Book excerpt: In this book, Gobetti combines political theory with the history of political thought to question the conceptual conventions and tacit assumptions which surround the concepts of private and public. In seeking the foundations of the modern liberal conception of private and public, she traces it to modern Natural Law thinkers, in particular Locke and Hutcheson. By developing a revised interpretation of 17th century natural jurisprudence, which recognizes that every adult controls an individual or private domain, as well as engaging in political, community or public interaction, Gobetti raises interesting questions about the politics of participation in modern society.

Available in PDF, EPUB and Kindle. Book excerpt: Body and Nation interrogates the connections among the body, the nation, and the world in twentieth-century U.S. history. The idea that bodies and bodily characteristics are heavily freighted with values that are often linked to political and social spheres remains underdeveloped in the histories of America's relations with the rest of the world. Attentive to diverse state and nonstate actors, the contributors provide historically grounded insights into the transnational dimensions of biopolitics. Their subjects range from the regulation of prostitution in the Philippines by the U.S. Army to Cold War ideals of American feminine beauty, and from "body counts" as metrics of military success to cultural representations of Mexican migrants in the United States as public health threats. By considering bodies as complex, fluctuating, and interrelated sites of meaning, the contributors to this collection offer new insights into the workings of both soft and hard power. Contributors. Public Administration Select Committee and published by The Stationery Office. This book was released on 2014-11-10 with total page 56 pages. Available in PDF, EPUB and Kindle. Book excerpt: The controversy around the Government's handling of flooding last winter showed that arm's-length Government is confused and opaque. Organisational forms and names are inconsistent. Most public bodies answer to Ministers but some are directly accountable to Parliament. There is no agreement on how many types of body exist. There are overlaps and blurring between categories. Accountability arrangements and reforms so far have been ad hoc. The Government has reviewed non-departmental public bodies, but it should review all forms of arm's-length Government, including executive agencies and non-ministerial departments. The Government should establish a clear taxonomy of public bodies: constitutional bodies, independent public interest bodies, departmental sponsored bodies, and executive agencies. All public bodies should sit in one of the categories, so that it is clear how each is to be governed and sponsored. This is essential in order to clarify who is accountable for what. This would promote understanding of what is expected of relationships and explain the rationale for locating functions in particular organisational forms. Up to date, plain English statements of statuses, roles and relationships are needed even if the underlying arrangements are complicated. This is far from the reality in many cases, particularly in the NHS. With a budget of £95.6 billion NHS England is now by far the largest public body in England and its accountability should not be in any doubt, but it is still evolving. There is insufficient understanding across Government about how arms-length Government should work.

Available in PDF, EPUB and Kindle. Book excerpt: Danish sport has been associated with Europe and the World; not least through I.P. Muller and Niels Bukh and the Danish Gymnastics revolution with its emphasis on male aesthetics and hygiene in the first half of the twentieth century. At the same time, Denmark has stood apart from Europe in the early moments of its history of sport with the rural revolution of the farming communities as a statement of political independence and assertion. However, during the German occupation of Denmark, Danish sport was part of a European collaboration which characterized a number of the occupied countries not least in the Nordic area. After the Second World War, Denmark embraced international body cultures with other European nations in particular Eastern martial arts. Denmark too, as part of trends in the European region and the world, became caught up in sport as a powerful contemporary political statement. This book was previously published as a special issue of the International Journal of the History of Sport.

Book excerpt: Under the Public Bodies Reform Programme the Government is reducing the number of its arm's length bodies from 904 to between 632 and 642 by the end of the current Spending Review period and will have a substantial and lasting impact. The Programme is intended to improve accountability for functions currently carried out at arm's length from Ministers. The Cabinet Office says it is on track to make £2.6 billion of administrative savings by 2015. However there are substantial reservations about the robustness of this claim. Key concerns are that: there is a risk departments are claiming savings which are actually cuts to services, when they should be including only genuine savings arising from administrative reorganisations; estimates of transition costs such as redundancy and pension costs are incomplete; the savings estimate does not fully take account of the ongoing costs to other parts of government of taking on functions being transferred from abolished bodies and some departments have wrongly included wider savings from bodies being retained, rather than just administrative savings from bodies being abolished or substantially reformed. The Cabinet Office has accepted that its savings estimate needs to be reassessed and has undertaken to 'rebase' it. Focus now needs to be on managing the Programme effectively. Departments have decided on the form of individual reorganisations themselves without clear direction from the centre, leading in some cases to inconsistent treatment of bodies with similar functions. Furthermore, departments may not be getting the best value for money from the sale or transfer of assets of bodies being abolished

Book excerpt: Urbanization is giving rise to a vibrant and volatile urban India. The urban local self-government (ULSG) is struggling to provide efficient, effective, inclusive and responsive urban services. Most ULSGs are too fragile to perform the mandated functions for enhancing the quality of life and making cities and towns livable. The book traces evolution of ULSGs, its decline after Independence, and steps taken to strengthen them, especially through the big-bang decentralization initiative of 1992 for their empowerment, by enacting the 74th Constitution Amendment Act (74th CAA). Analyzing facets of the decentralization initiative, views of two review Commissions, policy responses to it and processes for implementation of constitutional provisions, it alludes to conspicuous gaps at three levels such as (i) gaps and deficiencies in the 74th CAA (ii) gaps in the post-74th CAA municipal Acts that were required to conform to the constitutional provisions, and (iii) gaps due to half-hearted implementation of even the mandatory constitutional provisions. Empowerment and strengthening of ULSG being in the nature of an imperative, it explores plausible options within the constitutional autonomy of states. Empowerment denotes authority, power and clarity in municipal functional and fiscal domain. Therefore it also specifies experiential based rational framework and a strategy for strengthening ULSGs that must look beyond the existing predilection for mere training. It fills an existing void in ULSG literature on the subject. Please note: Taylor & Francis does not sell or distribute the Hardback in India, Pakistan, Nepal, Bhutan, Bangladesh and Sri Lanka
