This includes a comparison of several analysis tools for estimating roundabout performance (the Highway Capacity Manual, SIDRA, ARCADY, VISSIM, and SimTraffic); a measurement of rejected headways for the purpose of analyzing critical headway; a review of roundabout lighting practices; and a review of considerations for roundabout site selection. It was found that VISSIM and SIDRA provided the most reliable predictions of roundabout performance for the test site analyzed herein. Additionally, the critical headways measured at this site were significantly lower (at a median value of 2.2 seconds) than other values published in the literature, with driving populations less acquainted with roundabouts. Additionally, a site selection procedure is developed based on a survey of peer agency practices and a checklist is provided for assisting in the determination of whether roundabout control is a feasible alternative for a location. Finally, based upon a review of the literature and practices commonly followed by peer states, we recommend that roundabouts be lighted.

UDOT has recently installed three roundabouts on its state highways (Park City, Lehi, and Bloomington). Requests for installation of roundabouts replacing traditional intersections are expected to grow. However, UDOT does not have specific guidelines or criteria to judge whether roundabouts would be appropriate for the requested sites. The intent of this project was to summarize key isuues concerning roundabouts and develop a preliminary draft of design guidelines and policies that could be used for the implementation of a roundabout instead of some other form of intersection. Only a few state DOTs had design guidelines on roundabouts at the time of the study. US experiences have not been adequate for creating solid, universal design and analysis guidelines on roundabouts and at the time of the study, a multi-year NCHRP study has just started. The leading software packages used for the design, analysis, and simulation of roundabouts are originated in other countries, such as RODEL (United Kingdom) and aaSIDRA (Australia), where roundabouts have been in existence for many years and in numbers. The former is empirical based on thousands of roundabouts and the latter is based on the gap theory. Engineers do not agree on the best methodology for analysis, and therefore, various software packages with different methodologies exist. The HCS and Synchro 6.0 software programs have gap-based models and their analysis capabilities are not at the level of sophistication as the foreign counterparts. The NCHRP study (NCHRP) 3-65 Applying Roundabouts in the United States is about to be completed at the time of the publication of this report and it is recommended that this report be referenced.

Book excerpt: As of 2013, there were an estimated 3,200 roundabouts in use throughout the country. This synthesis documents and summarizes roundabout policies, guidance, and practices in place within state departments of transportation (DOTs) as of 2015. The primary focus of the synthesis is on roundabout selection and design with a secondary focus on performance analysis. Information used in this study was gathered through a literature review and a survey of state DOTs. Personnel from seven states were interviewed to create case examples and more specific information. Among the findings, the primary reason cited for the selection of roundabouts is improved safety performance compared with other intersection options, followed by shorter vehicular delays and higher capacity. Planning-level cost estimates (screening or feasibility level estimates) for mini-, single-lane, and multilane roundabouts ranged from $249,000 to $2.05 million. The majority of reporting states have developed some public education materials to support roundabout projects, such as websites, videos, and flyers and/or pamphlets. To analyze roundabout performance, about three-quarters of the reporting states use some form of the Highway Capacity Manual 2010 model and SIDRA’s Standard Model. Most of the reporting states analyze safety performance at roundabouts, using crash modification factors, crash reduction factors, and/or the Highway Safety Manual predictive methodology. Most states use a design life of 20 years when developing the ultimate roundabout design. However, the majority uses a phased implementation approach.

Book excerpt: The roundabouts controlling traffic at the I-17/Happy Valley Road interchange represent Arizona's first application of modern roundabout traffic control in this manner. The construction of roundabouts at this interchange location served to alleviate past congestion and safety issues by reducing off-ramp queues and reducing speeds in the area of the I-17 off-ramp termini. The use of the roundabouts offered flexibility in addressing the complicated traffic interactions of the freeway on- and off-ramps, two-way frontage roads, and Happy Valley Road. Based on this milestone and the overall unique application of roundabout design and function at this particular interchange, the I-17/Happy Valley Road roundabouts were studied to help identify possible improvements that could be incorporated at this location and into future Arizona Department of Transportation roundabout initiatives. The anticipated benefits of the improvements include, but are not limited to, more efficient traffic operations, reduced costs (on average), increased capacity, and improved safety (due to overall slower speeds through the roundabout). The main objectives of this research project include literature review of other state guidelines; evaluation of the roundabouts' design parameters and operation as they relate to capacity and safety; collecting public opinion; and guidelines development. The deliverables of the research project include recommended improvements for the existing roundabouts involving geometric, striping, and signing modifications. Also, the research project culminates in guidelines for the selection, evaluation, and design of roundabouts which provide details on the facets of roundabout use as it relates to Arizona.

The research resulted in a number of recommendations regarding the fundamental principles behind these elements, illustrated by tables and figures.
