While there is a growing literature on policy issues, strategies, and countermeasures, states must first understand their enemies before developing strategies to defeat them. So, instead of focusing on the state response, this book asks a more foundational question: How do different terrorist groups actually raise money? What are their budgets? What do their portfolios look like? How have they changed over time? What are the advantages and disadvantages of different sources of financing? The book includes case studies of 11 different terrorist groups or sets of groups within a country. It is clear that each group has a different portfolio tailored to their needs and their environment and this makes countering terrorist financing more challenging for the state. The concept of territorial or regional autonomy holds centre stage in the literature on ethnic conflict settlement because it is supposed to be able to reconcile two paradoxical objectives: the preservation of the territorial integrity and sovereignty of the state, and the satisfaction of ethnic minorities’ right to national self-determination. Critics argue, however, that autonomy may not be the panacea for ethnic conflict in all cases. The contributing authors begin with the concept of territorial or regional autonomy and subject it to a rigorous empirical analysis, which provides reliable evidence regarding the suitability of the autonomy solution to intractable ethnic conflicts. Drawing upon case studies from Kashmir, Assam, Sri Lanka, Aceh, Mindanao and Southern Thailand, this edited volume argues that autonomy arrangements may at best work to resolve only a handful of separatist ethnic conflicts in South and South-East Asia. The Magindanawn people, who embraced Islam after contact with Malay Muslims in the late 1400s, have experienced clan rivalries and other outsider aggressions leading to disenfranchisement and displacement from their ancestral domain in west Central Mindanao. In the activism and rebellion of the late 1960s and early 1970s, Magindanawn people were often caught between Philippine military forces and the Bangsamoro mujahideen. In the 1980s, there was some respite but, until the present-day, the people and the land have been subjected to continual skirmishes and sometimes all-out war. In the mid-1990s, Datu Ibrahim "Toto" Paglas III wanted to fulfill his father's dream of establishing a plantation in their homeland for community benefit. Touted as the "Datu Paglas miracle," the La Frutera banana plantation came into existence in the midst of intercultural disharmony and regional conflict. Over the past 20 years (1992-2012), there have been 26 subnational conflicts in South and Southeast Asia, affecting half of the countries in this region. Concerned about foreign interference, national governments limit external access to conflict areas by journalists, diplomats, and personnel from international development agencies and non-governmental organizations. As a result, many subnational conflict areas are poorly understood by outsiders and easily overshadowed by larger geopolitical issues, bilateral relations, and national development challenges. The interactions between conflict, politics, and aid in subnational conflict areas are a critical blind spot for aid programs. This study was conducted to help improve how development agencies address subnational conflicts.
