Central to the analysis is the idea that a successful market economy requires an endogenous supply of money via the banking system. Therefore to achieve macroeconomic stability, the book proposes the targeting of real interest rates under a regime of flexible exchange rates or 'fixed but adjustable exchange rates' as the main goal of monetary policy, along with a range of innovative fiscal and trade policies to promote economic growth, and thereby achieve full employment and a fair distribution of income.

Book excerpt: Oil funds have become increasingly popular in oil exporting countries during the recent surge in oil prices. However, the literature on the contribution is small, tends to focus narrowly on their fiscal benefits, and concludes that they are redundant of such funds-in other words, that well designed fiscal management and policy are adequate substitutes for oil funds. This paper argues that a broader focus is needed in judging the effectiveness of such funds. We test whether oil funds help reduce macroeconomic volatility. The econometric estimation results from a 30-year panel data set of 15 countries with and without oil funds suggest that oil funds are associated with reduced volatility of broad money and prices and lower inflation. However, there is a statistically weak negative association between the presence of an oil fund and volatility of the real exchange rate.

By the end of the 1990s, evidence of productivity growth driven by information and communication technology (ICT) emerged. A surge in hardware and software investment, new networks between suppliers, and expanded consumer choice played their part. ICT appears to facilitate productivity only when accompanied by increased skills and changes in the way work is organized. Policies that combine ICT, human capital, competition, innovation, and entrepreneurship with inflation control are likely to enhance productivity. These factors are mutually reinforcing and not as beneficial used separately. Chapter 1 examines the facts about growth in GDP capital in OECD countries in the past decade. Chapter 2 examines the kinds of policies that are needed to enhance the wider diffusion of ICT. Chapter 3 argues that policies concerning innovation can allow new technologies to expand. Chapter 4 looks at how human capital can promote growth. Chapter 5 focuses on the role of business creation.
