It may seem, then, to savour of presumption that one, whose work has been mainly concerned with colonial and imperial history, should embark upon the difficult waters of European politics. But, on the other hand, it must be remembered that, up to the present time, colonial and imperial history cannot be understood without reference to the European system from which it took its rise, just as a knowledge of a particular limb is impossible without some study of the body as a whole. 'The only begetter' of this volume was Mr. Philip Kerr of The Round Table, who, in conversation, suggested to me that there was room for a book#4 which, by dealing with British foreign policy apart from a narrative of events, should endeavour, without undue length, to put forward the views of past British statesmen. Unfortunately Mr. Kerr has been too busy for me to consult him during the progress of my work, so that I cannot say how far it fulfils the idea that was in his mind.
