The HTI mission is to minimize technical uncertainties and programmatic risks by conducting demonstrations to characterize and remove tank waste using technologies and methods that will be needed in the future to carry out tank waste remediation and tank farm closure at the Hanford Site. Included in the HTI scope is the development of retrieval performance evaluation criteria supporting readiness to close single-shell tanks in the future. A path forward that includes evaluation of closure basis alternatives has been outlined to support the development of retrieval performance evaluation criteria for the AX Farm, and eventual preparation of the SEIS for AX Farm closure. This report documents the results of the Task 4, Waste Inventory study performed to establish the best-basis inventory of waste contaminants for the AX Farm, provides a means of estimating future soil inventories, and provides data for estimating the nature and extent of contamination (radionuclide and chemical) resulting from residual tank waste subsequent to retrieval. Included in the report are a best-basis estimate of the existing radionuclide and chemical inventory in the AX Farm Tanks, an estimate of the nature and extent of existing radiological and chemical contamination from past leaks, a best-basis estimate of the radionuclide and chemical inventory in the AX Farm Tanks after retrieval of 90 percent, 99 percent, and 99.9 percent of the waste, and an estimate of the nature and extent of radionuclide and chemical contamination resulting from retrieval of waste for an assumed leakage from the tanks during retrieval.

Book excerpt: A primary objective of the Hanford Tank Initiative (HTI) project is to develop methods to estimate the inventory of residual waste in single-shell and double-shell tanks. A second objective is to develop methods to determine the boundaries of waste that may be in the waste plume in the vadose zone. This document presents statistical sampling plans that can be used to estimate the inventory of analytes within the residual waste within a tank. Sampling plans for estimating the inventory of analytes within the waste plume in the vadose zone are also presented. Inventory estimates can be used to classify the residual waste with respect to chemical and radiological hazards. Based on these estimates, it will be possible to make decisions regarding the final disposition of the residual waste. Four sampling plans for the residual waste in a tank are presented. The first plan is based on the assumption that, based on some physical characteristic, the residual waste can be divided into disjoint strata, and waste samples obtained from randomly selected locations within each stratum. The second plan is that waste samples are obtained from randomly selected locations within the waste. The third and fourth plans are similar to the first two, except that composite samples are formed from multiple samples. Common to the four plans is that, in the laboratory, replicate analytical measurements are obtained from homogenized waste samples. The statistical sampling plans for the residual waste are similar to the statistical sampling plans developed for the tank waste characterization program. In that program, the statistical sampling plans required multiple core samples of waste, and replicate analytical measurements from homogenized core segments. A statistical analysis of the analytical data, obtained from use of the statistical sampling plans developed for the characterization program or from the HTI project, provide estimates of mean analyte concentrations and confidence intervals on the mean. In addition, the statistical analysis provides estimates of spatial and measurement variabilities. The magnitude of these sources of variability are used to determine how well the inventory of the analytes in the waste have been estimated. This document provides statistical sampling plans that can be used to estimate the inventory of the analytes in the residual waste in single-shell and double-shell tanks and in the waste plume in the vadose zone.

Project objectives are to develop materials or engineered systems that would significantly reduce the radionuclide transport to the groundwater from AX tanks containing residual waste. We pursued several studies that, if implemented, would help achieve these goals. They include: (1) tank fill design to reduce water inilltration and potential interaction with residual waste; (2) development of in-tank getter materials that would specifically sorb or sequester radionuclides; (3) evaluation of grout emplacement under and around the tanks to prevent waste leakage during waste retrieval or to minimize water infiltration beneath the tanks; (4) development of getters that will chemically fix specific radionuclides in soils under tanks; and (5) geochemical and hydrologic modeling of waste-water-soil-grout interactions. These studies differ in scope from the reducing grout tank fill employed at the Savannah River Site in that our strategy improves upon tank fill design by providing redundancy in the barriers to radionuclide migration and by modification the hydrogeochemistry external to the tanks.

Specifically, the scope of this evaluation included: development of a layered tank fill design for reducing water infiltration; development of in-tank getter technology; mitigation of soil contamination through grouting; sequestering of specific radionuclides in soil; and geochemical and hydrologic modeling of waste-water-soil interactions. A strategy/management approach to achieve an acceptable (technically sound) end state for these wastes has been developed in this study. This approach is based on assessment of the actual risks and costs to the public, workers, and the environment associated with the wastes and storage tanks. Close attention should be given to the technical merits of available waste treatment and stabilization methodologies, and application of realistic risk reduction goals and methodologies to establish appropriate tank farm cleanup milestones. Increased research and development to reduce the mass of non-radioactive materials in the tanks requiring sophisticated treatment is highly desirable. The actual cleanup activities and milestones, while maintaining acceptable safety standards, could be more focused on a risk-to-benefit cost effectiveness, as agreed to by the involved stakeholders and in accordance with existing regulatory requirements. If existing safety standards can be maintained at significant cost savings under alternative plans but with a change in the Tri-Party Agreement (a regulatory requirement), those plans should be carried out. The proposed strategy would also take advantage of the lessons learned from the activities and efforts in the first phase of the two-phased cleanup of the Hanford waste tank farms.

Most of this waste now exists as either a metal oxy-hydroxide sludge or as a saltcake consisting primarily of nitrate, nitrite, phosphate, carbonate, and sulfate salts of sodium. The waste is stored in 177 underground tanks. For various reasons, waste streams from the processing facilities were segregated within the tanks. This practice resulted in the layering or sludges and saltcake. Each process generated unique layer compositions. Knowledge of the composition of these layers and their location from tank farm records can be used to estimate tank waste inventories for tanks where sampling data is not available. The purpose of this study is to develop waste type templates for use in estimating tank waste inventories for tanks that have not been sampled, or when sample data for a tank is incomplete. Waste type templates are also used as a reference in confirming or rejecting the process history of a waste tank by comparing the tank sample data to waste type template compositions. The Best-Basis Inventory (BBI) uses both solid waste type templates and liquid waste type templates to establish the contents of tanks which have not been sampled or tanks for which sampling is incomplete. The waste type templates were created from sample data, process knowledge, and Hanford Defined Waste (HDW) model estimates. The original waste type template compositions were developed in 1996 and were limited to analytes for which sample data existed (primarily the waste chemicals). These templates only addressed solid wastes (sludges and saltcakes). During subsequent annual updates of the BBI, these compositions were found to be deficient for a variety of reasons. This report documents the derivation of updated waste type templates from tank sample data and HDW model data. Both solid waste type templates and liquid waste type templates have been developed. Solid waste type templates are based on sample data supplemented with HDW model data. The solid waste type templates are considered to be indicative of waste layers drained of free flowing liquid. Liquid waste type templates are primarily based on HDW model predictions because adequate liquid sample data were not available. This report documents how the waste type templates were developed from sample and HDW model data. Discussion of the sample data used in constructing the solid waste type templates constitutes the majority of this report.
