Book excerpt: The £40bn Decent Homes Programme has had a positive effect on the living conditions of most social housing tenants, this report finds, but the Government has failed to invest enough resources in the parallel programme to improve homes occupied by vulnerable people in the private sector. The Government must also clarify future funding: it is still unclear how the elimination of the remaining backlog of disrepair (around 3 per cent of social homes) will be funded; and how much will be available to maintain standards in the future. The Government must prevent another backlog of disrepair from building up after the current programme comes to an end in 2010. Carbon emissions reduction targets mean that the entire UK housing stock must be made more energy efficient. The decent homes standard has an important part to play and should be updated to enable this. The use of arm's-length management organisations (ALMOs) to manage council housing has led to improved standards and better planning, though not all councils were able to follow this model. The decent homes standard remains a low benchmark, however. The target for decency applied to private housing should be retained and strengthened by creating a National Indicator for private sector accommodation. A clear long term target should be set at a national level to bring all private sector homes (not just those occupied by vulnerable people) up to the decent homes standard.

Book excerpt: How to repair the disconnect between designers and users, producers and consumers, and tech elites and the rest of us: toward a more democratic internet. In this provocative book, Ramesh Srinivasan describes the internet as both an enabler of frictionless efficiency and a dirty tangle of politics, economics, and other inefficient, inharmonious human activities. We may love the immediacy of Google search results, the convenience of buying from Amazon, and the elegance and power of our Apple devices, but it's a one-way, top-down process. We're not asked for our input, or our opinions—only for our data. The internet is brought to us by wealthy technologists in Silicon Valley and China. It's time, Srinivasan argues, that we think in terms beyond the Valley. Srinivasan focuses on the disconnection he sees between designers and users, producers and consumers, and tech elites and the rest of us. The recent Cambridge Analytica and Russian misinformation scandals exemplify the imbalance of a digital world that puts profits before inclusivity and democracy. In search of a more democratic internet, Srinivasan takes us to the mountains of Oaxaca, East and West Africa, China, Scandinavia, North America, and elsewhere, visiting the “design labs” of rural, low-income, and indigenous people around the world. He talks to a range of high-profile public figures—including Elizabeth Warren, David Axelrod, Eric Holder, Noam Chomsky, Lawrence Lessig, and the founders of Reddit, as well as community organizers, labor leaders, and human rights activists.. To make a better internet, Srinivasan says, we need a new ethic of diversity, openness, and inclusivity, empowering those now excluded from decisions about how technologies are designed, who profits from them, and who are surveilled and exploited by them.

Available in PDF, EPUB and Kindle. Book excerpt: Presenting the state-of-the-art in sustainable retrofits in post war residential towers, this book captures and re-informs the current intense refurbishing process that is taking place in Britain, which is part of a global phenomenon happening all over the world, as cities upgrade their building stock in an attempt to comply with governmental emission reduction targets. The authors present inspections of 20 sustainably retrofitted social housing towers, analysing their aesthetic and technical modifications, as well as the shifts occurring in their social structure. The authors use over 200 full colour plans, elevations, photographs, maps and illustrations to beautifully support the statistical and analytical information collected. Finally they include interviews with some of the architects who designed the retrofits, residents and key stakeholders to inform the conclusions.

Available in PDF, EPUB and Kindle. Book excerpt: What are the major housing problems in contemporary Britain? How effective are the policies designed to tackle these problems? These are the central questions this book sets out to answer, using a critical approach to identifying housing problems and the formation of policy. Understanding housing policy is an up-to-date text on a rapidly changing policy field written by an author with extensive experience in implementing housing policy. The second edition of this best-selling text has been completely revised and includes a new chapter on the political processes involved in the construction and delivery of housing policies. In addition, the new edition: reviews theoretical perspectives helpful in understanding the normative dimensions of housing policy; examines explanations of policy development and implementation processes; explores the development of housing policy in the United Kingdom; contains a chapter on comparative housing policy; examines a number of contemporary housing problems: affordability; homelessness; low demand and neighbourhood deprivation; overcrowding; multi-occupation; 'decent' homes and 'sustainable' housing. devotes a chapter to the relationship between housing and social justice; includes an assessment of the impact of New Labour's housing policies and the policy orientation of the Conservative/Liberal Democrat Coalition. Book excerpt: The South East Plan contains an annual target fro new homes that provides a benchmark which can be reviewed. Sub-regions will have their own targets that allow local circumstances to be taken into account, but the regional overview is valuable to ensure consistency and to enable review of the regional target as a whole. It is important that any review of housing targets in the South East takes into account the range of numbers put forward, their underlying reasons, and the consequences of not meeting any decided targets. The economic downturn has meant that fewer homes are being built and there are concerns that the lack of infrastructure provision alongside housing development is stopping schemes from making progress. The Committee recommends that the Government review the funding mechanisms currently available for this infrastructure. It feels it is important that the Homes and Communities Agency is given the resources it needs in future years. The Committee also acknowledges that while focusing development on brownfield land is important to stimulate regeneration there must be care that concentrating development in such areas does not have adverse effects such as using up urban land or valuable urban greenspace. The Committee also recommends that greater attention be paid to alternative models for providing housing land; that the region provides the right mix of homes and that the Government stick to its timetable for the Code for Sustainable Homes ensuring that all housing has a zero carbon rating by 2016.

Book excerpt: "Few policies have had a more profound impact on the modern British housing system than the wholesale transfer of public housing to new social landlords. In recent decades over a million homes have passed from council ownership to housing associations, and the management of another million has been outsourced by local authorities. In the first comprehensive analysis of stock transfer, After Council Housing provides a compelling account of its causes, methods and consequences. Drawing on case studies from across Britain, it analyses the characteristics and contribution of the three-hundred new landlords. It assesses the impact of the process on the politics and accountability of social housing and on the scale and structure of third-sector housing provision. Rejecting the claim that the process of stock transfer is a simple case of damaging privatization, the authors argue instead that Britain's new social landlords have contributed to a more business-like, consumer-focused and tenant-influenced social housing sector."--Jacket.

' In this trenchant and hard-hitting book, Whitney M. Young, Jr., the Executive Director of the National Urban League, strips away the myths and misunderstanding that cloud our view of America's racial problems, and provides an action program that could enable America to move beyond racism to an open society of justice and equality. He explains what government and the private sector must do to solve the racial crisis, and he shows how every individual can play an important role in building an open society"--Unedited summary from book jacket.
