Book excerpt: Building on previous research, the goal of this project was to identify significant influencing factors for the Iowa Department of Transportation (DOT) to consider in future updates of its Instructional Memorandum (I.M.) 3.213, which provides guidelines for determining the need for traffic barriers (guardrail and bridge rail) at secondary roadway bridges—specifically, factors that might be significant for the bridge rail rating system component of I.M. 3.213. A literature review was conducted of policies and guidelines in other states and, specifically, of studies related to traffic barrier safety countermeasures at bridges in several states. In addition, a safety impact study was conducted to evaluate possible non-driver-related behavior characteristics of crashes on secondary road structures in Iowa using road data, structure data, and crash data from 2004 to 2013. Statistical models (negative binomial regression) were used to determine which factors were significant in terms of crash volume and crash severity. The study found that crashes are somewhat more frequent on or at bridges possessing certain characteristics—traffic volume greater than 400 vehicles per day (vpd) (paved) or greater than 50 vpd (unpaved), bridge length greater than 150 ft (paved) or greater than 35 ft (unpaved), bridge width narrower than its approach (paved) or narrower than 20 ft (unpaved), and bridges older than 25 years (both paved and unpaved). No specific roadway or bridge characteristic was found to contribute to more serious crashes. The study also confirmed previous research findings that crashes with bridges on secondary roads are rare, low-severity events. Although the findings of the study support the need for appropriate use of bridge rails, it concludes that prescriptive guidelines for bridge rail use on secondary roads may not be necessary, given the limited crash expectancy and lack of differences in crash expectancy among the various combinations of explanatory characteristics.

Book excerpt: Bridge-approach guardrail provides protection for vehicles from collision with bridge components, such as the blunt end of the bridge rail or abutment, and other types of run-off-the-road collisions. The primary objective of this research was to determine the average daily traffic (ADT) at which the benefit/cost ratio for the installation of approach guardrail at county-state-aid (CSAH) bridges in Minnesota becomes greater than 1.0. A survey of state transportation agencies found that 26 of 35 responding agencies have policies or guidelines requiring placement of approach guardrail on any bridge if the bridge was built using state funds. Results of the research analyses showed that bridge-approach guardrail was effective at reducing the severity of run-off-the-road crashes occurring on the approach or departure to CSAH bridges. Fatalities and A-injury crashes accounted for only 6 percent of the crashes occurring at bridges with approach guardrail compared to 28.5 percent at bridges without approach guardrail. The subsequent benefit/cost analysis showed that bridge-approach guardrail is cost-effective (i.e., B/C> 1) for CSAH bridges with ADT greater than or equal to 300 vehicles per day (vpd). Overall, approach guardrail has a benefit/cost ratio of approximately 3.5 to 5.5. The researchers recommended that the ADT threshold for approach guardrail on CSAH bridges be set at 400 vpd, which is consistent with previous Mn/DOT standards and AASHTO low-volume local road guidelines. Approach guardrail should be considered on a case-by-case basis for bridges with ADT between 150 and 400 vpd, especially those between 300 and 400 vpd. Placement of approach guardrail at bridges with ADT less than 150 vpd is not cost-effective in most cases.

Currently, Iowa DOT employs a combination bridge rail that utilizes a concrete parapet that had previously been successfully evaluated to National Cooperative Highway Research Program (NCHRP) Report No. 350 Test Level 4 (TL-4) criteria for these situations. While the parapet had been successfully evaluated, the combination bridge rail system as a whole had not been evaluated to any crash test standards. Iowa DOT desired that researchers at Midwest Roadside Safety Facility (MwRSF) design and test a combination bridge separation barrier to current Manual for Assessing Safety Hardware, Second Edition (MASH 2016) TL-2 standards to use in place of their current, untested system. During this effort, previous combination rails, low-height vertical parapets, and zone of intrusion (ZOI) studies were reviewed to provide guidance on system design. A simulation effort was also performed to aid in height selection of the parapet, as well as placement of the attached bicycle rail to reduce the amount of negative vehicle-to-rail interaction with the system. Using the gathered data, a full system design was produced. It was then recommended that the proposed system be evaluated to MASH 2016 test designation no. 2-11 in order to assess the system's performance during a vehicle impact scenario.

The new combination bridge rail system consisted of a pedestrian/bicycle railing mounted atop a vertical concrete parapet. The pedestrian/bicycle railing featured spliced longitudinal rails welded atop structural steel tube posts with welded steel base plates for attachment atop the parapet. In full-scale crash test no. IBBR-1, the 2270P vehicle was successfully redirected, resulting in minimal damage to the rail from plastic deformation and minimal damage to the parapet. This combination bridge rail design minimized the concrete parapet height that could be used in order to safely redirect the impacting vehicle, thus providing many advantages such as reduced dead weight on bridges, decreased construction costs, and improved sight lines.
