Social problems have assumed a growing importance in France, as in all developed countries, especially since the end of the last century. While traditional early nineteenth century liberalism denied the existence of social problems as such, believing the greatest possible economic freedom to be the sole solution to all evils, the emphasis is still placed more and more insistently on the need for a definite and concerted welfare effort, to increase the material well-being of individuals and families. Since the second edition of this book was published in 1962, legislation and welfare services, and social reality itself have changed as much through circumstances as through political and economic evolution. It follows that the present edition of this book is, in fact, an almost wholly new book. It attempts to present a comprehensive view of French social life, drawing attention especially to welfare services and legislation as they are at the beginning of 1979.

The author takes a critical look at "May 1968" and questions whether the events were in fact as "revolutionary" as French and foreign commentators have indicated. He concludes the student movement changed little that had not already been challenged and altered in the late fifties and early sixties. The workers' strikes led to fewer working hours and higher wages, but these reforms reflected the secular demands of the French labor movement. "May 1968" was remarkable not because of the actual transformations it wrought but rather by virtue of the revolutionary power that much of the media and most scholars have attributed to it and which turned it into a symbol of a youthful, renewed, and freer society in France and beyond.

Social Regionalism in the Global Economy attempts to take a fresh, interdisciplinary approach to addressing labour regulation by drawing upon insights from industrial relations, comparative capitalism, and new governance schools of thought. It stands for the proposition that an interdisciplinary study of regional regulation holds the potential to offer a fuller account of social regionalism. Its focus is to consider how institutions and labour market actors reconstruct and renegotiate regulatory space in a changing economic environment characterized by regional impulses. It argues that there is a dynamic interplay between institutions and actors of social regulation. This interplay occurs at many levels. The book therefore maps both how actors shape institutions as well as how institutions shape social actors’ ability to affect regulatory processes. The editors bring together leading international specialists willing to move beyond textual analyses of regional agreements to offer alternative accounts of regional integration. The work emphasizes that institutional context and social actors at multiple governance levels are integral to the progressive construction and regulation of regional space. French trade unions seemed due for a golden age of growth and importance. Today, however, trade unions are weaker in France than in any other advanced capitalist country. How did such exceptional militancy give way to equally remarkable quiescence? To answer this question, Chris Howell examines the reform projects of successive French governments toward trade unions and industrial relations during the postwar era, focusing in particular on the efforts of post-1968 conservative and socialist governments. Howell explains the genesis and fate of these reform efforts by analyzing constraints imposed on the French state by changing economic circumstances and by the organizational weakness of labor. His approach, which links economic, political, and institutional analysis, is broadly that of Regulation Theory.
