Book excerpt: Administering justice to juvenile offenders has largely been the domain of the states, and as a result of this the laws that pertain to juvenile offenders can vary widely from state to state. There is no federal juvenile justice system. Although the federal government does not play a direct role in administering juvenile justice, in the 1960s, the federal government began establishing federal juvenile justice agencies and grant programs in order to influence the states' juvenile justice systems. The Juvenile Justice and Delinquency Prevention Act (JJDPA) of 1974 created many of the federal entities and grant programs that continue to operate today, including the Office of Juvenile Justice and Delinquency Prevention (OJJDP) and the State Formula Grants Program. This book analyses the current federal legislation that influences the state juvenile justice systems. Although the book provides some background information on the evolution of juvenile justice in the United States, the main focus of the book is the major federal legislation that impacts state juvenile justice systems, including the JJDPA. It also provides a bibliography of a comprehensive list of resources about the field of juvenile justice. Each annotation explains what the item is about, and citations are organised into the following areas: courts; juvenile assessment; assessment tools; programs; programs for young women; facilities; training; websites; and juvenile sex offenders.

Book excerpt: Excerpt from Origin of the Illinois Juvenile Court Law: Juvenile Courts and What They Have Accomplished We have treated only of the origin and purposes of the law: It has not been our intention to give a complete detailed history of the various operations of the Court. This would necessitate a review of all the work performed throughout the state. In addition to the origin of the law, we have included a brief account of several days spent in the Juvenile Court, showing the different modes of treating the various cases that come before the Court. The law as revised, as also the adult delinquent law, together with the Juvenile Court Blanks, will be found in the latter part of the book. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Juvenile Court Laws in the United States: A Summary by States, by Thomas J. Homer; A Topical Abstract, by Grace Abbott; And the New Juvenile Court Law of Monroe County, N. Y material here presented is intended for the use of judges and officers of juvenile courts, of students of legislation, and of those who may undertake the preparation of new legislation or the revision of old legislation affecting dependent and delinquent children. Part I is a summary of the juvenile court legislation of the United States to 1908, inclusive, which was prepared in 1909, under the direction of John Koren, expert special agent of the United States Bureau of the Census, by Thomas J. Homer, of the Suffolk (Massachusetts) Bar. With the consent of Mr. Koren, his summary has been revised so as to cover the legislation of 1909. For most of the states the revision is complete to the close of 1909. For a few states, the changes made by the legislatures of 1909 have merely been indicated by foot notes, the text itself still comprising the legislation in force in 1908. The summary is printed by permission of Mr. E. Dana Durand, Commissioner of the Census. Part II is a topical abstract of state laws governing the trial and disposition of juvenile offenders, prepared by Miss Grace Abbott of Chicago in connection with a study of the Juvenile Court of Chicago made by the Chicago School of Civics and Philanthropy, for the Russell Sage Foundation, and covering legislation in force at the close of 1909. It is published with the consent of the officers of the school. This abstract is arranged topically under eleven topics: I. The Court Given Jurisdiction; II. Extent of Jurisdiction; III. Procedure; IV. Records and Reports; V. Place of Holding Court and Exclusion of the Public; VI. Disposition of the Child Pending Trial; VII. Final Disposition of the Child; VIII. Probation Officers; IX. Construction of Juvenile Court Laws; X. Adult Responsibility for Juvenile Delinquency; XI. Relation of Court to Institution in which Children are Placed. Each topic is treated by states, alphabetically, enabling the reader to ascertain what is the legislation of each state with reference to each several topic. The topics are treated only in outline.
