Book excerpt: A Avaliação de Impacto Ambiental tem se mostrado insuficiente para as análises ambientais em altos níveis de tomada de decisão, principalmente, em relação aos impactos sinergéticos e cumulativos e à integração das diversas políticas, planos e programas que incidem sobre um mesmo território. Novas alternativas têm sido testadas na tentativa de suprir essa deficiência. A mais aceita internacionalmente é a Avaliação Ambiental Estratégica - AAE, que surge como um instrumento e um processo de política ambiental que possibilita a incorporação da variável ambiental nos processos de planejamento, auxiliando na tomada de decisões, a partir da avaliação dos impactos ambientais que uma legislação, política, plano ou programa poderia desencadear. No Brasil, sua prática ainda é incipiente, com formalizações legais e normativas dispersas e não abrangentes. Sua adoção pelo Setor de Transportes consta da Política Ambiental do Ministério dos Transportes, que introduz a utilização da metodologia de Avaliação Ambiental Estratégica nas avaliações ambientais de planos de transporte, especialmente para o planejamento do tratamento ambiental das intervenções em nível de corredores. Contudo, nenhuma orientação foi editada neste sentido. Assim sendo, considerando-se que a aplicação da AAE depende fundamentalmente do contexto político-institucional em que se insere, além do objeto a ser avaliado e dos seus objetivos, e tendo em vista a peculiar característica de descentralização administrativa do Governo do Estado de Santa Catarina, a presente tese foi guiada pelo objetivo de verificar as estratégias necessárias para sua aplicação no Setor de Transportes desse Estado. Para o seu desenvolvimento foi realizado um levantamento do estado da arte internacional da AAE, enfocando sua prática por países em diferentes estágios de desenvolvimento econômico e social. Foram pesquisados estudos de casos, dando-se ênfase às atividades relacionadas ao transporte. Foram identificados os pontos positivos e negativos em sua prática, como subsídio para a montagem de um cenário processual e institucional favorável à sua aplicação. Cruzando-se esses dados com uma análise da estrutura organizacional e do processo decisório catarinenses, chegou-se a uma conclusão sobre as condições necessárias para sua efetiva implementação. A uniformização de critérios revelou-se necessária, desde que mantida a flexibilidade metodológica e processual da AAE. A pesquisa também concluiu que a descentralização do poder não deve levar a decisões descentralizadas. Há necessidade de um organismo que coordene o processo, de forma a promover a integração das PPPs setoriais. O critério que levou à atual divisão administrativa do Estado não é o mais adequado para um desenvolvimento sustentável. Como a bacia hidrográfica é a unidade de planejamento ambiental, uma proposta da tese é que seja feita uma redistribuição das áreas administrativas, fazendo-as coincidirem com os limites das dez Regiões Hidrográficas existentes no Estado. Com isso, espera-se estar fornecendo o conhecimento básico e as linhas gerais para que o Setor de Transportes em Santa Catarina consiga incorporar critérios de sustentabilidade nas suas decisões estratégicas, bem como fortalecer as metas governamentais de desenvolvimento regional igualitário e inclusivo.

Book excerpt: A presente tese, por meio de um estudo de caso, tem como objetivo principal propor diretrizes relacionadas ao processo de análise ambiental para o planejamento de marketing de uma instituição de ensino superior, particularmente na Universidade do Sul de Santa Catarina, de acordo com o período de 1997 a 2007. O cenário do Ensino Superior no Estado de Santa Catarina, após o ano de 1996, de maneira geral, apresentou um período de grande crescimento quantitativo em todos os indicadores de desempenho. Particularmente, a região Metropolitana de Florianópolis demonstrou um crescimento acima da média estadual, principalmente nos dados relativos à iniciativa privada. Com relação às propostas de metodologias para o processo de análise ambiental, observa-se a predominante falta de consenso entre os autores analisados. Sobre o processo de análise ambiental para o planejamento de marketing e a interação com processo estratégico adotado, percebe-se que as variações mais significativas na metodologia utilizada estiveram predominantemente relacionadas às alternâncias de gestão da Reitoria da Universidade. Por fim, de acordo com os três ciclos de planejamento identificados de 1997 a 2007 e os impactos sobre o planejamento de marketing, quatro propostas de diretrizes foram desenvolvidas visando à análise ambiental voltada ao processo de planejamento estratégico de marketing. The present thesis, through a case study, has as main objective propose directives related to the environmental analysis process for the marketing planning of an institution of higher education, particularly in the Southern Santa Catarina University, according to the period of 1997 to 2007. The scenery of the higher education in the State of Santa Catarina, after the year of 1996, submitted a period of great growth in all quantitative indicators of performance. Particularly, the region Metropolitan of Florianópolis showed a growth above on average state, mainly in the data for private initiative. Regarding the proposals of methodologies for the environmental analysis process, there is a prevailing lack of consensus among the authors analyzed. About the environmental analysis process for the marketing planning and the interaction with strategic process adopted, if realizes that the most significant changes in the methodology used were predominantly related to the alternation of management of the Administration of the University. Finally, according to the three cycles of planning identified of 1997 to 2007 and the impacts about of the marketing planning, four proposals of directives were developed aiming the environmental analysis dedicated to the process of strategic marketing planning.

