Its purpose is to synthesize research findings and highlight policy implications of these findings. "Focus on Policy" forgoes the usual academic conventions to provide its readers with an easy-to-understand summary of research. This first issue explores the value of a General Educational Development (GED) credential, the need to help GED holders be successful in postsecondary education, and ways to help those who do go on to further education and training succeed at it. This issue contains the following articles: (1) Is the GED Valuable to Those Who Pass it?; (2) Is it Time for the Adult Education System to Change Its Goal from High School Equivalency to College Readiness?; (3) Blackboard; and (4) A Model for Adult Education-to-Postsecondary Transition Programs. Individual articles contain references.

Bob Miller has taught math to thousands of students at all educational levels for 30 years. His proven teaching methods can help students and adult learners tackle the math portion of the TABE and boost their scores. Bob Miller’s Math for the TABE Level A shows students how they should prepare for the math component of the TABE Level A. Unlike some dull test preps that merely present the material, Bob teaches and explains math concepts and ideas. His no-nonsense, easy-to-grasp style, and decades of experience as a math teacher help students really understand math. Each chapter is filled with examples and exercises plus explanations of solutions to illustrate the math concepts and reinforce skills. The easy-to-follow, student-friendly review covers all topics tested on the TABE Level A math portion: number operations, integers, decimals and fractions, word problems, geometry, and averages. The book also includes four practice tests that mirror the actual exam. REA offers the only independent test preparation for the TABE. Packed with examples, practice tests, and test-taking tips that boost confidence on exam day, this book is a must for anyone preparing for the TABE. What is the TABE? The Test for Adult Basic Education (TABE) is a diagnostic test used to determine a person’s skill levels and aptitudes in reading, English, and math. The TABE is administered across the country and is a good prep for anyone taking the GED. TABE Level A is the highest level available (the equivalent of grades 8-12), and the most popular exam in the TABE battery.

Book excerpt: Newly revised to include new data and information on the Internet, this guide for GED instructors offers lesson plans and helps teachers develop as professionals. It also gives adult learners an opportunity to practice writing, use graphs, read charts, and analyze research findings on the economic impact of the GED. The original version of this guide was developed in 1999 and 2000 by Sara Fass and Barbara Garner. In 2005, a GED teacher, Eileen Barry, was asked to update the materials. Rather than changing the existing charts and graphs, she had her learners use the Internet to find more recent data, and compare it with the data in the materials. In doing so, she introduced Web research to the skills learners practice as they work through these materials. It is hoped that by using these materials, learners are better prepared to make wise decisions about their work lives as well as being better prepared to pass the GED. It is also hoped that adult basic education teachers will use these materials as the basis for professional development for themselves so as to better advise learners on career and education decisions. Following an introduction, this guide contains three units. Unit 1, The Labor Market, contains Lesson 1: What Kinds of Jobs Are Out There?; Lesson 2: What's Happening to the Jobs that Do Exist?; and Lesson 3: Wages. Unit 2, Pursuing Higher Education, contains: Lesson 1: Education and Earnings; and Lesson 2: Going to College. Unit 3, What the Research Tells Us, contains: Lesson 1: Policy and the GED; Lesson 2: The Research; and Lesson 3: Other Factors Affecting Wages.

Book excerpt: As globalization and technological change remake the labor market, it has become increasingly clear that the United States must create better educational and workforce training programs if we are to remain competitive. In order to help disadvantaged and low-skilled workers advance in the new labor market, educational opportunities are needed that can boost their ability to succeed in high-demand career areas that pay better wages. America's federally funded adult education programs represent an underutilized resource in meeting this goal. Targeting the nearly 39 million adults in this country who have yet to earn a high school credential, these programs have served as a lifeline for decades in helping millions of high school dropouts build their reading, writing, and math skills. However, despite their promise, such programs have generally been less successful in helping students make the transition into postsecondary education and training required for better-paying jobs. As a result, many students who have obtained an alternative high school credential such as the General Educational Development (GED) certificate have remained on the sidelines as our labor market has moved forward into the 21st century. This report provides a much-needed review of innovations in the adult education field aimed at helping high school dropouts overcome these barriers and make the transition to postsecondary education and training. Highlighting results from rigorous studies, the report documents reforms that have a number of promising methods for promoting dropouts' transition to college, including the development of new, more rigorous college- and career-readiness curricula; enhanced supports such as assistance with college admissions and applying for financial aid; and increased on-the-ground connections with postsecondary institutions. The review finds that the most promising program reforms integrate basic skills and GED instruction within specific career fields and provide enhanced supports to ease students' entry into college. The following are appended: (1) Journals, Organizations, Initiatives, and Programs Reviewed; (2) Full List of GED-to-College Bridge Programs; and (3) Full List of Concurrent Enrollment Programs.

Book excerpt: This book by practitioners, policy analysts, and young people, for practitioners, policy makers, and researchers, captures up-to-the-moment experience and as yet unresolved issues in a newly emerging field: dropout reengagement. Key elements in this field include reaching out to young people who have left school for a myriad of reasons, and providing individualized supports and services all the way through to successful re-enrollment. The development of coordinated citywide efforts to re-engage out-of-school youth on positive educational pathways -- in several dozen cities in recent years -- spurred the effort to document practice and policy. Readers will come away with an understanding of results to date, as well as a sense of the variety and continuous improvement and innovation underway. This book describes the impressive early accomplishments of reengagement efforts in several cities, provides practical advice from a variety of perspectives for those seeking to launch or formalize local reengagement programs, and describes how reengagement at scale could help solve the crisis of unfulfilled potential represented in America’s millions of young people without high school credentials.
