Book excerpt: This book traces the history of the British Transport Police, the National Police Force responsible for policing the railways of England, Scotland and Wales. The roots of the Force go back almost 200 years, starting with the development of the railways during the Nineteenth Century. Hundreds of railway companies were founded and although mergers and amalgamations took place, by the end of the century, well over 100 railway companies were operating, most of which employed railway policemen. The first railway policemen were recruited to work on the Stockton and Darlington Railway in 1826. Other railway companies quickly followed and by the 1850s, railway policemen with their smart uniforms and top hats were a common sight on Britain’s railways. During the Twentieth Century, railway companies continued to merge before being nationalized in 1948. The following year, the British Transport Commission (BTC) was created to oversee not only the newly nationalized railway network, but also the nation’s docks, shipping, inland waterways, road transport, road haulage and other companies. Also in 1949, the British Transport Commission Police (BTC Police) was created to take over the policing of these newly nationalized institutions. All the former railway, dock and canal police forces were then absorbed into the new BTC Police Force. The BTC was abolished in 1962, having incurred serious financial losses. The BTC Police was renamed the British Transport Police in 1963 and has continued to operate ever since. It no longer polices the docks, harbors and canals for reasons outlined in this book.

Home Affairs Committee and published by The Stationery Office. This book was released on 2008 with total page 124 pages. Available in PDF, EPUB and Kindle. Book excerpt: The 7th report (HCP 364-I, session 2007-08, ISBN 9780215524867), from the Home Affairs Committee examines policing in the 21st century, with Volume 2, providing oral and written evidence, (ISBN 9780215524850). The Government aims to replace the top-down police targets with locally-set priorities and encourage greater use of officer discretion, backed by more effective supervision. At present, the Committee believes that public expectations of the police are not being met, with the public wanting the police to put a greater focus on minor crime and anti-social behaviour. Further, the police need to be more visible and responsive to the public and give greater consideration to the needs of the victim when investigating crime. Police resources have been put under greater pressure particularly where foreign nationals need to be processed. Whilst funding shortfalls have been exposed where rapid population change has occurred due to immigration. The Committee highlights a concern over the deployment of police for longer periods dealing with alcohol-related crime due to the changes in the licensing laws and are not convinced of the effectiveness of Alcohol Disorder Zones. Further, the Committee expresses concern about the large number of murder suspects released on bail, but do support amendments to the bail laws to take into account the capacity of the police forces to monitor offenders, and a presumption against bail in murder cases. There are also examples of effective police approaches in reducing gang-related knife and gun crime, combining diversionary activities and targeted intelligence-led campaigns against known offenders. The police need to find ways though to free up resources, and the Committee expresses disappointment at the lack of progress in reducing police bureaucracy. Centralisation of the development and purchase of technology through the National Policing Improvement should reduce costs and ensure systems are integrated and prevent duplication. More control should be given to local forces, with greater accountability of policing at a local level. The Committee also identifies a gap in provision for tackling serious and organised crime.

Book excerpt: Policing the Factory describes the operation of various private policing agencies, employed to track down and prosecute workplace offenders. The authors focus in particular on the Worsted Committee and their Inspectors, who, between 1777 and 1968, prosecuted thousands of workers in the north of England for taking home workplace scraps, or wasting their employer's time. Most of the workers prosecuted spent a month in prison upon conviction, and many more were dismissed from employment without any formal legal action taking place. This book explores how, and under what legislative basis, the criminal law could be brought into private spaces in this period and goes on suggest that the activities of the Inspectorate inhibited the development of public policing in Yorkshire. The book presents case studies, newspaper comment, memoirs, and statistics based on detailed archival analysis of court records, to create a richly textured story which will inform and challenge contemporary debates on policing and police history.

Committee of Public Accounts and published by The Stationery Office. This book was released on 2008 with total page 40 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is the 53rd report from the Committee of Public Accounts (HCP 655, session 2007-08, ISBN 9780215524973), and examines how the rail industry, led by the Department for Transport and Network Rail, manages incidents on the rail network, and how passengers are treated when delays occur. The Committee has set out a number of conclusions and recommendations, including: that Network Rail receives only half of its funding from the taxpayer but as a private sector company it is not directly accountable to Parliament, the Committee states the Department should strengthen the governance and accountability arrangements; that the Office of Rail Regulation should review and revise targets where appropriate to take account of changing conditions and challenges; the Committee states that the Department needs to play a more active role in bringing together the rail industry, emergency services and other stakeholders to improve incident management; and further that the Office of Rail Regulation should make sure mechanisms are in place so that the emergency services know who to contact during rail incidents; that passengers are not receiving the information they need during delays and are not always told how to claim compensation for delays. During the 2006-07 period over 1.2 billion passenger journeys were made in Great Britain on services that arrived on time almost nine times out of ten. The Department provided £3.4 billion to Network Rail and £1.7 billion to the train operating companies, whilst passengers paid some £5.1 billion in fares, with the NAO estimating that delays cost passengers £1 billion in terms of lost time. This report follows on from a National Audit Office report (HCP 308, session 2007-08, ISBN 9780102953053).

Book excerpt: The British Transport Police (BTP) provides a specialised police force for the railway network across Britain, including the London Underground and some local light rail services. It is currently under the control of the Strategic Rail Authority, but this will change in July 2004 when a new British Transport Police Authority comes into being. The Committee's report examines the implications of this transition, and reviews the likely challenges for the new Authority as well as for the BTP itself. Issues discussed include: responsibilities and powers, governance and accountability, the funding system and resource management. Findings include that the railway system is a specialised environment with specific policing needs. Although the BTP has rightly been expected to demonstrate the same standards and expertise as a county police force, it has been left under funded and without sufficient resources. The Committee calls on the new Police Authority to provide leadership in order to secure the support the BTP deserves, and that the Government must also address these issues in its current review of the railway system. The Committee also commends the BTP's approach to providing information to its inquiry as exemplary.
