Book excerpt: Excerpt from Banking Problems Such singularly crude forms of inconvertible paper money and such general disorganization in the banking arrangements an unin formed foreigner would doubtless assume must have been the result of a disastrous war. He would imagine that such a situation could only have arisen as news of defeat after defeat had terrified men out of their reason and made them despair of the survival of law and government, but this was not the case. There was no disastrous war, nor had there been any threat of war. There was not the remotest hint of political revolution, nor were there disruptive labor troubles. There had been no conflagrations or national catastrophes. There was no explanation of the condition of the country's business in the political, industrial and physical events of the time. These three essays appeared in the numbers of the magazine for May, June, and July of the current year, and, with some slight modifications, form the second, third, and fifth chapters of this book. The articles as they appeared elicited the praise of both economists and bankers. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from The Romance and Tragedy of Banking: Problems and Incidents of Governmental Supervision of National Banks This suggestion, therefore, is responsible for the publication of this volume, and is my apology for writing it. It is not an essay on banking and currency, nor a discussion of financial or economic theories. It is simply a narrative of events of more or less importance and interest in the history of the National Cur reney Bureau with some original deductions and comments. It contains many unvarnished truths, plainly told, with no attempt at literary excellence. It deals with men and measures, methods and motives in connection with the administration of the bureau, with no intention of contrasting one administration with another or of drawing invidious distinctions between them. It endeavors to right some wrongs where injustice has been done and to correct some erroneous impressions as to the powers and duties of the Comptroller of the Currency. In May, 1886, I was tendered and accepted the position of Secretary to the Comptroller of the Currency, by William L. Trenholm, of South Carolina, who a month previously had been appointed Comptroller. I was sworn in and entered upon the dis charge of my duties May 16, 1886. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Banking and Business The authors have therefore endeavored, in this volume, after the first preliminary and general ideas have been considered, to introduce the student to the current organization and business practice of com mercial banks. In so doing, moreover, it has been sought to emphasize less the internal organization of the bank itself than its business aspect as viewed from the outside. Particular attention has been given to the financing of the individual enterprise, the prob lems which must be met by the business man, in whatever occupation engaged, in connection with the transaction of the banking side of his operations. A succeeding section of the book has for reasons of convenience been devoted largely to a descriptive out line of banking in various aspects, an understanding of which seems necessary to full comprehension of present banking problems and conditions, although, strictly speaking, they would not find a place in a treatise upon banking in the commercial or narrower sense of the term. These phases of the discussion having been completed, the way is paved for a relatively brief outline statement of the relation of the bank to the monetary system and Of its function in the develop ment of prices. Book excerpt: Excerpt from The Romance and Tragedy of Banking, Vol. 2: Problems and Incidents of Governmental Supervision of National Banks He first entered the service of the Federal Government as private secretary to Assistant Secretary of the Treasury Curtis, under President Cleveland's second administration, and later was appointed chief of the organization division in the office of the Comptroller of the Currency. In September, 1898, he was appointed Deputy Comptroller of the Currency. He retained this place ten months and resigned on June 27, 1899, to accept the position of trust officer in the Trust Company of America, of New York City, a new organiza tion. He remained with this company three years and then became secretary and trust officer of the Central Trust Company of Illi nois at Chicago, organized by Charles G. Dawes, former Comp troller of the Currency, who was president of the company. He resigned this position to accept appointment as Assistant Secre tary of the Department of Commerce and Labor in January, 1904, and continued in that position until appointed Comptroller of the Currency. His only banking experience was that of trust officer in two trust companies, the principal duties of which were to pass upon the legal form of papers. His appointment as Comptroller was purely a personal one on the part of President Roosevelt. Mr. Murray qualified as Comptroller April 28, 1908, but on account of the condition of his health he did not assume active charge of the Bureau until September 2 following. Book excerpt: Excerpt from Banks and Banking The connection between commercial crises and banking is of such an intimate character that the leading incidents of every important crisis have been given. Modern banking is so dependent upon the rate of interest which determines the profits of banks that it has been considered desirable to give a somewhat lengthened account of the causes of fluctuations in the value of money. The concluding chapters are devoted to incidents of modern practice, such as cheques, bills of exchange and the Opening of branch offices. The author hopes that the notes may be of some value to those candidates who are preparing for the Institute of Bankers' Examinations. Book excerpt: Excerpt from Practical Problems in Banking and Currency: Being a Number of Selected Addresses Delivered in Recent Years by Prominent Bankers, Financiers and Economists That the bankers' associations of this country have accomplished much that is praiseworthy from an educational view-point remains unquestioned. Their annual conventions have been devoted to the discussion of practical problems as they affect actual conditions. If the currency question, the trust company controversy, or any other vital topic was confronting the general banking situation, it was sure to receive consideration at some bankers' convention by an able authority, trained through years of experience. As a result we find association proceedings containing many excellent papers treating subjects that standard works on banking have either omitted or inadequately handled. Book excerpt: Excerpt from The Theory and Practice of Banking, Vol. 2 The first volume of this Work was scarcely out of the press, when the crisis which every one conversant with monetary matters knew to be impending, burst with the suddenness and the fury of a tornado, producing a series of Banking catastrophes greater than had ever before happened in the City of London. All the circumstances attending it, however, and the course which the Government found necessary to pursue - for the third time to authorise a suspension of the Bank Act of 1844 - have amply confirmed the soundness and the truth of the doctrines set forth in this Work, The Author may, perhaps, be permitted to direct attention to Chapters XI. and XII. of this Volume, as having an especial interest at the present time. In Chapter NT. several Theories of Currency of great historical importance arc investigated, particularly that of John Law. Book excerpt: Excerpt from Readings in Money and Banking: Selected and Adapted Designed mainly for class room use in connection with one of the introductory manuals on the subject of Money and Banking or of Money and Currency, this volume, in itself, lays no claim to completeness. Where its use is contem plated the problems of emphasis and proportion are, accord ingly, to be solved by the selection of one or another of the available texts, or by the choice of supplementary lecture topics and materials. The contents of the introductory manuals are so divergent in character as to render possible combinations of text and readings that will include, it is hoped, matter of such range and variety as may be desired. Fullness of treatment has been attempted, however, in the chapters dealing with the important recent developments in the mechanism of exchange, and my aim has been through out to Select and, in many instances, to adapt with a view to meeting the wants of those who are interested chiefly in the modern phases of the subject. Book excerpt: Excerpt from The Money Problem Up to that time, business in the United States had been fairly prosperous, and the monthly addition of several millions Of dollars to the currency, provided by the Sherman Silver Purchasing Act, increased the facilities required by the nation's growing industries. But these facilities were viewed with great disfavour by the banks, since they served to lessen the demand for bank credit - upon which bankers thrive. To their complaints and direful prophecies thebusiness community paid little heed, since the Treasury Silver notes were circulating as readily as Gold notes. From neither of the two great political parties could the banks expect any sympathy or support. One course only remained, and that was to capture the successful candidate for the Presidency and depend upon his influence to procure the necessary legislation.
