Available in PDF, EPUB and Kindle. Book excerpt: The Consumer Expenditure (CE) surveys are the only source of information on the complete range of consumers' expenditures and incomes in the United States, as well as the characteristics of those consumers. The CE consists of two separate surveys: (1) a national sample of households interviewed five times at three-month intervals; and (2) a separate national sample of households that complete two consecutive one-week expenditure diaries. For more than 40 years, these surveys, the responsibility of the Bureau of Labor Statistics (BLS), have been the principal source of knowledge about changing patterns of consumer spending in the U.S. population. In February 2009, BLS initiated the Gemini Project, the aim of which is to redesign the CE surveys to improve data quality through a verifiable reduction in measurement error with a particular focus on underreporting. The Gemini Project initiated a series of information-gathering meetings, conference sessions, forums, and workshops to identify appropriate strategies for improving CE data quality. As part of this effort, BLS requested the National Research Council's Committee on National Statistics (CNSTAT) to convene an expert panel to build on the Gemini Project by conducting further investigations and proposing redesign options for the CE surveys. The charge to the Panel on Redesigning the BLS Consumer Expenditure Surveys includes reviewing the output of a Gemini-convened data user needs forum and methods workshop and convening its own household survey producers workshop to obtain further input. In addition, the panel was tasked to commission options from contractors for consideration in recommending possible redesigns. The panel was further asked by BLS to create potential redesigns that would put a greater emphasis on proactive data collection to improve the measurement of consumer expenditures. Measuring What We Spend summarizes the deliberations and activities of the panel, discusses the conclusions about the uses of the CE surveys and why a redesign is needed, as well as recommendations for the future.

Book excerpt: Household surveys, one of the main innovations in social science research of the last century, are threatened by declining accuracy due to reduced cooperation of respondents. While many indicators of survey quality have steadily declined in recent decades, the literature has largely emphasized rising nonresponse rates rather than other potentially more important dimensions to the problem. We divide the problem into rising rates of nonresponse, imputation, and measurement error, documenting the rise in each of these threats to survey quality over the past three decades. A fundamental problem in assessing biases due to these problems in surveys is the lack of a benchmark or measure of truth, leading us to focus on the accuracy of the reporting of government transfers. We provide evidence from aggregate measures of transfer reporting as well as linked microdata. We discuss the relative importance of misreporting of program receipt and conditional amounts of benefits received, as well as some of the conjectured reasons for declining cooperation and survey errors. We end by discussing ways to reduce the impact of the problem including the increased use of administrative data and the possibilities for combining administrative and survey data.

Available in PDF, EPUB and Kindle. Book excerpt: A comprehensive, one-stop guide to identifying, reducing, and managing nonresponse in household surveys Nonresponse and its impact on the sample selection mechanism of a survey is a common problem that often arises while collecting survey data. Handbook of Nonresponse in Household Surveys is a complete guide to handling the nonresponse problem, outlining statistical methods and techniques for improving response rates and correcting response data. The authors begin with an introduction to the nonresponse problem along with basic concepts and definitions. Subsequent chapters present current theories and methods that enable survey researchers to skillfully account for nonresponse in their research. Exploring the latest developments in the field, the book also features: An introduction to the R-indicator as an indicator of survey quality Discussion of the different causes of nonresponse Extensive treatment of the selection and use of auxiliary information Best practices for re-approaching nonrespondents An overview of advanced nonresponse correction techniques Coverage of adaptive survey design Throughout the book, the treatment of each topic is presented in a uniform fashion. Following an introduction, each chapter presents the key theories and formulas underlying the topic and then illustrates common applications. Discussion concludes with a summary of the main concepts as well as a glossary of key terms and a set of exercises that allows readers to test their comprehension of the presented material. Examples using real survey data are provided, and a related website features additional data sets, which can be easily analyzed using Stata® or SPSS® software. Handbook of Nonresponse in Household Surveys is an essential reference for survey researchers working in the fields of business, economics, government, and the social sciences who gather, analyze, and draw results from data. It is also a suitable supplement for courses on survey methods at the upper-undergraduate and graduate levels.

Available in PDF, EPUB and Kindle. Book excerpt: "Household expenditure or income surveys often deal with highly skewed distributions, which potentially lead to samples with some extreme observations. The problem is aggravated by the fact that there usually is a low amount of useful auxiliary information available at the design stage and that the sampling design is complex most of the time, leading to widely dispersed design weights. Therefore, it could happen that a large value be associated with a large design weight and that this combination have a great influence on the estimates produced by the survey. Design consistent estimators, such as the Generalized REGression (GREG) estimator, are usually highly variable in the presence of influential observations but they have a low bias whereas model-based estimators are more stable but they are generally not consistent and more biased. In this paper, a compromise between these two types of estimators is proposed and a simulation study shows that it performs well with respect to the bias and mean squared error (MSE) criteria in comparison with some other robust estimators. Conditions under which the compromise should have a small design bias are also given"--Abstract.
