPUB and Kindle. Book excerpt: The Internet is an empowering force for the world's consumers, connecting them with their families, governments, communities and markets both nearby and far. Broadband access is needed for them to fully take advantage of all that the Internet offers. As such, strong consumer protection for consumers of broadband services is vital, not only to enjoy the Internet itself, but to fully participate in the many other areas of modern life to which it connects them. Consumer organisations have a vital role to play in promoting high consumer protection standards for broadband providers, and in holding them to account when they fall short. This manual is designed as a primer for consumer advocates wishing to enter the battle for fair and high quality broadband services, but uncertain about where to start. It begins with an overview of the practice of consumer advocacy, including simple guidelines for effective campaigning with particular attention to key areas such as communications and partnerships. It moves on to explain the technical and policy issues that surround broadband services, including "traditional" consumer protection issues such as unfair contract terms and complaint handling, but also broader issues such as privacy and network neutrality. Finally the manual outlines three campaign ideas, responding to problems that CI members uncovered through research conducted in 2011. These are a "Broadband Disclosure Statement" to address the opacity of broadband contract terms, a "Don't Lock Me In!" campaign against providers who stop consumers from shopping around for the best deal, and a campaign to provide broadband consumers with better independent resolution services. Included are template resources from which members can "cut and paste" for use in their own campaigns, leading we hope to concrete improvements in the quality and fairness of broadband services for consumers around the world.

Book excerpt: Broadband is the great infrastructure challenge of the early 21st century. Broadband is a foundation for economic growth, job creation, global competitiveness and a better way of life. The number of Americans who have broadband at home has grown from 8 million in 2000 to nearly 200 million last year. But. 100 million Americans do not have broadband at home. In early 2009, Congress directed the FCC to develop a National Broadband Plan to ensure that every American has ¿access to broadband capability.¿ This plan must also include a strategy for achieving affordability and maximizing use of broadband. The plan presented here ensures that the entire broadband ecosystem ¿ networks, devices, content and applications¿ is healthy. Illus.

Book excerpt: As broadband ¿ or high-speed ¿ Internet use has spread, Internet applications requiring high transmission speeds have become an integral part of the ¿Information Economy,¿ raising concerns about those who lack broadband access. This report analyzes: (1) rural broadband use by consumers, the community-at-large, and bus.; (2) rural broadband availability; and (3) broadband¿s social and econ. effects on rural areas. In general, rural communities have less broadband Internet use than metro communities. Rural communities that had greater broadband Internet access had greater economic growth, which conforms to supplemental research on the benefits that rural bus., consumers, and communities ascribe to broadband Internet use. Today, more people are more connected technologically to one another than at any other time in human existence. For a large share of the world’s people, the Internet, text messaging, and various other forms of digital social media such as Facebook have become thoroughly woven into the routines and rhythms of daily life. The Internet has transformed how we seek information, communicate, entertain ourselves, find partners, and, increasingly, it shapes our notions of identity and community. The SAGE Encyclopedia of the Internet addresses the many related topics pertaining to cyberspace, email, the World Wide Web, and social media. Entries will range from popular topics such as Alibaba and YouTube to important current controversies such as Net neutrality and cyberterrorism. The goal of the encyclopedia is to provide the most comprehensive collection of authoritative entries on the Internet available, written in a style accessible to academic and non-academic audiences alike.

Available in PDF, EPUB and Kindle. Book excerpt: While broadband is available to a majority of Americans, barriers have kept some from subscribing and enjoying its benefits. In 2010, FCC published the National Broadband Plan, which noted that some demographic groups lagged behind others in adopting broadband and called on FCC and NTIA to take action to address these barriers. This book examines benefits of home broadband adoption; barriers to adoption and approaches to address them; and the extent to which FCC and NTIA have assessed efforts and set goals to address barriers. It also examines broadband performance information available to consumers and its limitations, if any; and FCC's actions to evaluate its efforts to provide consumers with broadband performance information.
