A plethora of international institutions, including the EU, the IMF, the OHR, the OSCE, the World Bank and the United Nations, as well as many development agencies, set about piecing the country together,a process cushioned by generous flows of aid. However, despite the massive international commitment in time, resources and effort, a decade and a half later Bosnia's peace is at best paralyzed. War remains a risk because of the myriad of unresolved issues, zero-sum politics and incompatiblepositions of rival ethno-national leaders.In the face of paralysis, international officials repeat the mantra that there is no alternative to Bosnia's European path and urge the country's leaders to see sense, to temper their rhetoric and to carry out internationally approved reforms. To no avail.Christopher Bennett argues that the failure of peace-building is the failure of the 'liberal peace model'. Twenty years after the beginning of the Dayton peace accords, we need to summarize the results: the author shares the general agreement in public opinion, according to which the process is a failure. Pehar presents a broad, yet sufficiently detailed, view of the entire peace agreement implementation that preserves 'the state of war,' and thus encourages the war-prone attitudes in the parties to the agreement. He examines the political and narratological underpinnings to the process of the imposed international (predominantly USA) interpretation of the Dayton constitution and peace treaty as a whole. The key issue is the – perhaps only semi-consciously applied – divide ut imperes strategy. After nearly twenty years, the peace in document was not translated into a peace on the ground because, with regard to the key political and constitutional issues and attitudes, Bosnia remains a deeply divided society. The book concludes that the international supervision served a counter-purpose: instead of correcting the aberration and guarding the meaning that was originally accepted in the Dayton peace treaty, the supervision approved the aberration and imposed it as a new norm under the clout of 'the power of ultimate interpretation.'

This sophisticated study assesses Yugoslav efforts to build a multi-ethnic military during the socialist period, charts the developments of the armies that fought in the war, and offers a detailed account of the post-war international initiatives that led to the creation of the Armed Forces of Bosnia and Herzegovina. At this point, the military became the largest multi-ethnic institution in the country and was regarded as a model for the rest of Bosnian society to follow. More than half of all countries that experienced civil war since World War II have suffered a relapse into violent conflict, in some cases more than once. Meanwhile the international community expends billions of dollars and deploys tens of thousands of personnel each year in support of efforts to build peace in countries emerging from violent conflict. This book argues that efforts to build peace are hampered by the lack of effective means of assessing progress towards the achievement of a consolidated peace. Rarely, if ever, do peacebuilding organizations and governments seek to ascertain the quality of the peace that they are helping to build and the contribution that their engagement is making (or not) to the consolidation of peace. More rigorous assessments of the robustness of peace are needed. These assessments require clarity about the characteristics of, and the requirements for, a stable peace. This in turn requires knowledge of the local culture, local history, and the specific conflict dynamics at work in a given conflict situation. Better assessment can inform peacebuilding actors in the reconfiguration and reprioritization of their operations in cases where conditions on the ground have deteriorated or improved. To build a stable peace, it is argued here, it is important to take the measure of peace.

Book excerpt: This book explores the last 25 years of international peacebuilding and recasts them as a growing crisis of confidence in universal ideas of peacebuilding and self-government. Since current peacebuilding interventions are abandoning domineering, top-down and linear methodologies, and experimenting with context-sensitive, self-reflexive and locally driven strategies, the book makes two suggestions. The first is that international policymakers are embracing some of the critiques of liberal peace. For more than a decade, scholarly critiques have pointed out the need to focus on everyday dynamics and local initiatives and resistances to liberal peace in order to enable hybrid and long-term practice-based strategies of peacebuilding. Now, the distance between the policy discourse and critical frameworks has narrowed. The second suggestion is that in stepping away from liberal peace, a transvaluation of peacebuilding values is occurring. Critiques are beginning to accept and valorise that international interventions will continuously fail to produce sensitive results. The earlier frustrations with unexpected setbacks, errors or contingencies are ebbing away. Instead, critiques normalise the failure to promote stability and peace. This book will be of much interest to students of peacebuilding, international intervention, conflict resolution, international organisations and security studies in general.
