Book excerpt: First published in 1990, International Bond Markets analyses how the markets in public-sector debt have developed and how they operate in a number of countries, including those with chronic budget deficits. Alongside a detailed introduction to government borrowing, chapters consider the bond markets and debt management systems of the U.S.A., Japan, France, Italy and the U.K. With governments around the world struggling to manage their huge deficits, this is a particularly relevant title to students observing the current global economic situation, and those with a general interest in public debt management and bond markets.

Book excerpt: This paper studies the determinants of shifts in debt composition among EM non-financial corporates. We show that institutions and macro fundamentals create an enabling environment for bond market development. During the recent boom episode, however, global cyclical factors accounted for most of the variation of bond shares in total corporate debt. The sensitivity to global factors appears to vary with relative bond market size—which we interpret to be associated with liquidity and easy entry and exit—rather than local fundamentals. Foreign bank linkages help explain why bond markets increasingly substituted for banks in channeling liquidity to EMs. Our results highlight the risk of capital flow reversal in EMs that benefited from the upturn in the global financial cycle mostly due to their liquid markets rather than strong fundamentals.

Authors Cohen and Malburg call the emerging bear market in bonds . . . 'Bondland's Nuclear Winter.' I call shorting bonds . . . 'The Trade of the Decade.' But whatever it is called, this book articulates the root cause of the developing crisis by taking you through a journey of strong analysis, great anecdotes, and visual stories." Doug Kass, founder and President, Seabreeze Partners Management "Baby Boomers beware the thirty-year bond bull market is finished. Marilyn Cohen describes the bond market's coming nuclear winter and what investors must do to protect themselves. This book comes with an automated workbook to help you manage your bond investments like the pros. Learn to build a bond market bomb shelter and pick the green shoots when it is safe to come out again. Cohen prepares you for the worst, even as she hopes for the best." Robert Emery devotes a full chapter to evaluating the strengths and weaknesses of each countrys bond market. For each country, Emery describes the history of the bond market and identifies its key participants, the different types of bonds, and the current terms for bond issues. He also discusses the size of the bond market, the bond issuing process, trading procedures and the structure of the market, the clearing and settlement system, and fees and taxes. Finally, he lists the regulators of the market, current regulations, and bond rating agencies; assesses the markets past performance; and offers suggestions for improvement.Each country chapter is organized into a standard format, making it easy for the reader to locate and compare specific information. Emery concludes the book with cross-country comparisons of the eight countries bond markets. It will be an invaluable reference for economists, policymakers, and all those interested in emerging capital markets. }
