Protests rose up to call for an end to police brutality and the unequal treatment of Black people in a city that viewed itself as liberal. A week of upheaval ensued, including looting and property damage as well as widespread police violence, in what would be the first of the 1960s urban uprisings. Christopher Hayes examines the causes and consequences of the uprisings, from the city’s history of racial segregation in education, housing, and employment to the ways in which the police both neglected and exploited Black neighborhoods. While the national civil rights movement was securing substantial victories in the 1950s and 1960s, Black New Yorkers saw little or uneven progress. Faced with a lack of economic opportunities, pervasive discrimination, and worsening quality of life, they felt a growing sense of disenchantment with the promises of city leaders. Turning to the aftermath of the uprising, Hayes demonstrates that the city’s power structure continued its refusal to address structural racism. In the most direct local outcome, a broad, interracial coalition of activists called for civilian review of complaints against the police. The NYPD’s rank and file fought this demand bitterly, further inflaming racial tensions. The story of the uprisings and what happened next reveals the white backlash against civil rights in the north and crystallizes the limits of liberalism. Drawing on a range of archives, this book provides a vivid portrait of postwar New York City, a new perspective on the civil rights era, and a timely analysis of deeply entrenched racial inequalities.

Focusing on three Gulf states affected most by sectarian tensions—Bahrain, Saudi Arabia, and Kuwait—Wehrey identifies the factors that have exacerbated or tempered sectarianism, including domestic political institutions, the media, clerical establishments, and the contagion effect of external regional events, such as the Iraq war, the 2006 Lebanon conflict, the Arab uprisings, and Syria's civil war. In addition to his analysis, Wehrey builds a historical narrative of Shi'a activism in the Arab Gulf since 2003, linking regional events to the development of local Shi'a strategies and attitudes toward citizenship, political reform, and transnational identity. He finds that, while the Gulf Shi'a were inspired by their coreligionists in Iraq, Iran, and Lebanon, they ultimately pursued greater rights through a nonsectarian, nationalist approach. He also discovers that sectarianism in the region has largely been the product of the institutional weaknesses of Gulf states, leading to excessive alarm by entrenched Sunni elites and calculated attempts by regimes to discredit Shi'a political actors as proxies for Iran, Iraq, or Lebanese Hizballah. Book excerpt: For more than a century, from 1900 to 2006, campaigns of nonviolent resistance were more than twice as effective as their violent counterparts in achieving their stated goals. By attracting impressive support from citizens, whose activism takes the form of protests, boycotts, civil disobedience, and other forms of nonviolent noncooperation, these efforts help separate regimes from their main sources of power and produce remarkable results, even in Iran, Burma, the Philippines, and the Palestinian Territories. Combining statistical analysis with case studies of specific countries and territories, Erica Chenoweth and Maria J. Stephan detail the factors enabling such campaigns to succeed and, sometimes, causing them to fail. They find that nonviolent resistance presents fewer obstacles to moral and physical involvement and commitment, and that higher levels of participation contribute to enhanced resilience, greater opportunities for tactical innovation and civic disruption (and therefore less incentive for a regime to maintain its status quo), and shifts in loyalty among opponents' erstwhile supporters, including members of the military establishment. Chenoweth and Stephan conclude that successful nonviolent resistance ushers in more durable and internally peaceful democracies, which are less likely to regress into civil war. Presenting a rich, evidentiary argument, they originally and systematically compare violent and nonviolent outcomes in different historical periods and geographical contexts, debunking the myth that violence occurs because of structural and environmental factors and that it is necessary to achieve certain political goals. Instead, the authors discover, violent insurgency is rarely justifiable on strategic grounds.

Book excerpt: Beginning in January 2011, the Arab world exploded in a vibrant demand for dignity, liberty, and achievable purpose in life, rising up against an image and tradition of arrogant, corrupt, unresponsive authoritarian rule. These previously unpublished, countryspecific case studies of the uprisings and their still unfolding political aftermaths identify patterns and courses of negotiation and explain why and how they occur. The contributors argue that in uprisings like the Arab Spring negotiation is "not just a 'nice' practice or a diplomatic exercise." Rather, it is a "dynamically multilevel" process involving individuals, groups, and states with continually shifting priorities--and with the prospect of violence always near. From that perspective, the essaysits analyze a range of issues and events--including civil disobedience and strikes, mass demonstrations and nonviolent protest, and peaceful negotiation and armed rebellion--and contextualize their findings within previous struggles, both within and outside the Middle East. The Arab countries discussed include Algeria, Bahrain, Egypt, Libya, Morocco, Syria, Tunisia, and Yemen. Book excerpt: "Protests that erupted in Bahrain following the uprising that overthrew Egyptian President Hosni Mubarak on February 11, 2011, demonstrate that Shiite grievances over the distribution of power and economic opportunities were not satisfied by previous efforts to include the Shiite majority in governance. Possibly because of concerns that a rise to power of the Shiite opposition could jeopardize the extensive U.S. military cooperation with Bahrain, the Obama Administration criticized the early use of violence by the government but subsequently praised the Al Khalifa regime for its offer of a dialogue with the demonstrators. It did not call for the King to step down, and Administration contacts with his government are widely credited for the decision of the regime to cease using force against the protesters as of February 19, 2011. However, as protests escalated in March 2011, Bahrain's government, contrary to the advice of the Obama Administration, invited security assistance from other neighboring Gulf Cooperation Council countries and subsequently moved to end the large gatherings. Some believe the crackdown has largely ended prospects for a negotiated political solution in Bahrain, and could widen the conflict to the broader Gulf region"--Second page of March 21, 2011 report.
