Book excerpt: The report Baltic 2030: Bumps on the Road provides an overview of the 2030 Agenda implementation in the Baltic Sea Region, aimed at informing strategy and prioritisation discussions for national and regional collaboration. For each of the region’s eleven countries, performance on the Sustainable Development Goals (SDGs) is examined and five selected SDGs are discussed at the indicator level. Based on this analysis, the authors recommend seven avenues for action where greater collaboration in the region can support SDG achievement. The report was commissioned by the Council of the Baltic Sea States (CBSS) and iis jointly published by CBSS and the Nordic Council of Ministers (NCM). It was drafted by the advisory firm Nordic Sustainability and follows the previous Bumps on the Road to 2030 report published by the NCM in 2017.

What are the drivers and their impacts in the following decades? What would be required for the Baltic countries to meet their climate and energy targets in 2030, and what development would lead the Baltics towards a 2°C pathway? The report finds that the Baltic countries’ proposed renewable energy (RE) targets can be achieved using domestic resources. More renewable energy (electricity, heat and fuels) lets energy demanding sectors reduce GHG emissions and increase the RE share. However, the Baltic countries still do not reach their Effort Sharing Sector’s 2030 targets in the 4°C Scenario (4DS). Without policies to stimulate local renewable energy generation, the Baltics are likely to become large net importers of electricity.

Book excerpt: This Open access book provides a survey of the economic, health, and somatic progress of Baltic countries during the period 1918–2018, framed by the outline of the historical-sociological theory of modern social restorations, as originally conceived by the Austrian-American comparative historian Robert A. Kann. The author reworks Kann's theory to analyse post-communist transformations in the Baltic region. The book argues that the purpose of modern social restorations is to make restoration societies safe against a recurrence of revolution. There were two waves of modern social restorations: post-Napoleonic and post-communist. Most post-Napoleonic restorations were brief, because they failed to economically and socially outperform the pre-revolutionary and post-revolutionary systems. It considers Baltic restorations as laboratory cases of second-wave modern social restorations, because they encompass a triple restoration of the nation-state, capitalism, and democracy. The book assesses the performance success of Baltic restorations by comparing economic and social progress of Baltic countries during the periods of original independence (1918–1940), foreign-imposed state socialism (1940–1990), and restored independence (since 1990). It then elaborates the criteria to assess the ultimate performance success of these restorations by 2040, when restored Baltic states may endure longer than their ancestors in 1918–1940 and the complete foreign occupations era (1940–1990). The author, an expert in historical sociology, uses extensive historical-statistical data in cross-time comparisons to develop his analysis and create future projections. This book is of wide interest to sociologists, social demographers, political scientists, and economists studying the Baltic region. This is an open access book.

While ecoregions or environmental regions are defined on ecological boundaries rather than administrative criteria, ecoregionalism is the idea that regional dynamics should cluster around ecoregions, while ecoregionalization is the tendency of regional dynamics to cluster around ecoregions. Focusing on the international level, this book presents six cases of ecoregional processes from around the world and the regional environmental agreements: two are terrestrial, the Alps and the Andes; two are marine, the Mediterranean Sea and the Baltic Sea; two are related to freshwater ecosystems: the Amu Darya in Central Asia and the Great Lakes in North America. The book analyzes both ecoregional processes focused on the environment, as well as intersectoral ecoregional processes. The case studies are analyzed based on the ecoregional governance framework, developed by the author for this book. Despite the diversity of context, the similarity of the governance system of the six cases is striking. Several recurring patterns have been identified, which may also extend to the subnational level. They are not design principles, but may be taken into consideration for the design or redesign of current and future regional environmental agreements and processes. Book excerpt: The present document provides a summary of the progress made by the Economic Commission for Europe (ECE) and the United Nations Member States in implementing the ECE Strategy for Education for Sustainable Development (ESD) during the implementation phase 2017-2019 (also referred to as the “implementation phase IV”). The present synthesis report is based on the analysis of 34 national implementation reports submitted by Member States for that phase. The national implementation reports, reveal that many countries have policies in place to support ESD but the challenge remains of coordinating those policies and increasing the number of countries with national implementation plans for ESD, as observed during the previous implementation phases. Many countries have expanded policies to the non-formal and informal sectors, encouraged synergies and involved various stakeholders in ESD. However, the 'whole-institution approach' needs to be re-examined and further implemented in the context of some countries, mainly in relation to incentives and policies. In almost all countries, educators reported having received training on ESD competences during pre- and in-service training. Tools and materials for ESD are widely produced through national strategies and investment of public money, but more needs to be done in terms of dissemination and accessibility of materials and the establishment of quality control criteria. Many Governments recognize the need to connect research to ESD policy and practice. Concerning the promotion of research and development, the weakest element is the evaluation of the Strategy's outcomes.
