They have long been harvested by local people to meet their daily needs. Since the 1970s, a combination of demographic, economic and policy factors has driven forest exploitation at the industrial scale and resulted in growing deforestation. Key factors behind the forest loss and land use change in present-day Indonesia are the expansion of oil palm, plywood production and pulp and paper industries. Oil palm has been one of the fastest-growing sectors of the Indonesian economy, increasing from less than 1 million hectares in 1991 to 8.9 million hectares in 2011. The plywood and pulp and paper industries have also expanded significantly since the log export ban in 1985. All three sectors have contributed to deforestation. Several measures are being taken to reduce the loss of tropical forests in Indonesia. These measures are driven by growing global concern about the impact of deforestation on biodiversity and global warming and the Indonesian governments commitment to reduce greenhouse gas emissions. A major policy initiative revolves around developing renewable energy from biomass that can be sourced from oil palm, sugar, cassava, jatropha and timber plantations. This paper analyzes these measures and assesses the conditions under which they may be most effective.

So far however, the question of how and when people can influence economic outcomes has received little attention in the study of social movements. Based on in-depth ethnographic field research since 2003 in the industrial forestry expansion frontiers in Brazil and elsewhere in the global South, this book presents a novel theory to explain how the interaction between resistance, companies and the state determines investment outcomes. The promotion of contentious agency by organizing and politicizing, campaigning, protesting, networking and engaging in state and corporate-remediated politics whilst maintaining autonomy is central to explaining how impacted people influence resource flows, and block or slow projects they deem harmful to their livelihoods and the environment. The conflicts between globalizing paper and pulp corporations and the landless peasants, indigenous communities and other parties with alternative projects for the planet’s future are studied to illustrate how a great transformation can be built upon progressive counter-movements. Interestingly, biomass production amounts to approximately 270 000 TWh per year, or roughly twice as much, whereas the official figure of biomass use for energy applications is 10-13% of the global energy use. This shows that biomass is not a marginal energy resource but more than capable of meeting all our energy and food needs, provided it is used efficiently. The use of food in generating energy has been extensively debated, but there is actually no need for it given the comprehensive resources available from agriculture and forestry waste. This book discusses the biomass resources available and aspects like efficient energy use. One way of using energy efficiently is to use waste biomass or cellulosic materials in biorefineries, where production of fibers and products from fibers is combined with production of most chemicals we need in our daily life. Such products include clothes, soap, perfume, medicines etc. Conventional pulp and paper applications, bio-fuel for vehicles and even fuel for aviation as well as heat and power production are covered. The problem with biomass is not availability, but the difficulty to use the resources efficiently without harming the long-term productivity. It also shows how large-scale forest restoration might improve human livelihoods as well as improve conservation outcomes. For example, are the traditional industrial forms of reforestation necessarily the best to use in all situations? How can forest restoration be reconciled with the need for food security?
