Book excerpt: Originally published in 1985, the level of anxiety and suspicion between the USA and the USSR had rarely been higher. Many advocates of arms control believed that effective verification would reduce tensions and lessen the risk of war. This book analyses the two main issues of verification. One is technological: what are the present capabilities of various verification techniques and what is their potential? The devices and methods currently employed by the two major nuclear powers and by international organizations to monitor the compliance of states with arms control or disarmament treaties are examined. The second issue is political: how do US and Soviet approaches compare, what are the roles of domestic and bureaucratic politics, and on what criteria can a workable standard of adequacy be based? In short, how much is enough? Although the study concludes that a number of significant arms control measures can already be adequately verified, modern weapons are becoming more mobile and it is becoming easier to conceal them. There is a danger that the ability to hide weapons will outstrip the ability to find them. Verification cannot promise to detect all violations; a workable standard of adequacy in verification must derive from the ability to detect militarily significant violations.

Book excerpt: Organized by SIPRI, the Nobel Symposium on A Future Arms Control Agenda considered how arms control contributes to a cooperative security system based on the peaceful resolution of disputes and the gradual demilitarization of international relations. This book documents the proceedings, including comprehensive discussions of new elements of the post-Cold War global security system and objectives and limitations of arms control within that evolving system. Special attention is given to the changing roles and responsibilities of the major powers in arms control efforts.

Book excerpt: "Efforts to create or maintain rules to contain the risks stemming from an unrestrained multilateral arms race are at the core of a world order based on consensual norms rather than on a pure balance of power. Whereas security cooperation is conventionally considered to be motivated primarily by interest- and security-based factors, studies have shown that all actors use moral arguments and are deeply embedded in the normative patterns surrounding their realm of action. Book excerpt: This volume features a selection of the best scholarship on international law as it is relevant to the proliferation of weapons of mass destruction. The essays consider the nonproliferation legal regime as a normative system and offer a more discrete consideration of international law in each weapons of mass destruction technology area. The role, authority and track record of the UN Security Council in this area are also evaluated.

For this reason it emphasizes the importance of maintaining a safe, secure, and reliable deterrent nuclear force and makes recommendations on this front. The report also offers measures to advance important goals such as preventing nuclear terrorism and bolstering the nuclear nonproliferation regime--Foreword.

Book excerpt: Mental, neurological, and substance use disorders are common, highly disabling, and associated with significant premature mortality. The impact of these disorders on the social and economic well-being of individuals, families, and societies is large, growing, and underestimated. Despite this burden, these disorders have been systematically neglected, particularly in low- and middle-income countries, with pitifully small contributions to scaling up cost-effective prevention and treatment strategies. Systematically compiling the substantial existing knowledge to address this inequity is the central goal of this volume. This evidence-base can help policy makers in resource-constrained settings as they prioritize programs and interventions to address these disorders.

Book excerpt: Policymakers and program managers are continually seeking ways to improve accountability in achieving an entity's mission. A key factor in improving accountability in achieving an entity's mission is to implement an effective internal control system. An effective internal control system helps an entity adapt to shifting environments, evolving demands, changing risks, and new priorities. As programs change and entities strive to improve operational processes and implement new technology, management continually evaluates its internal control system so that it is effective and updated when necessary. Section 3512 (c) and (d) of Title 31 of the United States Code (commonly known as the Federal Managers? Financial Integrity Act (FMFIA)) requires the Comptroller General to issue standards for internal control in the federal government.
