Traces the history of cultural and intellectual antisemitism in Australia, often originating in Britain, and of Social Darwinist and right-wing nationalist ideas and their influence on immigration policies before and after 1933. Unemployment caused by the depression (and often blamed on Jewish financial machinations) aroused fears of being swamped by hordes of Jewish refugees. The official Jewish community acquiesced in these fears. As a result, only 7500 refugees reached Australia before 1941. Even after the war, the public and press opposed entry of Jewish refugees.

The balance of state self-interest against humanitarian concern in refugee policy is an abiding theme of Whitehall and the Jews, one of the most important contributions to the understanding of the Holocaust and Britain yet published.

Bartrop examines the formation and execution of Australian government policy towards European Jews during the Holocaust period, revealing that Australia did not have an established refugee policy (as opposed to an immigration policy) until late 1938. He shows that, following the Evian Conference of July 1938, Interior Minister John McEwen pledged a new policy of accepting 15,000 refugees (not specifically Jewish), but the bureaucracy cynically sought to restrict Jewish entry despite McEwen's lofty ambitions. Moreover, the book considers the (largely negative) popular attitudes toward Jewish immigrants in Australia, looking at how these views were manifested in the press and in letters to the Department of the Interior. The Holocaust and Australia grapples with how, when the Second World War broke out, questions of security were exploited as the means to further exclude Jewish refugees, a policy incongruous alongside government pronouncements condemning Nazi atrocities. The book also reflects on the double standard applied towards refugees who were Jewish and those who were not, as shown through the refusal of the government to accept 90% of Jewish applications before the war. During the war years this double standard continued, as Australia said it was not accepting foreign immigrants while taking in those it deemed to be acceptable for the war effort. Incorporating the voices of the Holocaust refugees themselves and placing the country's response in the wider contexts of both national and international history in the decades that have followed, Paul R. Some 420,000 of her citizens fought in the islands off New Guinea, Gallipoli, the Western Front, and the Middle East. Among them was a relatively large chunk of the countrys small Jewish population. The precise number remains unknown since many enlisted as Christians. The Jewish story of World War I is far more complex than the current communal narrative, monopolised, as it is, by the superb military leadership of General Sir John Monash, and the avowals of passionate loyalty of Australian Jewry to king, country, and empire. It is claimed that this was manifest in its relatively large enlistment and war effort on the home front. At all times, an edgy Anglo-Australian Jewish leadership was looking over its shoulder worried by possible accusations of disloyalty. The sketchy account of the Australian-Jewish involvement in World War I is due to a lack of evidence from that era and little enthusiasm for collecting whatever was available subsequently. Much of what does exist lacks a grassroots Jewish voice, except for a few diaries and letters. Nonetheless, it is most likely that the capacity of Jewish communal leaders to influence the average Australian Jews attitude to enlistment or home front activities was minimal. One matter is certain, and that is that a strong belief in social integration helped prevent the formation of any communal organisation to care for ill and wounded Jewish veterans.
