The second central message is that poverty remains unacceptably high for a country with Brazil's average income levels. The worst remaining income poverty is mostly concentrated in the Northeast region, and in the smaller urban and rural areas. The third central message is that, with decisive action, Brazil can achieve ambitious targets for further improvements in social indicators, including the objective of reducing the rate of extreme income poverty by 50 percent by the year 2015. Poverty is a complex and multi-dimensional phenomenon. Recognizing the rich literature on poverty in Brazil, this report attempts a few specific contributions. First, it presents a new 1996 poverty profile with a breakdown by city size, incorporation of the imputed value of owned housing, and regional price deflators. Second, it provides analysis of the incidence of selected public social spending based on the 1996/7 "Pesquisa sobre Padroes da Vida (PPV)." Third, it selectively synthesizes other work on poverty in Brazil in order to present an overview of cross-sectoral comparisons of the effectiveness of policy interventions. Fourth, it provides suggestions and selective inputs for devloping a national poverty reduction strategy. The report updates a previous World Bank assessment (report no. 14323) and builds on earlier work on urban poverty strategy.

Book excerpt: We document the short-term impact of the COVID-19 pandemic on the Brazilian labor market focusing on employment, wages and hours worked using the nationally representative household surveys PNAD-Continua and PNAD COVID. Sectors most susceptible to the shock because they are more contact-intensive and less teleworkable, such as construction, domestic services and hospitality, suffered large job losses and reductions in hours. Given low income workers experienced the largest decline in earnings, extreme poverty and the Gini coefficient based on labor income increased by around 9.2 and 5 percentage points, respectively, due to the immediate shock. The government’s broad based, temporary Emergency Aid transfer program more than offset the labor income losses for the bottom four deciles, however, such that poverty relative to the pre-COVID baseline fell. At a cost of around 4 percent of GDP in 2020 such support is not fiscally sustainable beyond the short-term and ended in late 2020. The challenge will be to avoid a sharp increase in poverty and inequality if the labor market does not pick up sufficiently fast in 2021.

Findings based on the Brazilian annual household survey (Pesquisa Nacional de Amostra Domiciliar, PNAD) datasets from 1981-99 reveal that individual characteristics such as education, experience, and labor market association of the household head are important correlates of poverty. Taking these into account, data reveal that a Nordestino (northeasterner) is 24 percentage points more likely to fall below the indigent poverty line than other Brazilians. Analyses also reveal large differences in poverty levels by education, and these differences have increased over time. Fiess and Verner observe that the probability of being poor is decreasing with increasing educational attainment. The gender of the household head does not matter for poverty, according to the poverty profile. But when the authors control for education and other individual characteristics, female-headed households have a much larger likelihood of being poor than male-headed households. Household size also matters for poverty. Larger households are more likely to experience poverty than smaller households, and the effect is concave. Moreover, households with children under age 5 appear more likely to fall below the poverty line than families with no children below age 5. The presence of old-aged people (above 65 years) in the household is an important factor contributing to poverty reduction. This paper--a joint product of the Office of the Chief Economist and the Social Development Family, Latin America and the Caribbean Region--is part of a larger effort in the region to better understand poverty and its determinants in Brazil.

Book excerpt: In this study, we document the decline in income inequality and a convergence in consumption patterns in Brazilian states in a new database constructed from micro data from the national households’ survey. We adjust the state-Gini coefficients for spatial price differences using information on households’ rental prices available in the survey. In a panel regression framework, we find that labor income growth, formalization, and schooling contributed to the decline in inequality during 2004-14, but redistributive policies, such as Bolsa Família, have also played a positive role. Going forward, it will be important to phase out untargeted subsidies, such as public spending on tertiary education, and contain growth of public sector wages, to improve budgetary efficiency and protect gains in equality.
