Book excerpt: This study of Austria's fiscal framework discusses positive aspects and weaknesses of recent reforms in intergovernmental fiscal relations by analysing from a backward and forward looking perspective some of the factors driving subnational fiscal performance. Looking back, transfer dependency has differed between various levels of government and coincided with different fiscal outcomes for State governments (Länder) and local governments. The fiscal framework has not been able to prevent State governments from consistently missing their budgetary targets from 2001 to 2009, causing a significant drag on Austria's overall budgetary position. In response, reforms going in the direction of higher tax sharing and lower transfer dependence for subnational governments have provided stronger incentives to curb expenditure, paving the way for better fiscal performance in recent years.^Looking forward, the analysis focuses on the new system of fiscal rules adopted in Austria, aimed at reinforcing the budgetary framework through the introduction of multiple fiscal rules that are extended to subnational governments. The reform has reinforced the link between structural macroeconomic variables and subnational budgetary targets, in particular by capping subnational expenditure dynamics to national potential output growth. Although the new rules constitute progress, their design may in some respects be ineffective to ensure the respect of the targets. In particular the link between potential output and subnational expenditure growth may prove difficult to maintain in light of the volatile nature of subnational spending in Austria, which is often caused by specific recurrent expenditure overruns.^In this respect, the study presents the underlying factors driving the dynamic of subnational health sector expenditure, such as recurrent subsidies and capital transfers to the health sector, and confirms that the effectiveness of Austria's new fiscal framework will depend on the interplay of comprehensive organisational and structural reforms in order to tackle inefficiencies and reduce the underlying trend expenditure growth.

Subject to macroeconomic developments, the pace of consolidation could be more ambitious than currently planned, with a view to reducing the debt burden below 60% of GDP by 2020. Austrian fiscal policies have tended to be pro-cyclical in upturns, mainly because spending was not adequately kept in check. Stronger fiscal rules and a reform of inter-governmental fiscal relations could help contain expenditure dynamics. Efficiency-raising reforms in key spending areas such as pensions and other social expenditures, health, and education are also highly needed to reduce spending and ensure the provision of high-quality public services at lower cost. In this regard, Austria should make full use of the performance budgeting framework it plans to introduce from 2013. Higher potential growth could also take off some of the pressure on public finances. There remains significant room to rebalance the tax structure towards less distortive sources of revenue, thus supporting employment and growth.

In the past decade, Austria’s government expenditure growth has been very steady, thus avoiding the boom–bust pattern of some other European countries. However, expenditure levels are relatively high, and the difference with Germany has been widening. Compared with other countries, spending is particularly high for pensions, capital transfers and subsidies, including in the transport sector. According to economic classification, the composition of expenditure in the main categories has been more stable. Social benefits and transfers in kind, increasing by 0.7 percentage points between 2002 and 2012, have remained the highest component by far. Nevertheless, expenditure levels in Austria are relatively high, and the difference with Germany has been widening. A cross-country analysis of public spending by different type of categories shows several areas where spending stands out.

Book excerpt: This EconPol Policy Report assesses the macroeconomic impact of fiscal policy measures introduced by the Austrian government during the Covid-19 crisis in 2020 and 2021. Large parts of the stimulus package aimed at stabilizing companies, employment and private households. According to the study short-term work schemes were particularly successful. Equally effective were measures supporting companies and the self-employed who were directly affected by the containment measures, e.g. liquidity support (fixed cost subsidies and loss compensations), tax reductions and tax deferrals. While support to private consumption generally is not the recommended fiscal policy reaction to a recession which is caused by government measures to restrict consumption possibilities, support to companies, employees and the self-employed who are affected by the closure of some businesses are appropriate, according to the study. At the same time, those companies that would have left the market anyway should not kept alive articifially, as this would hamper structural change. For the same reason, short-time work schemes should only be offered as long as the contaiment measures or other pandemic-related problems such as supply-chain disruptions prevail.
