Book excerpt: Economic analysis of the industrial experiences of the newly industrialized economies in Asia is generally lacking in the literature. This study attempts to fill that void by providing an in-depth discussion on the economic impact of the industrial policies of Singapore, Taiwan, and South Korea in the three-and-a-half decades after 1960. Throughout the study, a broad perspective of macroeconomic development is maintained. It is highly critical of the narrow-minded objective of certain governments in maximizing the pace of industrialization at the expense of general economic well-being. A comparative analysis of the industrial experiences of the three economies also shows a diversity of constraints and processes. Singapore relied on multinational corporations, Taiwan on returned engineers, and South Korea on chaebols. There appears to be no Asian formula for industrialization. In Hong Kong, there is an ongoing debate on whether some form of industrial policy should be introduced, in view of the perception that Hong Kong is lagging behind the other economies in terms of technology. Drawing on the experiences of the other economies, the concluding chapter of the book provides an informed and balanced answer to this question. As ascendant nations in a region of postcolonial emergence, with an “uncanny surplus” in population and pandemics, Asian countries treat their populations as sources of opportunity and risk. Biotech enterprises are allied to efforts to overcome past humiliations and restore national identity and political ambition, and they are legitimized as solutions to national anxieties about food supplies, diseases, epidemics, and unknown biological crises in the future. Biotechnological responses to perceived risks stir deep feelings about shared fate, and they crystallize new ethical configurations, often re-inscribing traditional beliefs about ethnicity, nation, and race. As many of the essays in this collection illustrate, state involvement in biotech initiatives is driving the emergence of “biosovereignty,” an increasing pressure for state control over biological resources, commercial health products, corporate behavior, and genetic based-identities. In this work, Calvin Ho attempts to address these questions in the context of the governance of human pluripotent stem cell research. In essence, he argues that the hybridization of law, through processes, devices and techniques of juridification, has helped to constitute bioethics as a public sphere and an emergent civic epistemology.Drawing on his multi-sited ethnographic fieldwork and on Actor-Network-Theory, Ho explains how the law has, through bioethics, contributed to the scientific and public understanding of human pluripotent stem cell research and its artefacts, particularly the embryo and human-animal combinations. Although the focus of his work is on bioethical developments in Singapore over a period of more than 15 years, parallel developments in key jurisdictions (especially the United States of America and the United Kingdom) and in international science policy are also evaluated. It is through appreciating how it has progressed that bioethics will be better able to engage with future challenges presented by advances in human embryo research and gene editing techniques, among others.
