Yet government systems face significant challenges in collecting quality data, turning it into useable market intelligence, and disseminating it in a timely, relevant manner, a situation more acute in developing countries. The rise of private, real-time labor market information (LMI), such as web-based job posting analytics, social network inferences, crowdsourcing, and mobile phone polling, has garnered interest and questioned the dominance of traditional approaches. This brief explores the use of real-time LMI and presents interviews conducted with international donor officials to gain their perspectives on its applicability in developing countries. I suggest that real-time LMI is unlikely to supplant traditional LMI collection anytime soon, and I dispel notions that these new approaches might leapfrog current data collection challenges. Real-time LMI can provide useful in special cases and for supplemental analysis, an additional lubricant for labor markets that suffer from weak data. Policy that supports the improvement of traditional LMI and promotes access to real-time LMI is warranted.

Book excerpt: New data sources and products developed by the Bureau of Labor Statistics and the Bureau of the Census highlight the fluid character of U.S. labor markets. Private-sector job creation and destruction rates average nearly 8% of employment per quarter. Worker flows in the form of hires and separations are more than twice as large. The data also underscore the lumpy nature of micro-level employment adjustments. More than two-thirds of job destruction occurs at establishments that shrink by more than 10% within the quarter, and more than one-fifth occurs at those that shut down. Our study also uncovers highly nonlinear relationships of worker flows to employment growth and job flows at the micro level. These micro relations interact with movements over time in the crosssectional density of establishment growth rates to produce recurring cyclical patterns in aggregate labor market flows. Cyclical movements in the layoffs-separation ratio, for example, and the propensity of separated workers to become unemployed reflect distinct micro relations for quits and layoffs. A dominant role for the job-finding rate in accounting for unemployment movements in mild downturns and a bigger role for the job-loss rate in severe downturns reflect distinct micro relations for hires and layoffs.

In this respect, with the internet growth and knowledge, many aspects of job search have been transformed due to the availability of online tools for job searching, candidate searching and job matching. In European countries there is growing interest in designing and implementing real labour market information system applications for internet labour market data in order to support policy design and evaluation through evidence-based decision-making. The analysis of labour market web data could provide useful information for policy-makers to define labour market strategies as big data, jointly with official statistics, support policy makers in a pressing policy question namely "How to tackle the mismatch between jobs and skills?". In this regard, the topic of skills gap, how to measure it and how to bridge it with education and continuous training have been tackled by using the big data collection, such as the Cedefop (European Center for the Development of Vocational Training) initiative and the Wollybi Project (made by Burning Glass). In this framework, this contribution focuses on the issues arising from the use (and the usefulness) of on-line job vacancy data to analyse the Italian labour market by using the Wollybi data available for the years 2019 and 2020. Furthermore, the availability of data for the year 2020, will allow us to evaluate whether there has been an impact of COVID19 in terms of needed skills and required occupations in the online job vacancies.

Big data produced by online platforms can yield a wealth of diverse, highly granular, multidimensional information with a variety of potential applications. This paper examines how online job-portal data can be used as a basis for policy-relevant research in the fields of labor economics and workforce skills development, through an empirical analysis of information generated by Babajob, an online Indian job portal. The analysis highlights five key areas where online job-portal data can contribute to the development of labor market policies and analytical knowledge: (i) labor market monitoring and analysis; (ii) assessing demand for workforce skills; (iii) observing job-search behavior and improving skills matching; (iv) predictive analysis of skills demand; and (v) experimental studies. The unique nature of the data produced by online job-search portals allows for the application of diverse analytical methodologies, including descriptive data analysis, time-series analysis, text analysis, predictive analysis, and transactional data analysis. This paper is intended to contribute to the academic literature and the development of public policies. It contributes to the literature on labor economics through application of big data analytics to real-world data. The analysis also provides a unique case study on labor market data analytics in a developing-country context in South Asia.
