Live display of position data and onsite data reduction, presentation, and formatting for reports and automatic transfer into databases are among the unusual attributes of USRADS. Approximately 25% of any survey-to-survey report process is dedicated to data recording and formatting, which is eliminated by USRADS. Cost savings are realized by the elimination of manual transcription of instrument readout in the field and clerical formatting of data in the office. Increased data reliability is realized by ensuring complete survey coverage of an area in the field, by elimination of mathematical errors in conversion of instrument readout to unit concentration, and by elimination of errors associated with transcribing data from the field into report format. The USRAD system can be adapted to measure other types of pollutants or physical/chemical/geological/biological conditions in which portable instrumentation exists. 2 refs., 2 figs.

Book excerpt: The Radiological Survey Activities (RASA) program at Oak Ridge National Laboratory (ORNL) serves as the Inclusion Survey Contractor (ISC) in the Department of Energy's (DOE) Uranium Mill Tailings Remedial Action project (UMTRAP). The ISC is to identify properties in the vicinity of 24 inactive uranium mill sites suspected of having 226Ra-bearing uranium mill tailings by-product material originating from the processing of uranium ore contamination. Mobile gamma scanning was the primary method used to identify these properties. Once identified, the ISC conducts an inclusion survey. This survey performs sufficient radiological measurements to determine if uranium mill tailing contamination is present, and, if so, if it is in excess of relevant Environmental Protection Agency (EPA) criteria. Radon emanating from 226Ra is the primary pathway of exposure to human occupants at these sites. EPA criteria focus on controlling 226Ra concentration in soil. The concentration of 226Ra in soil can be measured directly by soil sampling and subsequent gamma spectrographic analysis of the sample, or by direct measurement of the gamma exposure rate at the soil surface using portable instrumentation in the field. In both methods, the concentration of 226Ra is inferred by examining the frequency of gamma emission of 214Bi, a radioactive decay product in the 238U decay chain.

Book excerpt: The Savannah River National Laboratory (SRNL) has developed prototype equipment to demonstrate remote surveying of Inner and Outer DOE Standard 3013 containers for fixed and transferable contamination in accordance with DOE Standard 3013 and 10 CFR 835 Appendix B. When fully developed the equipment will be part of a larger suite of equipment used to package material in accordance with DOE Standard 3013 at the Pit Disassembly and Conversion Project slated for installation at the Savannah River Site. The prototype system consists of a small six-axis industrial robot with an end effector consisting of a force sensor, vacuum gripper and a three fingered pneumatic gripper. The work cell also contains two alpha survey instruments, swipes, swipe dispenser, and other ancillary equipment. An external controller interfaces with the robot controller, survey instruments and other ancillary equipment to control the overall process. SRNL is developing automated equipment for the Pit Disassembly and Conversion (PDC) Project that is slated for the Savannah River Site (SRS). The equipment being developed is automated packaging equipment for packaging plutonium bearing materials in accordance with DOE-STD-3013-2004. The subject of this paper is the development of a prototype Radiological Survey Station (RSS). Other automated equipment being developed for the PDC includes the Bagless transfer System, Outer Can Welder, Gantry Robot System (GRS) and Leak Test Station. The purpose of the RSS is to perform a frisk and swipe of the DOE Standard 3013 Container (either inner can or outer can) to check for fixed and transferable contamination. This is required to verify that the contamination levels are within the limits specified in DOE-STD-3013-2004 and 10 CFR 835, Appendix D. The surface contamination limit for the 3013 Outer Can (OC) is 500 dpm/100 cm2 (total) and 20 dpm/100 cm2 (transferable). This paper will concentrate on the RSS developments for the 3013 OC but the system for the 3013 Inner Can (IC) is nearly identical.

Book excerpt: A method to characterize distributed radiological sources and the environment using an unmanned aerial vehicle (UAV) and commercial-of-the-shelf hardware and software was developed and implemented. High-altitude aerial surveys typically used for widespread distributed sources lack the spatial resolution needed to accurately describe the activity and exposure distributions at or near the ground. At this time, ground-truth measurements are necessary to normalize data collected at high altitudes, an operation that may not be feasible in certain scenarios. Furthermore, available prediction and modeling algorithms require multiple inputs which are unlikely to be available at the time of radiological release, resulting in an inadequate prediction of the spread of contamination. Low-level surveys circumvent these problems by directly measuring the exposure rate at the human level (1 m above the ground), eliminating the need for ground-truth normalization and the reliance on modeling and prediction algorithms. This research has shown that, when equipped with sufficient radiation detection systems, automated, low-level aerial surveys produce exposure rate maps that generally agree with ground-truth results and maintain a spatial resolution on the order of a few meters. The use of remote survey equipment reduces the radiological risk for response personnel, allowing for characterization of a site without direct exposure during the measurement process. UAVs may be used for measurements over distributed sources of various sizes, from a small radiological release via a radiological dispersal device, to a large-scale disaster (e.g., Fukushima Daiichi); the latter through the use of UAV swarms. These systems would also prove useful for localization of point sources. The research described herein includes the successful development and characterization of a ground-truth radiation detection system that uses a vehicle-mobile, collimated scintillator for activity distribution determination following three detonations of activated potassium bromide. A UAV-mounted scintillator system was characterized and implemented for aerial spectroscopic measurements over the same distribution to compare with the data from ground-truth measurements. UAV photogrammetry surveys were executed to form overhead maps and three-dimensional (3D) models of the test site. These maps and models were used to display radiological data from a standard overhead perspective, as a stand-alone 3D model, and in an explorable virtual environment. These methods comprise a complete radiological survey package that can mostly be implemented with easily-replaceable materials and at a relatively low cost, improving package flexibility and availability over specialized systems that rely heavily on custom hardware and software. This aspect is important as environmental conditions may increase the risk of losing the platform and payload due to a crash.
