Book excerpt: Catholics and Treason takes the narratives generated by the contemporary law of treason as it applied to Roman Catholics, during and after the Reformation of the Church in the sixteenth century, and uses them to explore the Catholic community's writing of its own history. Prosecutions of Catholics under the existing law and via new legislation produced a great deal of documentation which tells us much about contemporary politics that we could not garner from any other source. The intention here is to locate the narratives of persecution inside the context of the 'mainstream' history of the period from which, for the most part, they have been routinely excluded but out of which they partly emerged. In that respect, this is the history of the post-Reformation Church and State with the politics (of violence) put back. This volume takes as its starting point the magnum opus of Bishop Richard Challoner, his Memoirs of Missionary Priests, and it works backwards from that book into the period that Challoner describes. Historian Michael Questier seeks to reassemble as far as possible the historical jigsaw puzzle on which Challoner laboured but which he could not complete, thinking about the implications for our view of the post-Reformation and of the way in which Challoner and others described the Catholic experience of in/tolerance.

Industrial leaders gaining legal as well as moral influence over national domestic policy. Such scenes might seem to be lifted from a Sinclair Lewis novel or a Contract with America publicity video. But as John C. Hennen shows in this piercing analysis of early-twentieth-century American political culture, from 1916 to 1925 "Americanization" became the theme—indeed, the script—not only of West Virginia but of the entire nation. Hennen's interdisciplinary work examines a formative period in West Virginia's modern history that has been largely neglected beyond the traditional focus on the coal industry. Hennen looks at education, reform, and industrial relations in the state in the context of war mobilization, postwar instability, and national economic expansion. The First World War, he says, consolidated the dominant positions of professionals, business people, and political capitalists as arbiters of national values. These leaders emerged from the war determined to make free-market business principles synonymous with patriotic citizenship. Americanization, therefore, refers less to the assimilation of immigrants into the national mainstream than to the attempt to encode values that would guarantee a literate, loyal, and obedient producing class. To ensure that the state fulfilled its designated role as a resource zone for the perceived greater good of national strength, corporate leaders employed public relations tactics that the Wilson administration had refined to gain public support for the war. Alarmed by widespread labor activism and threatened by fears of communism, the American Constitutional Association in West Virginia, one of dozens of similar organizations nationwide, articulated principles that identified the well-being of business with the well-being of the country. With easy access to teacher training and classroom programs, antiunion forces had by 1923 rolled back the wartime gains of the United Mine Workers of America. Middle-class voluntary organizations like the American Legion and the West Virginia Federation of Women's Clubs helped implant mandated loyalty in schoolchildren. Far from being isolated during America's transformation into a world power, West Virginia was squarely in the mainstream. The state's people and natural resources were manipulated into serving crucial functions as producers and fuel for the postwar economy. Hennen's study, therefore, is a study less of the power or force of ideas than of the importance of access to the means to transmit ideas. The winner of the1995 Appalachian Studies Award is a significant contribution to regional studies as well as to our understanding of American culture during and after World War I.

Walter Adamson shows how Gramsci's concepts of revolution grew out of his experience with the Turin worker councils of 1919-1920 as well as his experience combatting the Fascist movement.For Gramsci, revolution meant the steady ascension of a mass-based, educated, and organized "collective will," in which the final seizure of power would be the climax of a broader educative process. Success depended on countering not just the coercive power of the existing economic and political order but also the cultural hegemony of the state. A "counter-hegemony" for Gramsci required the leadership of an organized political party, but at its core lay his conviction that the common people were capable of self-enlightenment and could produce an alternative conception of the world that challenged the prevailing hegemonic culture.Adamson shows how these ideas, which Gramsci developed prior to his imprisonment, led him to a highly original concept of "subaltern" class movements that cohere not just on the basis of economic interest but by virtue of religious, ideological, regional, folkloric, and other sorts of cultural ties as well. Why was the little screen so enthusiastically welcomed by Canadians? Was television in its early years more innovative, less commerical, and more Canadian than current than current offerings? In this study of what is often called the 'golden age' of television, Paul Rutherford has set out to dispel some cherished myths and to resurrect the memory of a noble experiment in the making of Canadian culture. He focuses on three key aspects of the story. The first is the development of the national service, including the critical acclaim won by Radio-Canada, the struggles of the CBC's English service to provide mass entertainment that could compete with the Hollywood product, and the effective challenge of private television to the whole dream of public broadcasting. The second deals with the wealth of made-in-Canada programming available to please and inform vviewers - even commercials receive close attention. Altogether, Rutherford argues, Canadian programming reflected as well as enhanced the prevailing values and assumptions of the mainstream. The final focus is on McLuhan's Question: What happens to society when a new medium of communications enters the picture? Rutherford's findings cast doubt upon the common presumptions about the awesome power of television. Television in Canada, Rutherford concludes, amounts to a failed revolution. It never realized the ambbitions of its masters or the fears of its critics. Its course was shaped not only by the will of the government, the power of commerce, and the empire of Hollywood, but also by the desires and habits of the viewers.
