In Ghana, the introduction of the decentralization programme in the late 1980s that aimed at promoting effective, comprehensive and rapid development, more especially in the rural areas also adopted participatory approach. The approach led to the introductory of district assembly system which was to enhance the involvement of people at the grassroots in participatory activities. However, since the introduction of the decentralisation system to promote grassroots level participation, the people are still inactive and the level of involvement in development decision-making still remains weak. To clearly understand these problems, the thesis has aimed at answering the following research questions: (i) How are rural people involved in participatory practice in the development activities in their area? (ii) What barriers affect and hinder the active participation of rural people and how could these be addressed? Answers to those questions helped to examine the nature of participation at the grassroots level, understand how the district assembly adopt participatory practice and to ascertain the nature of barriers that hinder effective participatory practice. Using a case study approach for the investigation, an interpretivists and constructivists were the philosophical underpinnings of the investigation. The data was gathered through the use of focus group discussions and one-to-one informal interviews. It was observed that participation continues to reflect in most rural development programmes, but there are key barriers that still continue to hamper the effectiveness of participatory practice. Power relations, threats, intimidations and more especially the use of juju and witchcraft which never featured in most development literature are among the major barriers that continue to weaken local people readiness to actively participate. Most rural people feel threaten to participate for the fear of being bewitched or killed through the use of juju, witchcraft or black magical powers. Without critically and effectively addressing those bottlenecks and barriers, and put community members at the pivot of decision-making, the use of outsiders' knowledge and ideas alone to address the problems of participation with the hope of improving the lives of the rural people will not yield any significant result.

Existence and efficiency of organizations in Egypt ranked at the top of predictors with regard to direct causal effect on village development level. These organizations include the local governance unit, the social unit including a government directed community development association, village bank, schools, mosques and churches, agricultural cooperative, veterinary unit, youth and women associations (also governmentally directed), health units or village hospital, police unit (security organization), ... etc. A very small indirect effect is also played by these organizations through their being a small part of a complex, titled here, "social engineering, or social technology." Such complex includes, in addition to the above mentioned organizations, the degree of organizational coordination, proportion of population employed in village organizations and degree of organizational variety.

These problems will persist if the economic benefit is the only target, leading to economic gains that eventually become ruinous. It is also important to consider that visitors nowadays are increasingly demanding in cultural and environmental terms. Never before have transport and communication links been so important as today. Natural ecosystems are now a rarity on the planet and ecologists talk today about ‘socio-ecosystems’. Given this, tourism and environmental education are facing a major challenge. Tourism also plays an important role in the natural environmental changes that are strongly affected by technological and social developments. Natural changes are inherent in the Earth’s ecosystem (the ‘ecosphere’). Also, technological and social changes are inherent to mankind (the ‘noosphere’) and are now becoming widespread. Cities are growing rapidly and industry requires increasingly larger areas. Many traditional rural areas are being abandoned. However, many historic agricultural districts have maintained, or even recovered, their local population numbers through intelligent strategies of tourism focused on nature and rural culture. Natural landscapes and biodiversity are becoming increasingly appreciated. The tourism industry must be able to respond to these aspirations. The 9th International Conference on Sustainable Tourism had the aim of finding ways to protect the natural and cultural landscape through the development of new solutions which minimise the adverse effects of tourism. A selection of the papers presented at the meeting form this volume.
