Many programs have been developed to enlarge the presence of minorities in health careers, but these efforts have been unable to develop the infrastructure and momentum needed to produce and sustain an adequate number of minority professionals among the ranks of clinicians, researchers, and teachers. This book looks at the historical significance of this underrepresentation, presents data that define the problem, and identifies underlying factors that contribute to the failure to achieve fairness in opportunity. The volume examines programs that have made successful efforts to decrease underrepresentation and sets forth an action and research agenda for further enhancing the numbers of minorities in the health professions.

In Balancing the Scales of Justice, Anthony Crubaugh tests this claim by examining the effects of revolutionary changes in local justice on the inhabitants of one region in rural France. Crubaugh illuminates two poorly understood institutions in eighteenth-century France: seigneurial justice and the revolutionary justice of the peace. He finds that justice was typically slow and expensive in the lords&’ courts, thus making it difficult for rural inhabitants to benefit from official channels of justice. By contrast, revolutionary reforms gave people the opportunity to submit quarrels to trusted and elected justices of the peace who adjudicated disputes quickly and inexpensively. By juxtaposing seigneurial justice in the ancien r&égime with the institution of the justice of the peace after 1789, Crubaugh highlights how revolutionary changes in the system of dispute resolution profoundly affected members of rural French society and their relations with the French state. Over time rural dwellers came to accept the primacy of the state in resolving disputes, and the state thereby partially achieved its long-standing goal of penetrating rural areas.

Local authorities should have the freedom to shape the development of their communities and the scope to unlock the full potential of local innovation. Yet the predominant trend, particularly since the second world war, has been for central government to increase its powers and responsibilities at the expense of local government. This report looks at the current role of local government, assessing where it could be more proactive in making best use of existing structures, and where change is required elsewhere - by central government and its agencies and by Parliament - to increase the scope for autonomous local government activity. It considers the role of central government, and the advantages to be gained at both the local and the national levels from adopting a "minimalist" as opposed to a "maximalist" role in relation to local government, advocating further cultural change within central government to facilitate a decentralised balance of power structure. The Committee also addresses the pressing need for reform of local government financial arrangements, with a view to enabling local government to raise more of its own money.
