Updated as of May 29, 2018 This final rule amends FAA regulations by adding equipage requirements and performance standards for Automatic Dependent Surveillance-Broadcast (ADS-B) Out avionics on aircraft operating in Classes A, B, and C airspace, as well as certain other specified classes of airspace within the U.S. National Airspace System (NAS). ADS-B Out broadcasts information about an aircraft through an onboard transmitter to a ground receiver. Use of ADS-B Out will move air traffic control from a radar-based system to a satellite-derived aircraft location system. This action facilitates the use of ADS-B for aircraft surveillance by FAA and Department of Defense (DOD) air traffic controllers to safely and efficiently accommodate aircraft operations and the expected increase in demand for air transportation. This rule also provides aircraft operators with a platform for additional flight applications and services. The ADS function is currently under development and is designed to use satellite communications and advanced air traffic control (ATC) automation to improve air traffic services in oceanic and other airspaces. ADS will provide direct communication between pilots and air traffic controllers and enhanced ATC flight monitoring and airspace management capabilities. The study identifies the operational benefits and implementation requirements of ADS and analyzes their potential impacts on users and providers of air traffic services. Potential safety benefits are qualitatively assessed. Potential cost savings due to ADS operations are quantitatively estimated as are ADS system implementation costs. The expenditures considered in the analysis include user flight operating costs, air-ground communication user costs, aircraft ADS communication equipage costs, and ATC system enhancement costs. The study examines ADS implementation and potential operational impacts for the North Atlantic and Pacific oceanic areas. The resulting estimated cost savings due to ADS exceed the estimated implementation costs.

The new document will be published as DO-242A. Major changes to the MASPS include a significant restructuring and expansion of the intent parameters for future ADS-B systems. ADS-B provides a means for aircraft to exchange information about their intended trajectories with each other and with ground systems. NASA and Boeing have played significant roles in recommending these changes and providing supporting analysis. The intent changes are anticipated to provide substantial benefits to several programs and operational concepts under development by the two organizations. Major changes include the addition of Target State reports and the replacement of Trajectory Change Point reports with Trajectory Change reports.
