Die Afrika-Studien stelle beauftragte die Verfasserirr dieses Buches im September 1963, während eines sechsmonatigen Studienaufenthaltes in Ostafrika dort die notwendigen Daten und Informationen zu sammeln, die zur Ausarbeitung des eigentlichen Forschungsplanes benötigt wurden. Diese Sammlung von Informationen sollte zugleich Anhaltspunkte für ein 1965 beginnendes größeres Programm der Sozialforschung in Ostafrika liefern, sowie den laufenden wirtschafts wissenschaftlichen und anderen Forschungsvorhaben der Afrika-Studien stelle dienlich sein. Die Notwendigkeit einer engen Zusammenarbeit der Wirtschaftsfor schung mit den benachbarten sozialwissenschaftliehen Disziplinen braucht heutzutage auch in Deutschland nicht mehr betont zu werden. Die inter disziplinäre Form der Forschung gibt uns gerade in Afrika am ehesten eine Chance, zu wirklichkeitsnahen und theoretisch gesicherten Ergebnissen zu kommen. Werden doch in Afrika die wirtschaftlichen Vorgänge auf natio naler und regionaler Ebene sowohl mitbestimmt durch die Eigenart traditio neller Wirtschaften auf dem "grass-roots level", als auch durch Verhaltens und Denkweisen, die wir schwer nachvollziehen können und die stärker als bei uns Menschen der westlichen Industriegesellschaft im nicht-ökonomischen und irrationalen Bereich wurzeln.

The objectives are to slow the movement to towns, increase production, permit the introduction of new technology, increase peasant per capita income, reverse the trend towards greater inequality, provide better social services, encourage self-reliance, and reverse the trend towards centralization. One of the major difficulties in implementation was the frequent failure to analyse sufficiently the nature of peasant assessment of costs and benefits to be derived from compliance. The remunerative systems often discourage rather than encourage work.

Du Bois’s The World and Africa, published in 1946, recognized the depth of the crisis that the war had brought to Europe, and hence to Europe’s domination over much of the globe. Du Bois believed that Africa’s past provided lessons for its future, for international statecraft, and for humanity’s mastery of social relations and commerce. Frederick Cooper revisits a history in which Africans were both empire-builders and the objects of colonization, and participants in the events that gave rise to global capitalism. Of the many pathways out of empire that African leaders envisioned in the 1940s and 1950s, Cooper asks why they ultimately followed the one that led to the nation-state, a political form whose limitations and dangers were recognized by influential Africans at the time. Cooper takes account of the central fact of Africa’s situation—extreme inequality between Africa and the western world, and extreme inequality within African societies—and considers the implications of this past trajectory for the future. Reflecting on the vast body of research on Africa since Du Bois’s time, Cooper corrects outdated perceptions of a continent often relegated to the margins of world history and integrates its experience into the mainstream of global affairs.

Often, the challenges of post-conflict reconstruction revolve around the timing and sequencing of different reform that may have contradictory implications. Drawing on a range of thematic studies and empirical cases, this book examines how post-conflict reconstruction policies can be better sequenced in order to promote sustainable peace. The book provides evidence that many reforms that are often thought to be imperative in post-conflict societies may be better considered as long-term objectives, and that the immediate imperative for such societies should be 'people-centred' policies.
