To help address this issue, the Air Force asked the NRC to investigate combinations of speed and stealth that would provide U.S. aircraft with a high survival capability in the 2018 period, and to identify changes in R&D plans to enable such aircraft. This report presents a review of stealth technology development; a discussion of possible future missions and threats; an analysis of the technical feasibility for achieving various levels of stealth and different speeds by 2018 and of relevant near-term R&D needs and priorities; and observations about the utility of speed and stealth trade-offs against evolving threats.

Encounters with MANPADS threats in Mombassa, Kenya (2002), and Iraq (2003 and 2004) have highlighted the need to assess large aircraft survivability and methods to mitigate MANPADS damage. The Large Aircraft Survivability Initiative (LASI) is an Air Force initiative that encourages government and industry collaboration to improve commercial and heavy military aircraft survivability to MANPADS and other threats. The LASI team consists of the Air Force 46th Test Wing, NASA, and a number of industry partners.

China's fighter aircraft capabilities have surpassed those of Taiwan in the air. Furthermore, China now has the capability to destroy all of Taiwan's aircraft at their bases. Thus, Taiwan needs to rethink how it can accomplish its air defense goals. Fighter aircraft are not the only element of Taiwan's air defense; surface-to-air missiles are the other major element. This report analyzes how Taiwan might approach air defense, by downsizing and shifting its fighter aircraft force to focus on coercive scenarios, increasing its investment in surface-to-air missiles, and dedicating its surface-based air defense to becoming an enduring warfighting capability able to contribute throughout the duration of a sustained and effective defense of Taiwan. It describes the essential air defense problem posed by the People's Liberation Army, characterizes the current capabilities and level of funding that Taiwan invests in air defense, and then develop several alternative investment strategies. To provide a context for this analysis of present and proposed U.S. boost-phase and non-boost missile defense concepts and systems, the committee considered the following to be the missions for ballistic missile defense (BMD): protecting of the U.S. homeland against nuclear weapons and other weapons of mass destruction (WMD); or conventional ballistic missile attacks; protection of U.S. forces, including military bases, logistics, command and control facilities, and deployed forces, including military bases, logistics, and command and control facilities. They also considered deployed forces themselves in theaters of operation against ballistic missile attacks armed with WMD or conventional munitions, and protection of U.S. allies, partners, and host nations against ballistic-missile-delivered WMD and conventional weapons. Consistent with U.S. policy and the congressional tasking, the committee conducted its analysis on the basis that it is not a mission of U.S. BMD systems to defend against large-scale deliberate nuclear attacks by Russia or China. Making Sense of Ballistic Missile Defense: An Assessment of Concepts and Systems for U.S. Boost-Phase Missile Defense in Comparison to Other Alternatives suggests that great care should be taken by the U.S. in ensuring that negotiations on space agreements not adversely impact missile defense effectiveness. This report also explains in further detail the findings of the committee, makes recommendations, and sets guidelines for the future of ballistic missile defense research.
