Perhaps no one subject connected with the war, aside from those having immediately to do with direct military operations, has aroused a greater interest in the minds of the public than have changes induced in the labor situation. The editor requested Professor Hammond to take up the subject, believing that his years of study of labor questions, and his familiarity with innovations in Australia elsewhere, would enable him more quickly to understand and more justly to appreciate the importance of such radical changes as the war induced in the conditions of employment and life of the workers of the world. His treatment has justified this confidence. Aside from contributing to our information on the condition of labor in the war, professor Hammond's discussion will help the public to juster conclusions on many matters commonly described as a dispute between labor and capital, though more correctly described as between the systems of economic liberalism and social control of capital. Many of the critics of economic liberalism seem to show by their comments that their familiarity with the doctrines of liberalism are second hand. As in their theology they are presbyterians, perhaps, because their fathers and mothers were, so they are solidarists and critics of liberalism because their teachers were so. They bitterly assail Ricardianism, but have never read Ricardo. Many of the prophets fail to see, or seeing fail to admit, that the aim of the individual system of economic philosophy is precisely the same as that of the system of so-called social solidarity, the improvement of the economic life of the individual human being. Economic liberalism, as a system, has contributed, as shown by men like Hermann Levy, very largely to the progress of humanity. Book excerpt: Excerpt from Economic Effects of the War Upon Women and Children in Great Britain The Division of Economics and History of the Carnegie Endowment for International Peace is organized to "promote a thorough and scientific investigation of the causes and results of war." In accordance with this purpose a conference of eminent statesmen, publicists, and economists was held in Berne, Switzerland, in August, 1911, at which a plan of investigation was formed and an extensive list of topics was prepared. An elaborate series of investigations was undertaken, and, if the war had not intervened, the resulting reports might have been expected, before the present date, in printed form. Of works so undertaken some aim to reveal direct and indirect consequences of warfare, and thus to furnish a basis for a judgment as to the reasonableness of the resort to it. If the evils are in reality larger and the benefits smaller than in the common view they appear to be, such studies should furnish convincing evidence of this fact and afford a basis for an enlightened policy whenever there is danger of international conflicts. Studies of the causes of warfare reveal, in particular, those economic influences which in time of peace bring about clashing interests and mutual suspicion and hostility. They show what policies, as adopted by different nations, reduce the conflicts of interest, inure to the common benefit, and afford a basis for international confidence and good will. They tend, further, to reveal the natural economic influences which of themselves bring about more and more harmonious relations and tend to substitute general benefits for the mutual injuries that follow unintelligent self-seeking. Economic internationalism needs to be fortified by the mutual trust that just dealing creates; but just conduct itself may be favored by economic conditions. It was first under discussions with British authorities that I began to think of making a thorough investigation into the Labour problem. I realized that there were important reasons against an undertaking of this kind. First of all, it was clear that a general investigation into modem Labour policy, covering such various fields of knowledge as economics, statistics, history, sociology, ethnology, psychology, constitutional law and parliamentary procedure, civil, criminal, and international law, would necessarily involve a great deal of work and possibly require more time than I was prepared to spare. Moreover, I feared that I might not be in a position to deal with all the different problems with sufficient expert knowledge. On the other hand, it was pointed out to me not only that it would be of interest to the British public to see the views held by an entirely independent onlooker with regard to the various problems British Labour policy has to face to-day, but also that there was an urgent need of a general treatise dealing, within comparatively small compass, with all the principal facts and issues of modem Labour policy. After careful consideration of these circumstances, I decided to take on the work. If this book may in some measure supply a real desideratum in Labour literature, if it may contribute to the enlightenment of those classes of people who have known only what might be called the caricature of the Labour problem as put forth in propagandist books and pamphlets, and if it may thereby help to remove even to a small degree the spirit of class-feeling - which is so detrimental to all classes of society and so unworthy of civilization - I shall consider my efforts to give a dispassionate account of modern Labour policy as amply rewarded. In the event of a region being cut off from the centre of administration, the Commissioner would exercise the full powers of the Government. Shortly after this announcement the public was favoured with a list of the Commissioners and their Deputies, whose names and qualifications, with one or two exceptions, failed to evoke much confidence from the working class. The interesting fact about the Regional Commissioners, how ever, is that they have no status, no legal powers, rights or duties. It is true that there appears on the Statute Book an Act called the Regional Commissioners Act, '1939 but this merely says. That they and their deputies can be paid salary and expenses by the Treasury and that the holding of such position does not disqualify the holder from membership of Parliament. There is, of course, no doubt that Regional Commissioners and their deputies and staffs exist, and that they can legitimately draw their pay and expenses from the Treasury; but there is equally no doubt that in the present state of the law, they have no authority, no powers and no functions to perform - other than those undertaken voluntarily or in connection with the receipt of their remuneration.
