During the first two years of the COVID-19 pandemic, social policy was one of the most important strategies used by governments to help mitigate the crisis. European Social Policy and the COVID-19 Pandemic: Challenges to National Welfare and EU Policy provides an encompassing and longer-term analysis of the social policy responses of European countries, as well as the European Union (EU), to the challenges of the pandemic. The book asks in which direction the European welfare states, on the one hand, and EU social policy, on the other, are developing as a result of the pandemic with respect to polity, politics, and policy instruments. European Social Policy and the COVID-19 Pandemic addresses several questions, such as what medium- and long-term effects will the current social policy crisis responses have on the different welfare states? Will the partly improvised, partly only temporary but in every respect diverse and often unprecedented measures lead to novel reform trajectories or even a new welfare state model? What new forms of international cooperation and conflict resolution mechanisms may arise within the social policy domain of the EU? Most foreign aid transactions are unilateral and financially unreciprocated, yet donors expect to benefit from them.Previous research dealing with foreign aid has analyzed the main donor motives and interests in providing financial support. This book offers an in-depth analysis of the invisible political or social 'exchange' taking place between recipient countries and donors when a grant agreement is signed. Focusing on Egypt, Jordan, Palestine and Israel - the main beneficiaries of Western foreign aid – the book uses gift theories and theories of social exchange to show how international social bonds are shaped by foreign aid and in what ways recipient countries are obliged to return the 'gift' they receive. Book excerpt: Social protection systems are often still designed for the archetypical full-time dependent employee. Work patterns deviating from this model – be it self-employment or online "gig work" – can lead to gaps in social protection coverage. Globalisation and digitalisation are likely to exacerbate this discrepancy as new technologies make it easier and cheaper to offer and find work online, and online work platforms have experienced spectacular growth in recent years. While new technologies and the new forms of work they create bring the incomplete social protection of non-standard workers to the forefront of the international policy debate, non-standard work and policies to address such workers’ situation are not new: across the OECD on average, one in six workers is self-employed, and a further one in eight employees is on a temporary contract. Thus, there are lessons to be learned from country experiences of providing social protection to non-standard workers. This report presents seven policy examples from OECD countries, including the "artists’ insurance system" in Germany or voluntary unemployment insurance for self-employed workers in Sweden. It draws on these studies to suggest policy options for providing social protection for non-standard workers, and for increasing the income security of on-call workers and those on flexible hours contracts.
