Scale choices influence the content of a study (the problems on the agenda, the options found and the impacts addressed) and the process (actors involved, their dedication and criticalness). Scale choices are not politically neutral: they may have advantages or disadvantages for certain actors by putting their urgent problems and their preferred options on the agenda, while they may hide or stress positive or negative impacts of options. Yet, little is known about the specific effects of scale choices and how they are made in practice. In this research, the making of scale choices is studied in two cases in practice: the Long Term Vision Study of the Scheldt Estuary and the Water Shortage Study of the Netherlands. Scale choices appear to be an important framing instrument that can be used by the policy analyst.

The architecture of international information distribution, academic centers, and the lingua franca of international scholarly discourse also shape these stories. Remoteness Reconsidered employs the idea of remoteness as an analytical tool for viewing international law's encounter with the Americas from the unusual, peripheral perspective of the Atacama Desert. The Atacama is one of the most remote places on Earth, although that less-than-accurate perspective comes from standard historical accounts of the region, accounts that originate from the “center.” Changing the usual frame of reference leads to a reconsideration of the idea of remoteness and of the subsequent marginalization of historical narratives that influence hemispheric international relations in important ways today. Lessons about international law's encounters with neoliberalism, indigenous and human rights, and the management and extraction of mineral resources take on new significance by following a spatial turn toward the idea of remoteness as applied to the Atacama Desert.

They discuss the factors which determined the changing nature of port-hinterland relations in particular, and highlight the ways in which port-cities have interacted and intersected with their different hinterlands as a result of both in- and out-migration, cultural exchange and the wider flow of goods, services and information. Historically, maritime commerce was a powerful driving force behind urbanisation and by 1850 seaports accounted for a significant proportion of the world’s great cities. Ports acted as nodal points for the flow of population and the dissemination of goods and services, but their role as growth poles also affected the economic transformation of both their hinterlands and forelands. In fact, most ports, irrespective of their size, had a series of overlapping hinterlands whose shifting importance reflected changes in trading relations (political frameworks), migration patterns, family networks and cultural exchange. Urban historians have been criticised for being concerned primarily with self-contained processes which operate within the boundaries of individual towns and cities and as a result, the key relationships between cities and their hinterlands have often been neglected. The chapters in this work focus primarily on the determinants of port-hinterland linkages and analyse these as distinct, but interrelated, fields of interaction. As a Ph.D.-student at the Delft University of Technology (period 1993 - 1997) I had the opportunity to develop and exercise my hobby on a full time base. Unfortunately, these research results were published in Dutch while the majority of the interviewees and employees in the world of international seaport administration are English speaking people. Both for the reason of high international relevance of the results I felt the necessity to get this Ph.D.-research translated and published in English. With the excellent help of my promotor Prof.dr. W.G.M. Salet I found Prof.dr. H. van der Wusten prepared to cover this study on international seaport administration in the Kluwer GeoJournal Library series. I thank Mr. Van der Wusten for giving me this opportunity. But also due to the outstanding help of my current employer 'Zeeland Seaports Authority' the funding for the translation became very quickly possible.