Book excerpt: A questão ambiental está cada vez mais presente no cotidiano da população brasileira, principalmente quando nos deparamos com a intensidade com que os problemas socioambientais, sobretudo os urbanos, afetam as condições e a qualidade de vida dos indivíduos e de grupos sociais. A cidade de Joinville cresceu sob a égide da industrialização fazendo a economia desenvolver rapidamente e demandar mão de obra para as fábricas. A necessidade de moradia para esses novos joinvilenses impulsionou o mercado imobiliário que se desenvolveu a base de loteamentos de baixo custo. Parte desses loteamentos foi implantada a margem do planejamento urbano, que por anos não tiveram sua legalização junto à Prefeitura Municipal de Joinville. Os riscos advindos da ocupação dessas áreas vêm à tona quando da ocorrência de fenômenos naturais, sejam na forma das marés de tempestade no corpo da Baia da Babitonga ou nos períodos prolongados e intensos de chuvas que provocam toda ordem de deslizamentos e inundações. A ocupação de áreas de risco, gera baixa valoração imobiliária que acaba sendo ocupada por populações em risco social, prenuncio de bolsões de pobreza e baixa qualidade de vida e suas consequências. A ocupação de áreas suscetíveis a risco naturais em Santa Catarina, vem ao longo dos anos, gerando demandas de atendimento a desastres naturais e violência urbana para as instituições responsáveis pela Ordem Pública. Como agente envolvido nesses processos, observamos a necessidade de estudos para analisar a atuação da Polícia Militar de Santa Catarina e demais órgãos Municipais frente às demandas. O presente trabalho refere-se ao estudo das demandas de atendimentos a emergências pelos órgãos públicos responsáveis pela manutenção da ordem pública na cidade de Joinville. Para isso buscou-se uma aproximação às origens e formas da violência urbana, a conceitos de ordem pública e de impactos ambientais em espaço urbanos. A melhor compreensão dos problemas e consequências, decorrentes de ocupações urbanas em áreas de risco, pode auxiliar na criação de procedimentos que permitam a Polícia Militar de Santa Catarina na sua esfera de atribuições, cooperar com outros órgãos envolvidos em atendimentos as emergências, a fim de atender e prevenir problemas com desastres naturais e violência urbana.

The Human Face of War is a new exploration of military thought. It starts with the observation that much military thought is poorly developed - often incoherent and riddled with paradox. The author contends that what is missing from British and American writing on warfare is any underpinning mental approach or philosophy. Why are some tank commanders, snipers, fighter pilots or submarine commanders far more effective than others? Why are many generals sacked at the outbreak of war? The Human Face of War examines such phenomena and seeks to explain them. The author argues that military thought should be based on an approach which reflects the nature of combat. Combat - fighting - is primarily a human phenomenon dominated by human behaviour. The book explores some of those human issues and their practical consequences. The Human Face of War calls for, and suggests, a new way of considering war and warfare.

The book is based on detailed research in Brazilian, British, American, and French archives, and on numerous interviews with surviving military and civilian leaders. It also makes extensive use of hitherto unused internal army documents, as well as of private correspondence and diaries. It is thus able to shed new light on the army’s personnel and ethos, on its ties with civilian elites, on the consequences of military professionalization, and on how the army reinvented itself after the collapse of its command structure in the crisis of 1930—a reinvention that allowed the army to become the backbone of the post-1937 dictatorship of Getulio Vargas.
