The water crisis came to a head in 2018, when at least 118,000 people were hospitalized with rashes, abdominal pain, vomiting, and diarrhea because of contamination of the water in the Shatt al-Arab, the river Basra sits on. A severe water shortage from upstream has led to seawater incurring into the Shatt al-Arab so that farmers have had to irrigate their land with salt water - losing most of their produce over the last decade. This continuing water crisis is a result of a complex combination of factors including mismanagement of upstream flows leading to too little water coming to Basra; pollution in Basra and further upstream, including raw sewage, garbage, oil spills, and industrial and agricultural waste; damming by neighboring Iran and Turkey; and climate change. Corruption, including by local authorities, has also led to illegal use of precious freshwater resources. Since last summer the government has refused to make public any of its investigations into why the water poisoned people. Nor has it announced any significant measures to improve the quality of water in Basra in coming years. Iraqi authorities have an obligation to secure Basrawis' right to use their land and to safe drinking water and to inform the public when water sources are unsafe. Book excerpt: The fonner Egyptian Minister of State for Foreign Affairs and fonner UN Secre tary General, Butros Butros Ghali stated after the second Gulf War "The next war in the Middle East will not be fought for oil, but for water. " This famous statement has been echoed by many politicians: shortly before be coming president of Turkey, SOleyman Demirel declared that the waters of the Euphrates and Tigris belonged to Turkey, just as oil belongs to the Arabs. Rafael Eytan, at that time and now again Israeli Minister of Agriculture, declared in 1990 in full-page advertisements in the Jerusalem Post that Israel would never cede the West Bank to the Palestinians because Israel's water supply would otherwise be endangered. Finally, Ismail Serageldin, vice president of the World Bank, declared in 1995 that "the wars of the next century will be over water". These statements are typical of the atmosphere reigning in the Middle East and in several other places around the world concerning the issue of international fresh water resources. Whether these perceptions correspond to an actual threat to a nation's water supply or whether they correspond to the official position of states in negotiations often conducted secretly, is an entirely different matter. A closer analysis of the issue of international fresh water resources, as we attempt in this book, admittedly reveals a dangerous potential for conflict over water.

It also involves delivering water services reliably and affordably, to reinforce relationships between service providers and water users and contribute to a renewed social contract. Water security also entails mitigating water-related risks such as floods and droughts. Water security is an urgent target, but it is also a target within reach. A host of potential solutions to the region’s water management challenges exist. To make these solutions work, clear incentives are needed to change the way water is managed, conserved, and allocated. To make these solutions work, countries in the region will also need to better engage water users, civil society, and youth. The failure of policies to address water challenges can have severe impacts on people’s well-being and political stability. The strategic question for the region is whether countries will act with foresight and resolve to strengthen water security, or whether they will wait to react to the inevitable disruptions of water crises.

The influence of humans on climate change has been established through extensive published evidence and reports. However, the connections between climate change, the health of the planet and the impact on human health have not received the same level of attention. Therefore, the global focus on the public health impacts of climate change is a relatively recent area of interest. This focus is timely since scientists have concluded that changes in climate have led to new weather extremes such as floods, storms, heat waves, droughts and fires, in turn leading to more than 600,000 deaths and the displacement of nearly 4 billion people in the last 20 years. Previous work on the health impacts of climate change was limited mostly to epidemiologic approaches and outcomes and focused less on multidisciplinary, multi-faceted collaborations between physical scientists, public health researchers and policy makers. Further, there was little attention paid to faith-based and ethical approaches to the problem. The solutions and actions we explore in this book engage diverse sectors of civil society, faith leadership, and political leadership, all oriented by ethics, advocacy, and policy with a special focus on poor and vulnerable populations. The book highlights areas we think will resonate broadly with the public, faith leaders, researchers and students across disciplines including the humanities, and policy makers.
